Seton Lindsay Commissioner - Henry V. Pope Commissioner - William F. Koch, Jr. Town Attorney - Henry F. Lilienthal Town Clerk - J. R. Fountain The minutes of the Commission Meeting held on May 12, 1956 were read, adopted, and approved. Town Clerk J. R. Fountain reported bank balances as follows: General Fund Water Fund Depreciation Fund Payments from the Water Fun $663.52. Payments from the 2312 and totaled $1,378.50. mously approved. $ 12,213.75 4,476.97 2,486.55 3 were on checks 68 through 72 and totaled General Fund were on checks 2289 through All of the above payments were unani- Mayor Lindsay explained that the First National Bank of Delray Beach had mistakenly sold the Town of Gulf Stream series "Ell Government bonds - face value of $5,000.00 at a cost of $3,750.00. These series "E" bonds were returned to/the First National Bank and then negoti- ated with the Federal Reserve Bank in Atlanta for a substitution of these bonds for series "J ", Government bonds, with the same dating. At the same time the Federal Reserve Bank issued to the Town of Gulf Stream seven new series "J" bonds in return for the redemption of old series "F" bonds, which had matured. The Government made a refund of $110.00, which check was to be deposited in the Water Account. Redeemed Bonds, value - 59000.00 Returned Bonds, cost - 3,750.00 Total Paid - 8,750.00 Cost of 12 Bonds - 8,640.00 Refund Check - 110.00 Mayor Lindsay reported that 0. E. Wallingsford had resigned as Police Patrolman as of May 25, 1956. Roy Cowart, Police Chief, introduced Mr. G. Melton Partin, a candidate for the vacancy on the police force. Roy stated that Mr. Partin had been investigated thoroughly. Mr. Partin told of his study and work as a police officer. After a motion and a second, the Commissioners voted unanimously to employ Mr. Partin at a salary of $275.00 per month beginning June 15, 1956. Mr. Partin was thereupon sworn in as a policeman for the Town. Mayor Lindsay stated that Police Chief Roy Cowart had worked long and hard for the Town of Gulf Stream, especially during the past six weeks while he was the Town's only available policeman. He said that Roy had worked ten to twelve hours per day, seven days a week. Mr. Pope made a motion that the Town pay Roy Cowart 050.00 as an honorarium. Mr. Koch seconded andthe motion carried unanimously. Mayor Lindsay stated that, in conforming with the recommendations fm internal control, a great deal additional bookkeeping work had been inaugurated. Mayor Lindsay added that the Town should employ Evelyn Fountain as Assistant Town Clerk, especially since Mr. Howard Smith had written the Town a letter suggesting that this be done to save the Town clerical expense. Mr. Koch made a motion that Evelyn Fountain be employed by the Town as Assistant Town Clerk at a salary of $50.00 per month beginning June 15, 1956. After a second by Mr. Henry Pope, the motion carried unanimously. The Mayor stated that he would be absent during July, August, and September, but expected to be back in time for the October meeting of the Commissioners. On motion of Mr. Henry Pope, seconded by Mr. William Koch, 1r., it was moved that Mr. Stewart Iglehart be empowered to act as Acting - Mayor during the absence of Mayor Lindsay. The motion carried unani- mously. The Mayor stated he wished to go on record as being very much opposed to any building license, and certainly to any liquor license, being issued to any club that was not in every way a bona fide club. He was very much opposed to these so- called "clubs" that were not really clubs at all, but simply a screen for making money, and he hoped that the Commissioners would be successful in preventing any undesir- able club building being started in the Town of Gulf Stream, Mayor Lindsay read Mr. Henry F. Lilienthalls letter of May 15, 1956 regarding Mr. Lilienthal's recommendations of Mr. George F. Emery, 2624 NE Twenty - fourth St., Fort Lauderdale, Florida, and Mr. George W. Simons, Jr., of Jacksonville, Florida, as Town zoning experts. Mayor Lindsay recommended that Mr. Pope study the Zoning Ordinances and make recommendations for changes and amendments. Mr. Pope explained that this would be a time consuming task. Mayor Lindsay read the requirements for changing or amending the Town's Zoning Ordinance. After a discussion and after each Commissioner and Mr. Lilienthal had expressed their views, it was agreed that the Commissioners would meet in the Fall and sit as a Zoning Commission to hear Mr. Popets recommendations. There being no further business, the meeting was adjourned.
