SUBJECT: PROFESSIONAL SERVICES AGREEMENT TO UPDATE THE CITY'S
DOWNTOWN PARKING STRATEGIC PLAN
RECOMMENDATION:
Th e City Council is requested to :
1. Authorize th e City Ma nager to execute a professional serv ices agreement in the
amount of $52 ,000 wi th Transpo Group , Inc . to update the City 's downtown parking
strategic pla n; and
2. Appropriate $52 ,000 from the General Fund reserve (unassigned fund balance) to
co mpl ete the update .
BACKGROUND:
1. In Nov . 2012 , Council adopted th e City's downtown parking stra tegic plan . The
policy document outlined a number of re commendat ion s to i ncrease t he availab i lity
of downtown parking opportunities for residents , employees , an d v is itors .
2 . Between 2013 and 2017 , a number of recommendations were completed ,
including : the restripi ng of pub li c parking lots for increased stal l count ; rev ised
publ ic parki ng time limits for inc rea sed sta l l tu rno ver; and the purchase of two
pro perties for future public parking opportunities .
3 . Beginnin g in 2015 , th e mix of dow ntown uses sh ifted fr om retail and vacant
storefro nts to restaurant. Most of this change occurred in the downtown core-i.e .,
La s Tunas Dr. between Golden West and C loverly avenues , and T emple City Blvd .
between Workma n and Woodru ff avenues-whic h also contains most of the City 's
public parking lots .

4 . As said changes continue to occur, business owners have voiced their concerns of
increased parking demand . Many cite the incompatib le parking needs of existing
land uses , and the high leve ls of public parking demand required by both
restaurant patrons and employees.
5. In June 2017, staff received Council direction to update the downtown parking
strategic plan . Among other things , the update wou ld avail a current parking
utilization study, revised parking enforcement recommenda t ions , an emp loyee
parking management plan , and programming options for the City's current and
future downtown public parking lots .
6 . In Sept. 2017 , staff issued a Request for Proposals (Attachment A) for the update
initiative . A pre-bid meeting was subsequently held to provide prospective firms
with clarifications on the desired project scope (Attachment B). Six firms ult i mately
submitted proposals pursuant to the City's deadl i ne date of Oct. 27 , 2017
(Atta chment C).
7 . In Nov . 2017, staff interviewed all firms that responded to the Request for
Proposals. Each firm was asked to present their scope and proposed publ ic
outreach methods , as well as to discuss similar comp leted projects .
8 . In Dec . 2017 , staff-along with the City Manager-determined that Transpo Group ,
Inc. would be the best firm for the project. The company's public outreach methods
and approach to parking analysis and presentat ion techniques were well defined,
setting them apart from their competition .
ANALYSIS:
Transpo Group , Inc . is a global engineering firm with extensive experience in planning
and designing transportation systems . In the case for their public sector cli ents , they
have a developed a numb er of parking master plans and evaluations for ci ties including
Seattle (WA), Bothell (WA), Pasadena , Culver C ity , and Lag una Beach .
Provided as Attachment 0 , the work scope provided by Transpo Group , Inc . entails
seven key tasks for the update initiative. Those tasks are summarized below.
Task 1: Meeting Kick-Off
A cri ti ca l step for any initia tive , the kick-off meeting will confirm project goals
and objectives . It will also define key milestones , establish a program for
stakeholder outreach , and identify data needs from the City .

Task 2: Document Review
A rev iew will be conducted of the City 's existing parking policies , code
requirements, and previously prepared parking studies . Specific
recommendations are to be offered to existing parking policies , along with any
other changes that align with project goals and objectives .
Deliverables : Findings memorandum
Task 3: Parking Assessment
An existing parking inventory will be collected for the study area . An
assessment of current parking conditions will also be performed during the
week-and on a weekend-to determine peaking characteristics and specific
parking issues . Intercept surveys will augment this information as customers
are interviewed on where they parked and whether they encountered
difficulties .
Deliverables : Technical memorandum
Task 4 : Future Demand
Future parking demand will be modeled using a two-step process that: (1)
incorporates findings from previous task ; and (2) forecasts future-parking
demand based on land use projections . The model will provide the City with an
assessment mechanism on how future-parking demand will evolve .
Deliverables: Parking demand model
Task 5 : Strategies
In the development of parking management strategies , considerations will be
given to parking demand , location , time , price , and supply as part of a
comprehensive on-and off-street parking system . Recommendations will also
incorporate factors of improved efficiency , awareness and enforcement, the
potential for new public parking facilities , and revised parking time restrictions .
Deliverables : Recommendations memorandum
Task 6 : Implementation Plan
Incorporating findings from the tasks above , an implementation plan
(otherwise known as the plan update) will result in a number of parking
management strateg ies that can be used as the downtown core develops and
evolves . Plan recommendations are to include a prioritization of next steps ,

key resources needed (private and public), and an ongoing mechanism that
easily tracks the plan 's performance metrics .

