Seton Lindsay Vice Mayor-Commissioner Norris J. Clarke Commissioner Stewart B. Iglehart Henray V. Pope Acting Town Clerk J. R. Fountain The minutes of the Town Commission meeting held on December 10, 1955 were read, unanimously adopted and approved. Acting Town Clerk J. R. Fountain reported bank balances as of December 31, 1955, as follows: General Account $20,284.37 Water Account 7,427.34 Depreciation Account 2,486.55 Payments from the general account foltDecember were on checks numbered 2103 to 2140 inclusive. Payments from the Water Account were on checks numbered 49 and 50. There were no payments from the Depreciation Account. All of the above payments were unanimously approved. Mayor Lindsay presented and read, a proposed Town Ordinance titled: ORDINANCE NO. _&L AN ORDINANCE OF THE TOWN OF GULF STREAM FLORIDA, RELATING TO FINGER PRINTING, REGISTERING AND PHOTOGRAPHING INDI- VIDUALS EMPLOYED IN CERTAIN ESTABLISHMENTS OR AT CERTAIN OCCUPATIONS IN THE TOWN; RELATING TO IDENTIFICATION CARDS AND THE ISSUANCE THEREOF AND THE FEE TO BE PAID FOR THE SAME: SUBJECTING E14PLOYERS TO FINES AND PENALTIES FOR PER- MITTING EMPLOYEES TO WORK WITHOUT IDENTIFICATION CARDS AND PROVIDING FOR THE PENALTY AND PUNISHMENT FOR VIOLATION OF THIS ORDIANCE. Upon motion made by Commissioner Stewart B. Iglehart and seconded by Commissioner Henry V. Pope, it was unanimously voted that the above read ordinance be passed on its first reading. The Commissioners unanimously voted to appoint J. R. Fountain, Town Clerk, Tax Collector, Tax Assessor, Town Judge, and Building Inspector beginning February 1, 1956. Motion was made, seconded, and unanimously approved to have J. R. Fountain notify B.D. Cole, Inc. to discontinue the bond on William J. Bauer and to have the present bond on J. R. Fountain extended to include his new duties as of Feb. 1, 1956. Mayor Lindsay requested that the Commissioners give some thought to the comingselection for two new Commissioners to fill the terms of Norris J. Clarke, who will be no longer qualified to serve as Commissioner after March, 1957 and William J. Town Clerk J. R. Fountain was instructed to have mimeographed copies made and mailed to every authorized person. There was read in full a second time and passed and adopted without anendments the following ordinance, titled: -*4-- JD AN ORDINANCE OF THE TOWN COMMISSION OF THE TOWN OF GULF STREAM, FLORIDA, PROVIDING FOR THE INOCULATION AGAINST RABIES, AND LICENSING OF ALL DOGS; PROHIBIT- ING DOGS FROM BEING IN ANY PLACE OF BUSINESS; PRO- VIDING FOR THE MUZZLING OF VICIOUS DOGS; AND PROVI- DING FOR A PENALTY FOR VIOLATION OF THIS ORDINANCE. Upon motion made by Commissioner Henry V. Pope and seconded by Commissioner Norris J. Clarke, it was unanimously voted that the above read ordinance be adopted on its second reading. There was read in full a second time, the following ordinance, titled;. 1955 REVENUE AND TAXATION - 11 0 AN ORDINANCE OF THE TOWN COMMISSION OF THE TOWN OF GULF STREAM, FLORIDA, PROVIDING FOR OBTAINING REVENUE BY TAXATION OF ALL REAL AND PERSONAL PROPERTY WITHIN THE TOWN LIMITS OF THE TOWN; AND PROVIDING A COMPLETE AND ORDERLY PROCEDURE FORA SSESSING, LEVYING, COL- LECTING, ENFORCING COLLECTION OF DELINQUENT TAXES; ISSUANCE AND SALE OF TAX SALE CERTIFICATES; THE RATE OF INTEREST SAID TAX SALE CERTIFICATES: THE ENFORCaIENT OF TAXES THROUGH THE ISSUANCE OF TAX DEEDS; THE METHOD AND FORM OF ISSUING TAX SALE CERTIFICATES AND TAX DEEDS; AND REPEALING ALL ORDINANCES IN CONFLICT WITH THIS ORDINANCE. Upon motion made by Commissioner Stewart B. Iglehart, seconded by Mayor L. Seton Lindsay, it was unanimously voted that the above read Ordinance be adopted without an endments on its second reading. After a discussion of the request for a raise by E. Glass, Commissioner Stewart B. Iglehart moved that the Town pay a Seventy - five ($75.00) dollar bonus to E. Glass for his services during the