MEDINA CITY COUNCIL WORK SESSION MEETING MINUTES
OF APRIL 18, 2023
The City Council of Medina, Minnesota met in work session on April 18, 2023, at 6:04
p.m. at the Medina City Hall, 2052 County Road 24, Medina, MN.
I. Call to Order
Members present: Martin (virtual attendance, arrived at 6:20), Albers, and
Cavanaugh, DesLauriers, Reid (arrived at 6:31)
Members absent: None
Also present: City Administrator Scott Johnson, City Attorney Dave Anderson,
Public Works Director Steve Scherer, Planning Director Dusty Finke, Public Safety
Director Jason Nelson, City Clerk Caitlyn Walker, and Finance Director Erin Barnhart
II. Motion to Delegate the Duties to Preside over the Meeting to Council
Member Albers
DesLauriers made a motion to delegate the duties to preside over the meeting to Council
Member Albers. Cavanaugh seconded the motion. A roll call vote was performed:

III. City Council Compensation
Motion by Cavanaugh, second by DesLauriers to table to a later meeting time as this item
is not time sensitive.

IV. Compensation Discussion
Barnhart provided an overview of the City’s current classification and compensation
system. The City is currently working with DDA Human Resources to update the City’s

classification and compensation study that was completed and implemented in 2021 to
reflect the 2023 market. Barnhart explained the goal of this work session is to provide
context for later discussions about wage discussions once the market analysis is
complete. Barnhart explained the goal is to keep all positions within their respective
market range. She explained the City uses the Modified Princeton System for the
classification and compensation of positions which helps the City remain in compliance
with Pay Equity requirements. However, we are not required to use this system and
Barnhart and City Administrator Johnson are researching alternative classification
systems with DDA.
The City Council explained they would like a classification system that incorporates the
unique challenges faced by law enforcement employees such as risk to life, trauma, and
required overtime. City Attorney Anderson explained the City could incorporate new
criteria that address these issues into the classification system as long as the new criteria
are reasonable and comply with pay equity requirements.
Barnhart shared discussions about changes to police officer wages in the future Union
Contract will be discussed in the future at a closed session meeting pursuant to Open
Meeting Law. However, she did explain that potential increases to police officer wages
could impact the Police Sergeant, Police Chief, and Department Heads in order to
maintain our current structure in which supervisors have a higher wage than the positions
they supervise. Barnhart explained we will know more about specific changes that will
need to be made once the classification and compensation study is completed.
IV. City Council Compensation
With the remaining ten minutes of the meeting, the City Council revisited the topic of
City Council Compensation. Council members all agreed that they view their role as a
public service. Cavanaugh shared that an increase in compensation could encourage a
younger group of people to run for council and it may provide more opportunities for
people to participate. Albers requested staff add population size and geographic size to
the city comparison provided in the meeting packet. Martin requested data on Orono and
Wayzata. The City Council will revisit this topic at a later meeting date.
IV. Adjournment
Cavanaugh made a motion to adjourn the meeting at 7:00 on April 18, 2023.
