He did not contest that the front(east) half of the building is not routed to the stormwater management basin west of the cottage. He accepted my statement on that and that the basin has only 1/2 or less storage compared to that shown on the design drawings. However,he advised that if I looked at the hydro report, it would show that pre and post impervious areas are the same size, making the calculated rate of stormwater runoff the same for both pre and post. The pre and post was accomplished by the removal of the asphalt drive (and minor area of concrete) to the north. Jay indicated that his intent in having the stormwater management basin was to provide an energy dissipation for the relocation of the impervious area much closer to the downstream property to the south. If Jay will state this or concur with my understanding of his position as correct to amend his certification, I will not require any additional asbuilt information for my concurrence. My previous comments were due to the greatly reduced stormwater drainage basin volume and the front (east) 1/2 of the building not being routed through the basin as shown on the approved design. If the Engineer certifies offers such clarifications of these changes, I will concur with his certification of the project being in substantial accordance with the permit requirements, noting these two significant deviations. He did not contest that the front (east)half of the building is not routed to the stormwater management basin west of the cottage. He accepted my statement on that and that the basin has only 1/2 or less storage compared to that shown on the design drawings. However, he advised that if I looked at the hydro report, it would show that pre and post impervious areas are the same size, making the calculated rate of stormwater runoff the same for both pre and post. The pre and post was accomplished by the removal of the asphalt drive (and minor area of concrete)to the north. If the elevator provides the only means of egress for the handicapped occupant, then an alternate power source is needed in case of a power outage. An alternate to providing an alternate power source would be to provide an area of refuge. The designated area must be available to a wheelchair bound occupant for a period of 60 minutes to enable rescue by the fire service. The indicated distance from the proposed building location must be within 500 feet travel distance from the existing toilet facility. The toilet facility must be handicapped accessible to meet the state requirement. Gregori S.Anderson, CBO >>>Algar Thagne <algar dsa @bellsouth.net>3/17/2010 11:35 AM >>> Mr.Anderson, As per our conversation about the use of an elevator in lieu of a ramp, and the ADA bathrooms as part of the complex restroom facility, please find attached a rough drawing showing the proposed location of the raised cottage and its relation to the existing Light Station complex. Note that the restroom building is due north of the cottage. We will make an accessible path from the current system of paths on the complex in such a way that the restrooms will not be more than a 150' route. Let us know if we need to be tighter than that. Also,if it is okay to use an elevator, given the tough economy, do we need a back-up generator? I look forward to hearing from you.