past year; after being seconded by Commissioner Norris J. Clarke, this motion was carried unanimously. The Commissioners wished it b go on record that provided E. Glass continues his good work and faithful service to the Town, they felt he should receive a. bonus at the end of the current year, 1956. Town C]e rk J. R. Fountain called the Commissioners' attention to fact that the Police have had difficulty trying to keep from getting cold while patrolling. Page 2 on motion duly made, seconded and carried,the Town Commission approved the purchase of a heater for the police car. Town Clerk J. R. Fountain was instructed to see that a heater be installed as soon as possible. Mayor L. Seton Lindsay reported on the splendid work done by the Auditors, Himes and Rimes, and especially on their analysis and recommendations for improving our internal control. He also explained the reason for the amount charged by Himes and Himes. Town Clerk J. R. Fountain was instructed to inaugurate the new procedural steps that he, Mayor Lindsay, and the Town Bookkeeper, Howard Smith, thought expedient. The Meeting was then turned over to Mr. Langlotz, who had called in Mr. Severn, Mr. William Johnston, Mrs. Krancer, and Mr. Byrum for the purpose of discussing the mosquito problem. Mr. Lindsay appointed Mr. Langlotz Chairman of the Citizens' Committee on mosquito control. Yr. Byrum, of the Mosquito Control Department, assured the Commis- sioners and others present that he would have the ditches to the west of Town Hall and in front and to the side of Mrs. Krancer's home cleaned, drained, and inspected periodically without expense to the Town. FLORIDA TEL: DELRAY BEACH 5116 We enclose herewith the Income and Disbursements of the Town of Gulf Stream for the year starting October 1, 1954 and ending September 30, 1955, as shown by the audit report of Himes & Himes. The complete audit report is onfile at the Town Hall and may be inspected at any time during office hours, which are from 10:00 to 12:00 A.M., every day, except Saturday and Sunday. We have received some inquiries as to why the tax rate was increased last year. The increase was necessary to cover the expenses of an addi- tional, full time, police officer. As you will note by the enclosed report, the entire income from taxes last year on the old tax rate, was only $16,150.69. Conse- quently, the increase in the tax rate will just about cover salary of the new police officer, together with the extra expense of auto maintenance, uniforms, depreciation on the car, etc, However, our tax rate today of 14 mills compares very favorably with the surrounding towns. An inspection of the full audit report will show that the Water Department has been making a little profit, each year and now has in its reserve funds, Government bonds. cost value of which was $7,300. It is the opinion of the Commissioners that it is very important to accumulate considerable reserve fund in view of the fact that the Town does not own its own water supply, and might some day be faced with an emergency requiring the expenditure of considerable funds. Furthermore, some of the water pipes have now been down for a good many years and repairs are becoming more and more frequent. The Commissioners also feel that the employment of an additional police officer was a very wise move and it can be safely stated that excessive speeding on A1A has been very greatly reduced. The Town of Gulf Stream is going through a period of "growing pains ", but the Himes & Himes report shows we are in a pretty good financial condition and we ask your patience for the sometimes irritating things which will always occur in a com- paratively amateur organization, such as we have running our little Tbwn. The Town Commission meets at 10:00 O'clock A. M., on the morning of the second Saturday in each month. All Voters and Taxpayers are welcome at these meetings. Yours truly, ;I " L.
