HomeMy Public PortalAbout2011.026 (02-01-11) RESOLUTION NO. 2011.026 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AWARDING A CONTRACT TO PACIFIC MUNICIPAL CONSULTANTS IN THE AMOUNT NOT-TO- EXCEED $41,890, FOR PREPARATION OF A CLIMATE CHANGE ELEMENT FOR THE CITY'S GENERAL PLAN, AUTHORIZING THE CITY MANAGER OR DESIGNEE TO MAKE THE NECESSARY FUNDS APPROPRIATION AND TRANSFER AND AUTHORIZING THE MAYOR TO EXECUTE THE AGREEMENT WHEREAS, the American Recovery and Reinvestment Act of 2009, Public Law 111-5, appropriates funding for the Department of Energy (DOE) to issue/award formula-based grants to local government under the Energy Efficiency and conservation Block Grant (EECBG) Program; and WHEREAS, in 2009, the U.S. Department of Energy awarded the City a grant of approximately $630,000 in EECBG Program funds as a result of the recently enacted American Recovery and Reinvestment Act of 2009; and WHEREAS, as part of the grant requirement from the U.S. Department of Energy, the City has set funds for the preparation of a climate Change Element to be included in the City's General Plan; and WHEREAS, on December 29, 2010, the City of Lynwood released a Request for Proposal (RFP), to the prequalified list of consulting firms that the City has previously selected; and WHEREAS, on January 12, 2011, the City received proposal, and they are as fol lows; Consultant Proposal Pacific Municipal Consultant 21171 S. Tustin Ave., Suite 230 No Bid Santa Ana, CA 92705 Tetra Tech 3475 Foothill Blvd. No Bid Pasadena, CA 91107 WHEREAS, the project is funded by the Energy Efficiency Conservation Block Grant through the Department of Energy on a reimbursable basis; and WHEREAS, Pacific Municipal Consultants, is the most qualified firm and has the staffing and expertise to prepare the Climate Change Element Services for the City's General Plan for a not-to-exceed fee of $41,890. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS: Section 1. That the City Council award a contract to Pacific Municipal Consultants for a not-to-exceed amount of $41,890. Section 2. That the Mayor is authorized to execute the Agreement between the City of Lynwood and Pacific Municipal Consultants, in a form approved by the City Attorney. Section 3. That the City Manager or his designee is authorized to make the following funds appropriation and transfer: From To EECBG Fund HVAC Replacement Project Project No. 4011-67-866 $41,890 $41,890 Section 4. That this Resolution shall take effect immediately upon its adoption. Section 5. The City Clerk shall certify as to the adoption of this Resolution.