Task 7: Stakeholder Meetings
Critical buy -in is necessary to ensure that plan recommendations result in
action . As such , the project includes two stakeholder meetings for area
businesses and property owners . The goal of these meetings is to empower
and include these stakeholders as partners in developing and implementing an
updated parking management program for the downtown core.

presentations (i.e ., Council, T&PS Commission)
Should Council authorize an update of the downtown parking strategic plan , the
initiative is expected to take s ix to eight months to complete . Project updates will be
provided via City Manager reports and , if requested, at Council standing committee
meetings .
CITY STRATEGIC GOAL:
Actions contained in this report align with the City 's strategic goals of economic
development , sustainable infrastructure , and good governance .
FISCAL IMPACT:
This project presents a fiscal impact. Staff is requesting a $52 ,000 appropriation from
the General Fund reserve (unassigned fund balance) to complete the plan update . Any
unspent monies will be returned to the General Fund reserve .

The City of Temple City is soliciti ng proposals from qualified consultants to update its
Comprehensive Downtown Park in g Stra tegic Plan. Completed in 2012, the downt own parking
plan focused o n a study of then-current conditions, as opposed to future needs (Exhibit 1 ).
BACKGRO UND
Centrally loca ted in the San Gabriel Val ley, Temple City's primary commercial district stretches
along Las Tunas Dr., which also serves as a regional east-west corridor. While Temple City la cks
a traditional downtown, a four-block stretch of Las Tunas Dr. (centered around Temple City
Blvd.) is considered the downtown core (Exhibit 2). Its businesses are vari ed , ranging from
personal and profess i onal services to retailers and restaurants. There ar e also a number of
vacant and un deruti l ized bui ldings.
T he City's economic development strategy for the area encourages the adaptive reuse of
exist ing retail and vaca nt storefronts i nto restaurant uses. As further reuse occu rs, the City is
concerned that parki ng supply will be i ns ufficient to meet future demand. Case i n point: The
Downtown Specific Plan (adopted i n 20 0 1) does not require additional parking for ground fl oor
additions or adaptive reuse of bu il d i ngs. H owever, recent project-specific parking studies have
demonstrated that publ ic parking is now being fully utilized in some blocks during peak hours.
Fu rth ermore, many businesses al ong Las Tu nas Dr.-new and old-have voiced challenges due
t o actual and perceived difficulties with parking ava il ability. The C i ty acknowledges the need to
update its parking plan to better manage current demand, while anticipating future need .

Down town public parking is currently provided on-street, as well as through a nu mber of City-
owned and private surface pa rki ng lot s (Exhib it 3). There is no cost to park, and time limits
genera lly f all into two categories: two-hour and ali-day. In all cases, parking is prohibited
between the hours of 2-5 a.m. (per the mun icipa l code).
On Oct. 20, 2017 the City is scheduled to open a new 27-stall public parking lot at 5800
T emple City Blvd. (Exhibit 4). Based on both its location and anecdota l i nformation , the facility
wi ll most l ike ly accommodate employ ee p arking, as nearby lots generally impose two-hour
res trictions. The new lot-at least for now-will also avail ali-day parking with daily closures
between the hours of 10 p.m. and 7 a.m. (as required by a conditional use perm it). It is
intended that the parking plan update will provide recommendations for the lot's future
programm ing.
Additionally, the City owns adjacent properties on Primrose Ave. (north of Las Tunas Dr.) that
could accommodate additional surface parking or potentially structu red parking (Exh ib it 5). The
updated parking p la n shou ld include recommendations on the effectiveness of redeve loping
these properties i nto public parking.
While the 2012 parking plan studied a lo nger stretch of Las Tunas Dr., the updated plan should
focus only on the downtown core. Th is is because the area has a h igh concentration of City-
owned off-street pa rking fac i l iti es, and holds realist ic opportunities to provide add it ional
parking supply.
Fu rthermore, the 2012 parking plan i ncluded recommenda tions beyond the scope of parking
man agement incl uding changes to roadway configuration and other design and placemaking
actions. The parking p lan update should focus only on parki ng supply and management, and
should not include additional discuss ion or recommendations on other topics. The City is not
i nclined to implemen t any changes to roadway configuration includi ng but not l imited to road
diets, angled parking, back-in angled park in g , or other such options, and such
recommendations should not be included.
SCOPE
The follow ing provi des the City's desired scope of work for the park i ng plan u p date:
Assess current parking demand for existing public parking lots and on-street spaces.
Determine the extent to which pa r king on res identia l streets is being u sed to meet non-
residential demand.
• Estimate futu re park in g demand based on future development and the conti nued
conversion of ex isting vacant space and retail space to high-demand parking uses-like
restaurants. T his may require a market analysis to develop real istic assumptions about

