HomeMy Public PortalAbout1989-07-10 Special Meeting57 COUNCIL MINUTES JULY 10, 1989 - SPECIAL MEETING i The special meeting of the Bal Harbour Village Council was held on Monday, July 10, 1989 at 5:30 P.M. in Village Hall. The meeting was called to order by Mayor Estelle Stern. Those present were: Mayor Estelle Stern Asst. Mayor Matthew B. Blank Councilman Sol Taplin Councilman James E. Boggess Councilman Andrew R. Hirschl Also Present: Carole S. Morris, Village Manager Richard J. Weiss, Village Attorney Marilyn P. Kreger, Village Clerk f There being a quorum present, Mayor Stern called the first item. �a The Village Clerk read the ordinance by title. Mayor Stern called for comments from Council. C/M Taplin asked George Desharnais, building official, how he feels about 50% setback. Mr. Desharnais reviewed prior, more liberal requirements of 20 feet or 100 feet, which was not adequate. So the setbacks were subsequently made more stringent. He does not believe in giving too much. He would prefer giving relief through a variance procedure. This would allow construction of a 100 foot building on a 200 foot lot, rather than 90 foot building. This is a plus for developers. Mayor Stern opened the public hearing. There being no comments from the public, the public hearing was closed. Asst. Mayor Blank moved to approve the ordinance on first reading as proposed, seconded by C/M Hirschl. Vote Taken: All Voted Aye Item #3. Establish Date and Time of Second Public Hearing The date was set for July 24, 1989 at 5:30 P.M. 59 Item #4. Other Business - Mrs. Morris advised Council that the final hearing for Robert Moruzzi was held and the hearing board upheld the Village's decision to terminate. Attorney Weiss explained the procedure followed at the hearing. Mr. Moruzzi was given the opportunity to resign, which Mr. Moruzzi did. His resignation afforded him the opportunity to apply for another police position elsewhere. If he had been fired, he looses his certification and couldn't be a police officer. Since the state had been previously notified by the Village of his termination, the PBA will assist him in reinstating his certification. 5.
