Recreation & Parks Commission Meeting
Minutes for January 25, 2011
I. Call to Order - The January 25, 2011 Recreation & Parks Commission
_ Meeting was called to order at 5:03 p.m. by Chairperson Charles
Wood.
II. Invocation - The Invocation was led by Commissioner Margie Harper.
III. Pledge of Allegiance - The Pledge of Allegiance was recited by
Chairperson Wood.
IV. Roll Call - Present Absent

V. Agenda Posting - The Agenda was duly posted for the January 2011
meeting as prescribed by the Brown Act.
VI. Approval of Past Minutes - Chairperson Wood requested a motion Yo
approve the minutes for the Recreation & Parks Commission Meeting
held on November 23, 2010 (Dark in December). Vice Chairperson
Gutierrez motions to approve the minutes. Commissioner Harper
seconds the motion and the minutes are approved. Ayes: 5 Noes: 0
VII. Public Orals — None
VIII. Scheduled Matters - Mr. Flores requested a vote in order to discuss a
subsequent need item. Vice Chairperson Gutierrez motioned to add
the itern for discussion. Commissioner Harper seconded the motion.
Mr. Flores went on to announce that at the City Council meeting of
1/18/11 a decision was made to eliminate various commissions and
boards citywide. Those required by law (Personnel Board and
Community Development Block Grant) will continue. Mr. Flores stated
that the Commissioners are welcomed and encouraged to serve on the
LSA Board, Block Watch and at the various Recreation Department
facilities (Youth Center, Senior Center, Community Center). The
Recreation & Parks Commission may still meet in the Community
Center or Bateman Hall but will not be paid a stipend and there will be
no staff liaison or Minutes Clerk. Commissioner Harper stated that it

doesn't seem like a good idea to disband this Commission. What is the
purpose? Who will oversee the Facility & Usage Report? Chairperson
Wood mentioned that this Commission had a positive impact on.♦Council
giving rooms away at Bateman Hall. Mr. Flores stated that Council
decided that the Commissions/Boards were an inefficient use of stafF time.
Various other factors such as the Governor taking redevelopment funding
from cities also played into their decision. Mr. Flores stated that the
Facility & Usage report can continue if the Commissioners continue to
meet. Commissioner Hernandez suggested that the Commissioners
: volunteer their time or agree to a smaller stipend in order to keep the
Commission going. Vice Chairperson Gutierrez suggested keeping the
group as a club. Mr. Flores stated that this recommendation can be
made. Chairperson Wood also encouraged everyone to volunteer on the
various Sports Boards that L.S.A. has to offer. They are always in need of
help. Commissioner Salazar mentioned that L.S.A. makes
recommendations to the Recreation Department and the Recreation
Commission makes recommendations to the City Council. Commissioner
Harper stated that any city is only as good as its governing boards and
body. She strongly disagrees with this decision. IYs not good leadership.
IX. Correspondence - None
X. Staff Reports - '
A. Facility Usage Report (Bateman Hall) Attached for Review -
Chairperson Wood stated that Compton is using our facilities. IYs
cheaper for them to come here than to use their own facilities.
B. Current Programs/Activity Report (oral report by Recreation staffl I
• Mr. Flores announced that the Cash for Chunkers Weight I
Loss Program started on 1/15/11. Gold's Gym is a sponsor !,
this year and will be giving away several gym memberships. I
Mr. Flores stated that small gifts are given to participants at
the weigh-ins.
• Black History Month activities will take place throughout the
month of February. They are all listed in the handout but '
these are the highlights !
➢ 2/4/11 - African Fashion Review & High Tea ;
➢ 2l17/11 - Black History "Open Mic" Storytelling
➢ 2/19/11 - California African American Museum '
➢ 2/27/11 - Black History Grand Finale Celebration
• A Special Needs gathering will be held at Bateman Hall on �
2/27/11. This event is free for special needs persons and ,
one of their family members may accompany them. !

XI. Commission Orals -
Chairperson Wood - He stated that he enjoyed the Christmas holidays.
Mr. Flores and Jesus Castro worked very hard in the rainy weather
during the Winter Wonderland event as did all Recreation staff in
attendance. He enjoyed the tamales and pozole.
Vice Chairperson Gutierrez - Stated that iYs sad to see the
Commission fading away. She hopes that this group can stay together
as a club. She's glad to have worked with everyone here. Vice
Chairperson Gutierrez stated that she hopes the Governor will give us
more funding.
Commissioner Hernandez - She stated she has already given her two
recommendations.
Commissioner Salazar - He stated that the L.S.A. board can expand to
accommodate other activities besides sports programs. If they are
really interested they should come to a Board meeting to provide their
input.
Commissioner Harper - She thanks Chairperson Wood for the
invitation to join L.S.A. She thinks we should look into how other cities
are managing to keep their Commissions and Boards.
Adjournment — The Recreation & Parks Commission wiil adjourn until the next
regularly scheduled meeting to be held at 5:00 p.m. on Tuesday, February 22,
2011.