future uses. The exercise should also acknowledge the possible impacts that services l i ke
Lyft and Uber might have on future parking needs.
Identify the need for addit ional parking supply, includin g the estimated number of spaces
and locations. Assess the effectiveness of possibly build ing a parking lot or structure on
City-owned properties at Primrose Ave.
• Analyze the current mix of time restrict ions within all C ity public lots and make
recommendations for changes, if appropriate. Provide strategies for increas ing the public
parking supply throughout the downtown and at site-specific public lots.
Evaluate objectively the validity of complaints that there i s insufficient long -term/ali-day
parking for employees. Provide recommendations for long-term employee parki ng at all
City public lots-including 5800 Temple City Blvd.-for long-term parking and if
recommended, suggest a management program , which may include permits.
Determine the feasibility and effectiveness of a parki ng in-l ieu fee program and other
funding mechanisms to provide for the construction, maintenance and management o f
publ i c parking.
Rev iew current enforcement strategies and provide necessary recommendations.
• Produce a realistic implementation plan that identifies critica l improvements and initiatives
to accomplish over the next three and five years.
SUBMITTAL
Should you or your firm be interested in providing a proposal for the parking plan update ,
please provide a response to include the following:
Professional qua l ifications of your f i rm with information on experience and capabi li ties of
the proposed team, i ncluding any applicable certification s, licenses , etc.
Demonstrated accomplishment of at least three (3) completed projects, which should have
important similarities to the parking plan update.
A proposed and recommended p roje ct scope and schedule, including a fee schedu le and a
not to exceed project cost to remai n in effect until June 30, 2018.
Acknowledgement of provisi ons in the City's standard professiona l services agreement,
including any necessary contractual revis ion s should your firm be se le cted for work (Exh ib it

A: Fo r two reasons: (1) t he comp an y is no longer in bus iness (RBF was acquired
by M ichael Baker Interna tional); and (2) the focus o f the plan update is on
parking needs as opposed to urban and transportation p l anning .
0: Pa rki ng prici n g and pay stations were mentioned in t h e 2012 study . Does the
C ity st ill see this as a p otential possibility?
A: Yes , but only if the consu ltant believes it is feasible. Th is recommendation can
be included in the prop osed scope of services under a menu of options .
0: The existing parking p l an has a lot of recommendations for increas in g on-
street parking supply. If consu ltants see opportun ities t o restripe or reorganize
the confi guration of existin g publi c lots, would the C ity be interested in th ose
types of recommendations?
A: Yes, the City would be inte r ested in those reco mmendations. However, it

be on-site.
As for specific p r ogr amming ideas, the new parki ng lot on 5800 Temple C ity
Bl v d. will open o n Oct. 20. The intent for that lot was to p r ovide perm it-parking
opportunit ies for area employees. H owever, it was rece ntly decided t h at the lot
be open to the publi c (i.e. all-day p arking sta ll s) with any future programm ing to
be based upon re commendations o f t he parking pla n update.
0: Is there flexi b il ity w ith the parki n g space dimensions on street? Are there any
polic ie s or re q ui rements that should be fol lowed? Wha t are the standards for on
street parking sp aces?
A: There are n o standards for on-street park ing spaces.
The City un d e rsta n ds the pros an d cons to marking on-street parking spaces
(currently at 8.5'x18') and having p a id parkin g; t h is is a suggestion t h at should
be included into the plan updat e. Furthermore , on -st reet parking spaces have
been marked in t he study area for a n umber of years. The reason fo r t h at is
unknown.
0: What is t he desi red t ime frame for completing this st udy?
A: The City wou ld like to rece ive a first draft within th ree t o five months. The C ity
is open to adj u st ing the schedule based on the proj ect's final scope.

