This proposal and three copies are submitted in response to the City of McCall's
Request for Proposal, (RFP) dated March 5, 2006, for Taxilane and General
Aviation Hangar Development. The development will occur on land located at the
McCall Airport and owned by the City of McCall that will be leased to MST
Hangar Co. if selected as the developer by the City of McCall..
All sales to individuals on the hangar waiting list will be coordinated with the
Airport Manager.
To ensure that the new hangars are available during 2006 it is requested that the
City of McCall provide fast track approval for planning and zoning requirements,
including scenic route review and design review if required; and plan check and
building permit issuance.

Experience & Qualifications Statement
Michael W. Anderson
Former licensed General Contractor in California and Nevada.
Built 50 Custom homes per year in 10 counties. Constructed aircraft
hangars at the airports located in Carson City NV, Truckee CA, Friday
Harbor WA and McCall ID. Former member of Airport Advisory
Committees in Truckee, Ca, Friday Harbor, WA, and McCall, ID.
Realtor. Commercial Pilot, 6000 flight hours, Instrument rated.
Steven L. Minor
As the son of a builder/designer, learned the construction trades.
Worked as a superintendent for residential developers in San Diego
County, Ca. Responsible for scheduling and oversight of both onsite
and offsite phases of construction. Has owned a design/build
construction company for 30 years, 13 in McCall.
Thomas A. Tucker
As general manager of a construction company located in San
Diego, CA designed, built, and sold approximatly 400 industrial
buildings. These buildings were concrete tilt -ups similar in construction
to airplane hangars. Built, marketed and sold two residential
subdivisions, 180 units, in the San Diego area. All projects were
fmancially successful. Former member of the McCall Airport
Advisory Committee. Owned a hangar at McCall Airport, Commercial
Pilot, 10,000 flight hours, Instrument rated.
All the principals of the development team are permanent
residents of McCall. This will provide continued local management of
the project.

Project Description Statement
Proposed Project
_ 1. Dismantle and remove six existing rectangular hangars.
2. Relocate/replace underground utilities as required.
3. Excavate and grade access, taxilane, hangar pads.
4. Provide engineered site drainage.
5. Install Asphalt Taxilane 25' wide.
6. Install a continuous asphalt ramp between new taxilane and the
hangars.
7. Install a 25' paved utility corridor between hangars 211 & 212 to
allow access to the N/S taxiway (E).
8. Construct 6 hangar buildings containing 5 hangars each, 42'
wide X 36' deep X 12' clear height with electric bi-fold doors,
100 amp electric power, concrete floors, paved access ramp to
taxi lane.
9. Provide two double (men's/women's) heated bathrooms in two
separate locations with water and a sewage holding tank. Provide
a sewer stub from dry sewer line to both buildings for future

connection.
10. Acquire the necessary building permits and site engineering.
11. Provide for snow storage and aircraft pullout areas per site plan.
Number of Aircraft
Each of the proposed 30 hangar units will be designed to hold one
single engine aircraft or one light twin aircraft.
Pre-engineered Specifications
All hangars will have concrete foundations and floors. Exterior and
interior walls will be of 6.25 inch SIP (Structural Insulated Panels).
The roof structure will be of 8.25 inch SIP's supported by glue lam
beams. Roofing will be a durable membrane roofing material. Siding
will be ribbed metal. Bi-fold insulated doors will be 42' X 15' as
manufactured by Schweiss, or equal.
Interior Amenities
A 100 amp electric sub panel will be supplied to each hangar with 2
lights, a switch and 110 volt electric outlet. Insulation, concrete floors,
overhead lighting, walk door in the bi-fold door, fire extinguisher, one
hour 5/8" fire wall at party walls and two hour fire walls where
required by code.
Optional: propane heat (overhead radiant), painting, plumbing,
supplemental lighting.
Colors
To match existing standard with beige exterior walls and a 5' high
green wainscot.

Estimated Construction Costs
See estimated sales price below.
Construction Financing,
The construction and development costs will be financed by obtaining
a construction loan from Idaho First Bank, 101 east Lake Street, POB
2950, McCall, ID. 83638. This loan has received preliminary approval,
subject to an assignable lease of the entire site being entered into
between the City of McCall and the developer. In addition, Idaho First
Bank has agreeded to provide take-out financing for qualified buyers of
hangars at then market rates. Depending on the buyers qualifications
the loans would be for 80% of the purchase price. If additional

3900.
Estimated Sales Price
Sales price for a basic 42' X 36' unit will be $90,000 plus any options
J� requested by buyer. In addition each hangar unit will be charged a -7 7 ?
prorated share of the overall development cost outside the hangar '

footprint.
Preliminary Development/Construction Schedule
Hangars could be offered to the people on the hangar waiting list by
April 15, 2006 with the first hangar sales closing in late September or
early October.

Complete details will be provided at a later date if Hangar Solutions
Company is selected as the developer.
Promotion and Marketing Plan
1. People on the hangar waiting list as of April 7, 2006 will be
contacted in order.
2. Record a fmal plat map.
3. Execute a formal Purchase and Sale Agreement which will
require a $7,500 nonrefundable earnest money deposit to include
the $500.00 on deposit with the city of McCall.
4. Arrange financing and progress payment schedule.
5. Close escrow.
Insurance
Insurance will be provided by Farm Bureau Mutual Insurance
Company of Idaho. Liability insurance will be in the amount of
$2,000,000 and Builder's Risk Insurance for an amount equal to the
cost of building the hangars and developing the off sites.
Bonding Issues
A bond for the completion of excavation, grading and utility
relocation in the amount of $250,000 will be provided.

GenFlex Mechanically Attached Roofing Systems utilize
45-mil or 6o-mil GenFlex TPO membranes.
GenFlex approved insulation is fastened to the roof deck,
then the GenFlexTPO Membrane is fastened to the insulation
with GenFlex fasteners and in -seam plates or batten bars.
Overlapping sheets are hot-air welded together.
