Present and constituting a quorum were: Mr. Renn, Mr. Paul Kelleher, Mr. Frank Lucibella, and Mr. Ken Rowell. Mr. John Laurino participated in the meeting via speakerphone. Ms. Daniella Bradley O'Brien, committee administrative assistant, was also in attendance. One town citizen, Ms. Beverly Carney, was in attendance but declined to offer any public comment; she desired to simply observe the meeting. There were no changes to the minutes of the January 13, 2017 Revenue Committee meeting. Mr. Rowell moved their approval; his motion was seconded by Mr. Lucibella and approved 4-0-1. Next, Mr. Renn distributed copies of a newspaper article entitled "Proposed FY18 Budget Squeezes Under 2-1/2 Cap"written by Ed Maroney in the 1/26/17 edition of the Cape Cod Chronicle. The article describes the presentation made by John Kelly, Town Administrator, at the 1/18/17 BOS meeting regarding the financial pressures inherent in the FY'18 Orleans Operating Budget and FY'18-'23 CIP. Mr. Kelly was quoted as saying "...specific attention should be directed at increasing revenues at our beaches and transfer station so that the facilities are fully supported through user fees in a manner similar to an enterprise fund". This committee was pleased to see that this concept, as proposed in our 1/3/17 meeting with Atty. Mike Ford, is endorsed by Mr. Kelly. Apparently, the BOS will continue its discussion of the the Operating Budget and the CIP at upcoming meetings. The following Revenue Committee members plan to attend these meetings: 1/30 - Mr. Rowell and Mr. Kelleher 2/6 - Mr. Lucibella, Mr. Rowell, and Mr. Kelleher 2/13 - Mr. Renn, Mr. Rowell, and Mr. Kelleher Revenue Committee Minutes —January 26, 2017 Next, the committee spent approximately two hours reviewing, discussing and revising each chart in the Draft Presentation of the Revenue Committee's Report that will be presented to the Board of Selectmen and Finance Committee on February 15, 2017. Ms. O'Brien will incorporate all the changes and distribute the next revision to each member. At the conclusion of this review, the committee discussed the possibility of conducting a public forum, either via the Orleans Citizens Forum, or directly at Town Hall. No final decision was made. The committee then decided that a meeting should be called for next week. After the meeting, Mr. Renn met with Asst. Town Clerk, Ms. Kelly Darling; the meeting is scheduled for Wednesday, February 1, at 11:00 AM in the Skaket Room at Town Hall. There being no further business, Mr. Kelleher moved to adjourn; it was seconded by Mr. Rowell, and approved 4-0-1. Respectfully submitted, Bob Renn, Vice Chairman 2