zones for services like Lyft and Uber? And would the City consi d e r i ncorporating

A: Yes, the City wil l consider recommendations for p ick-up and drop-off zones,
espec ial ly sin ce more resta u rants are open ing in the area. Furthermore, given
current and fu t u re p arking dema n d in the study area, the City wou ld like to k now
whether its Pr im rose properties (5922 and 5928 N. Primrose Ave.) shou ld be
redeve l oped into a park ing struct ure or surface parking lot.
0 : Does the c ity have any valet zones?
A: No.
0: Has there been any recent st akehol der outreach to t he business owners , li ke
su rvey results for example, so t hat consu ltants can get an idea of wh at issues the
res idents are facing?
A: No; the iss u es are anecdotal b ased on complaints. St akeholder outreach
sh ould be inco rporat ed into t h e project scope. The t erm "stakeholder" is broad
and i n context of t h is exerc ise , should be the affected bus iness com m un ity and
surround ing residential neighborhoods.
The most common complaint that the City recei ves from businesses is t h e
inadequacy o f a l l-day parking for t h e ir employ ees.

Task 1: K i ck-off Meeting
An initial kick-off meeting will be held to coordina te the specifics of our approach and work tasks to ensure we
meet the overall goals and objectives on time and within budget. This will include:
Establishing goals and objectives for the project
Refining the project approach as necessary to meet goals and objectives as well as budget and
schedule re qui re ments
Estab lishing a schedule and progra m for stakeholder outreac h
Establishing p rojec t team communicat ion and coordination plan
Identifying data collection requirements and schedule
Discussing any technology use or design requirements
Confirming del iverables and data tra nsfer protocols

Task 2: Review of Relevant Documents and Studies
A key component of developing the parking st rategies will be a review of existing parking polices and code
requi rements. We will review the relevant sections of the City 's municipal code as well as the previous parking
studies provided by the City . The existing po licies and code requirements can sometimes be compared
against communities simi lar to Temple City . The Transpo team wi ll make specific recommendations related to
parking policy and recommend changes to meet the overall goals and objectives .
Deliverable: Memorandum summarizing relevant documents, policies, and studies
Task 3: Assess Current Parking Demand
The Transpo team will develop a data collection approach at the onset of the project in agreement wit h the
City . The process will be geared to accu rately and efficiently captu re the current parking condit ions . Transpo
will then collect existing parking inventory for the project study area .
It is assumed that pa rk in g supply and characteristics will be genera ll y consistent with the 2012 Downtown
Parking Strategic Plan . T he park ing supply in t he study area will be confirmed by Trans po. City staff w ill
provide Transpo (based on previous studies) with the park ing su pply by block face and off-street par king lots
in excel or GIS forma t. Up to 4-hours of Tra nspo staff time have been allocated to verify changes in parking
sup ply or other parking characteristics in the study area .
Hourly utilization data will be collected (co nsistent with the 2012 st udy) on a typical weekday from 10:00 AM
to 5 :00PM and on a ty pi cal weekend (S aturday) from noon to 7 :00PM. As part of this task we also propose
to collect sample turnover data and conduct an intercept survey at two locations for a tota l of 4 hours on a
typical weekday and 4 hours on a typical weekend .
Transpo will perfor m a re view of the data co ll ected using both exce l a nd GIS to check that data appears
reaso nable and are co nsistent with field obse rvations . This data w ill also be checked again st historical counts
made available by the City . Transpo will calcu lat e on-and off-street pa rking occupancy for the study area and
sample duration fo r selected on-street and parking lots . Both average and peak occupancy will be calcula ted
for the weekday and weekend condition .
Transpo will work with th e City to analyze a nd summarize the results in a way that meets t he needs of the key
stakeholders. Data summarizes will inclu de stan d ard excel databases, w ith detai led reports and higher-leve l
in fographics to be prese nted to stakeholders and the public .
The data will provide an understand ing of current weekday and weekend conditions includ ing peaking
cha racteristics and the study area 's parking issues . The current park ing cond iti ons along with the

Task 4: Estimate Future Parking Demand

Transpo w ill determine future parking demands usi ng a spreadsheet model and a two-step process including :
Develop ment of a "cal ibrated " deman d mode l bas ed on local exist ing experience (this will re ly on
Task 3 data and an alysis )
Forecast future parking demand based on land use projections
The foundation of the parking model is la nd use and parking data , which is used to forecast parking demand .
We will rely on the Ci ty to provide existing land use da ta fo r the study areas as well as any available G IS files .
The excel model wi ll provide the City w it h an assessment mechanism of how future parking demand w ill
evolve . The City can also use the model for sensitivity analys is .

