Adjourn Posted 05.12.2023 Hackamore Road Improvement Project Page 1 of 2 May 16, 2023 Update City Council Work Session TO: Mayor Martin and Members of the City Council FROM: Dusty Finke, Planning Director Steve Scherer, Public Works Director DATE: May 11, 2023 MEETING: May 16, 2023 City Council Work Session SUBJECT: Hackamore Road Improvement Project Update Background Over the past two years, the cities of Corcoran and Medina have been working together to plan construction of street improvements to Hackamore Road. The existing road is reaching the end of its life expectancy and the need for improvements to the corridor have been identified because of increasing transportation demands resulting from development activity and pavement condition. The City Council approved plans and specifications and authorized bidding for the Hackamore Road project at the March 7, 2023 meeting. The City Councils of Corcoran and Medina have directed each staff to prepare a joint powers agreement (JPA) between the cities with Medina leading the project and entering into a contract for construction. Corcoran is finalizing agreements with developers related to contributions toward the project in lieu of these developers construction portions of the project. This information is necessary to finalize the JPA. This agreement is expected to be presented to Corcoran City Council on May 25 and Medina City Council on June 6. Once Corcoran has finalized its agreements, staff intends to request that the Medina City Council approve the JPA and enter into a contract for the project on June 6. Four contractors submitted bids and Valley Paving, Inc submitted the low bid. The low bid was under the engineer’s cost estimate by approximately $900,000: The cities have received approximately $1.1 million in funding from the Minnesota Department of Transportation ($700,000) and Hennepin County ($399,000). Medina has obtained approximately $737,000 toward the project from the Reserve of Medina project. Corcoran is finalizing discussions with developers over additional contributions. Medina and Corcoran City Councils have previously expressed support for splitting the remaining “gap” 50/50 after these other funding contributions. Requests were made to add sq. mileage and population to the chart with comparable city compensation information. City of Medina Councilmember compensation was last adjusted on January 1, 2007. Under State Law, compensation can only be increased for a future council prior to an election.
