OF THE
TOWN OF GULFSTREAM, FLORIDA
HELD: FEBRUARY 16, 1957
at 10:00 A.M.
IN THE GULFSTREAM SCHOOL
Mayor Lindsay gave a report on the Financial situation, the
water situation and the coming Town election, which will be
held on March 5, 1957.
Mayor Lindsay stated that because of the wide spread interest
shown by the voters and taxpayers in the 1952 Zoning Ordinance
he would like to give a resume of the Town Commission's actions
leading up to the adoption of the said Ordinance.
Mayor Lindsay read the Affidavit of Publication in the Delray
Beach News on March 13, 200 27 and April 3, 1952 of Notice of
the Meeting on April 14, 1952 of the Town Commission of
Gulfstream, Florida to consider the adoption of a Zoning Ordin-
ance. Mayor Lindsay then read copies of the letters mailed to
every voter and taxpayer of Gulfstream. The first letter con-
tained a copy of the Notice which was published in the Delray
Beach News regarding the Town Commission Meeting on April 14,
1952 to consider the adoption of a Zoning Ordinance along with
a designation of the classification assigned the taxpayers
property. The second letter contained the request that the
property owner attend the scheduled meeting. Mayor Lindsay
then read the names of those attending the April 14, 1952
meeting and excerpts from the minutes of the meeting on that
date.
Mr. William Koch gave a report comparing both the tax rates and
water rates of Boynton Beach, Delray Beach and Gulfstream. He
gave explicit examples showing that the residents of Gulfstream
pay less for the water they use than do the residents of Boynton
Beach and about the same as the people in Delray Beach. Mr.
Koch stated that he had heard on good authority that the water
rates in Delray Beach would soon be raised about 20 %.
General Carter asked what assurance the Town Commissioners had
that Delray Beach would supply the residents of Gulfstream with
water. Mr. Koch answered that they had no assurance. He made
it a point to stress the fact that the Town's water contract
with the Golf Club could be renewed at the option of the Town
Commission for another ten years, six months prior to the expir-
ation of the present contract in 1959.
General Carter asked why it was necessary for the Town to spend
money for additional water mains since the increase in consump-
tion during the past few years had been very slight. Mayor
Lindsay said that several residents of Gulfstream have complained
about the inadequate water pressure. He also mentioned that
because of the new homes and the new apartment that soon will be
completed, the demand on the water supply will be greatly in-
creased.
Mr. William LaPorte stated that the best way to solve the Townts
problems would be to prevent any further building in Gulfstream.
After the cheers and applause had subsided someone said, "What
we want is Gulfstream to be like it was 10 years ago." Mayor
Lindsay said, "And what I want is my youth as it was 40 years ago."
General Carter stated that the water survey made by Brockway,
Weber and Brockway was well done, but that the recommendations
were based on fire control. Mr. Christenson asked if the water
pressure was sufficient in the south end of Town to take care of
any fires that might break out. Mayor Lindsay said that the
pressure was below the recommended standards. Mr. Quackenbush
asked why it would not be wise for the Town to purchase a fire
truck that would pump water from the inland waterway. Mayor
Lindsay said this was something that could be considered by the
Commission.
Mr. Christenson said that he went to the fire on Mr. Frelinghuysen's
land to the west of the inland waterway and no fire truck appeared.
The Mayor said this would be checked into.
Mr. N. J. Clarke said that he had heard that AlA was to be widened
so he talked with County Commissioner Sundy. Mr. Sundy recom-
mended that the Town Commission of Gulfstream and other interested
groups write:

and explain that there is no need now for AlA to be widened. The
Sunshine Parkway and the widening of U.S. ##1 means less travel on
AlA.
Mr. LaPorte read a copy of a letter which was sent to Mr. Jones
by the Civic Association.
Mr. Langlotz asked if any one could tell him whether or not the
Polo Pony Stables would remain in Gulfstream after this season.
Each Commissioner answered that he did not know what the plans
were for the stables at the present time.
Mr. LaPorte read a list of the months between 1951 and 1956 when
no Commission Meeting was held.
There was a lengthy discussion regarding the interpretation of
some portions of the 1952 Zoning Ordinance, Mr. Royce stated
that in his opinion the Town Attorney and the Commissioners had
misinterpreted Section VI, Subsection E of the 1952 Zoning
Ordinance, Mayor Lindsay suggested that since there were dif-
ferences of opinion regarding the meaning of several sections
of the 1952 Zoning Ordinance, that the Civic Association assist
the Town Commission in drafting a new Zoning and Building Ordin-
ance.
General Carter recommended that Mayor Lindsay appoint a Committee
to study the Town water situation with particular stress and
study on conservation measures. Mayor Lindsay thanked General
Carter for the suggestion and thereupon appointed Wm. Koch, Mr.
Quackenbush, General Carter and himself to serve as a Committee
on water supply and conservation.
After a motion it was voted unanimously that the meeting adjourn.
