HomeMy Public PortalAbout05.16.2023 City Council MinutesMedina City Council Meeting Minutes May 16, 2023 1 MEDINA CITY COUNCIL MEETING MINUTES OF MAY 16, 2023 The City Council of Medina, Minnesota met in regular session on May 16, 2023 at 7:00 p.m. in the City Hall Chambers. Mayor Martin presided. I. ROLL CALL Members present: Cavanaugh, DesLauriers, Martin, and Reid. Members absent: Albers. Also present: City Administrator Scott Johnson, City Clerk Caitlyn Walker, Attorney Dave Anderson, Finance Director Erin Barnhart, City Engineer Jim Stremel, City Planning Director Dusty Finke, Public Works Director Steve Scherer, and Chief of Police Jason Nelson. II. PLEDGE OF ALLEGIANCE (7:00 p.m.) III. ADDITIONS TO THE AGENDA (7:00 p.m.) The agenda was approved as presented. IV. APPROVAL OF MINUTES (7:00 p.m.) A. Approval of the May 2, 2023 Work Session City Council Meeting Minutes Moved by Martin, seconded by DesLauriers, to approve the May 2, 2023 work session City Council meeting minutes as presented. Motion passed unanimously. B. Approval of the May 2, 2023 Regular City Council Meeting Minutes Martin noted the proposed revisions to be incorporated that were distributed to the Council prior to the meeting. Moved by Martin, seconded by DesLauriers, to approve the May 2, 2023 regular City Council meeting minutes as amended. Motion passed unanimously. V. CONSENT AGENDA (7:01 p.m.) A. Approve 2023-2024 Liquor License Renewals B. Approve Resolution 2023-63 Accepting Resignation of Police Officer Andrew Scharf and Approve Recruitment of the Vacant Police Officer Position C. Approve Easement Agreement with Nancy Jean and Roger S. Miller for Hackamore Road Project D. Approve Easement Agreement with Marilyn Larson for Hackamore Road Project E. Approve Ordinance 709 Amending the Official Zoning Map to Rezone Lots 1 and 2, Block 1, Cates Industrial Park F. Approve Resolution 2023-64 Granting Preliminary Plat Approval for Cates Industrial Park G. Approve Resolution 2023-65 Granting Site Plan Review Approval for Cates Industrial Park Medina City Council Meeting Minutes May 16, 2023 2 Moved by Cavanaugh, seconded by DesLauriers, to approve the consent agenda. Motion passed unanimously. VI. COMMENTS (7:01 p.m.) A. Comments from Citizens on Items not on the Agenda There were none. B. Park Commission Scherer stated that the park tour will be held the following night. C. Planning Commission Finke stated that while the May Commission meeting was canceled there will be four hearings at the June meeting. VII. NEW BUSINESS A. Amendment to Hamel Community Building Maintenance and Operations Agreement (7:02 p.m.) Johnson provided an update on the Hamel Community Building and asked Barnhart to provide further information on the person engaged by the Hamel Lions to oversee the facility. Barnhart noted the person engaged by the Hamel Lions to oversee the facility had requested to become a part-time employee. She stated that it would be more expensive for the City for the person to become a part-time employee and therefore it is recommended to make an amendment to the agreement. She stated that through this agreement, the City pays the Lions, and the Lions distribute those funds, along with additional funds from their coffers, to pay the person who supervised the building. DesLauriers stated that if this increase is made it would appear that the facility would run at a deficit and the fees would also need to be increased. Barnhart agreed that the fees need to be adjusted each year. She noted that there is a fine line as to how much could be charged because the facility lacks a lot of amenities. She commented that staff can bring the fee schedule back for review but also wants to ensure that the fee would not deter renters. DesLauriers disagreed that there are not a lot of amenities as the users could utilize the park amenities. Barnhart noted that the other park amenities are available on a first come, first serve basis, and are not rented with the building. Cavanaugh noted that currently, the only option is a full day rental and perhaps there would be an option for half day rentals. Barnhart replied that becomes complicated because cleaning is required between events, but they could investigate that option again. Cavanaugh commented that perhaps prime days have a premium rental. Medina City Council Meeting Minutes May 16, 2023 3 Moved by Cavanaugh, seconded by DesLauriers, to approve the amendment to the Hamel Community Building Maintenance and Operations Agreement. Motion passed unanimously. B. Great River Greening Grant Opportunity – Medina Lake Preserve (7:08 p.m.) Scherer stated that the Park Commission is always looking for grants to assist with the parks and this opportunity has been on the horizon for several years. He stated that now that there is access to Medina Lake Preserve, Great River Greening is also excited about this opportunity. He stated that the City would have the required grant match within the budget for the Preserve, as the City had already planned to do some cleanup. He stated that this letter of support will be added to the grant application and if the funds are awarded, they would bring back the proposal and scope of work. Martin commented that this is exciting. Moved by Martin, seconded by DesLauriers, to direct staff to draft a letter of recommendation to Great River Greening in support of their proposed forest restoration five-year work plan for Medina Lake Preserve. Motion passed unanimously. VIII. CITY ADMINISTRATOR REPORT (7:12 p.m.) Johnson had nothing further to report. IX. MAYOR & CITY COUNCIL REPORTS (7:12 p.m.) No reports. X. APPROVAL TO PAY THE BILLS (7:12 p.m.) Moved by Martin, seconded by DesLauriers, to approve the bills, EFT 006819E- 006845E for $118,046.38, order check numbers 054280-054347 for $422,567.72, and payroll EFT 0512702-0512737 for $68,256.21. Motion passed unanimously. XI.