Task 5: Parking Management Strategies and Recommendations
Parkin g management str ateg ies ide ntified wo uld support overall goals and objectives of the project. These
strateg ies typically provide for a more vib rant co mm un ity and will include everything from in frastructu re to
policy changes . Consi deration will be given to par king demand , location , time, price and supply strategies
as part of a compre hensive on-st reet and off-street parking system. Categories of strategies would in clude :
a. Imp roving Efficienc y. These are strategies that are aimed at ma x imizing the use and efficiency of
parking sup ply . This in cludes strategies such as 1) expanding shared parking through agreements,
short term leases, and pricing , 2) redu ci ng cruising for parking usi ng pric ing and wa y finding , 3)
pricing stra tegies to in crease avai lability and turnover in prime spaces and better use non-prime
spa c es , 4 ) non-price management te chniques such as time limits , access control and permits , and 5)
convenie nce fo r the parker, in te rm s of finding avai lable spaces a nd paying for park ing .
b. A w areness. Enforcement. and Authority and Finan cial M anagement. These are strategies re late d to
(i) making th e publi c aware of the parking regulations and loca ti ons , (ii) enforcing regulat ion s and
pol icies, and (iii) m onitoring parking co nd itions to continua ll y make improvements and ensure
strategies are appropriate as conditions change . Pricing policies and planni ng for fu ture dev elopment
of new supply will be evalua ted whereby we will assess the feasib ility and effectiveness of a parking
in-lieu fee program and other funding mec hanisms to provide fo r the construction , maintenance and
management of public parking . As part of this task we will also re v ie w current e nforcement str ate g ies
and provide necessary re c ommendations pertaining to te chnology, staff, hiring , tra ining , etc .
c. ~: We will evaluate the va lidity of compla ints tha t there is ins ufficient long-term/ali -day parking
for employees. Our work w ill be data-driven and w ill be su pp orted by the turnover data that will be
collected . We will provide recommen d at ions for long-term employee parking as well as a
manage ment program wh ich ma y includ e permit s. We w ill also identify the need for add itiona l parking
supply , including the estim ated num ber o f spaces a nd locations . We will assess at a strateg ic-level
the effectiveness of possib ly building a parking lot or structure on City-owned properties at Primrose
Av e . The assessment wi ll rely on the City to provi de average costs of co n stru ction per space (w hich

d . Time : We wi ll analyze the curre nt mix of time res tric tions withi n the City public lots and make
recomme nd ati o ns f or changes . We will prov ide strategies fo r increasing the public pa rking ava il abil ity
througho ut th e d own town and at site-specific public lots.

Task 6 : Implementation Plan
The above recommendations will provide a ba lanced st r ategy fo r all system users focused on the goa ls and
objectives of the project. Transpo w il l build upon this analysis and earlier plans to update criteria and trigge r s
for implementing str ategies over time as the study area develops and evolves. This will include a clear
understand in g fo r how va rious implementation strateg ies would impact park ing in the Ci ty and how to add ress
current and future co ncerns . The strategies and recommendations will be summarized in a high-quality user
friendly readable document. We will make sur e that a clear set of recommendations is provided for
addressing the growing park ing challe nges . This wi ll inclu de prioritization of next steps , id entificatio n of
responsibil ities , key reso urces neede d (p u bli c and private), and ongoi ng track ing mecha ni sm for performance
measu res to make the implementatio n as easy as possible for the Ci ty staff and key stakeholders .

Task 7 : Stakeholder Engagement and Meetings
With extensive pub li c and p rivate development experience , ou r tea m under stands how criti cal buy-in wi ll be to
ensure this project ca talyzes act ion . Built sol idly upon stake hol der involvement and coord inatio n with the
City 's staff, Transpo w ill present a varie ty of new recommendations and strategies to meet the overall goals
and objectives. The project team understan ds how to make these meetings interactive and to engage key
stakeholders . An im porta nt conce pt is to c reate buy -in among the stakeho lders , not o nly to participate bu t to
empowe r them an d includ e the m as part ners in develop in g and implemen ting a comprehensive parking
management program . T his has been an effective app roa ch used throughout ou r stu d ies involv ing both our
outr ea ch team and pa rking management team in a collaborative effort w ith our cl ients and key stakeho lders .
