CITY COUNCIL
MINUTES
JANUARY 6, 1987
INITIATION:
1. CALL TO ORDER:
Pursuant to the Agenda posted on January 2, Mayor Atkins
called the regular meeting of the City Council to order at
7:30 p.m. on Tuesday, January 6, 1987.
2. The invocation was given by Charles Woodworth of the First
United Methodist Church, 5957 North Golden West Avenue.
3. The Pledge of Allegiance to the Flag was led by Mayor
Atkins.

RECOGNITION OF SPECIAL GUESTS FROM HAWKESBURY SHIRE - Jim
Walker, Traffic Commissioner, introduced Judy Gray and Linda
Farris, who are staying with the Walker family during their
visit to Temple City. While here on holiday, the visitors
will be coordinating with the School District arrangements
for the netball tournament which is planned when the net -
ballers from Hawkesbury Shire come for their visit in Febru-
ary. Mayor Atkins welcomed Judy and Linda, and Linda passed
along a letter of introduction and holiday greetings to the
Mayor and City Council.
5. CONSENT CALENDAR:
Councilman Swain requested that item B. be removed from the
Consent Calendar for further discussion.
Councilman Froehle moved to approve the remaining items on
the Consent Calendar as recommended, seconded by Councilman
Gillanders and unanimously carried.
A. APPROVAL OF MINUTES - Regular Meeting of December 16,
1986
Approved as written.
C. ACCEPTANCE OF BID - ALESSANDRO AVENUE WIDENING, CURB &
GUTTER PROJECT
City Council accepted the low bid of Mobassaly Engineer-
ing, Inc. of Azusa in the amount of $40,223; and author-
ized the Mayor and City Clerk to sign the Agreement.
D. CITY HALL AIR CONDITIONING CONDENSER - REPLACEMENT
Council approved the replacement of the air- cooled
condenser and authorized staff to solicit bids.

E. HERMAN KIMMEL & ASSOC. PROPOSAL FOR ENGINEERING SERVICES
Council approved the expansion of the Traffic Signal
Improvement Project and accepted the revised proposal
from Herman Kimmel & Assoc. in the amount of $16,000.
F. MEDIAN LANDSCAPING - LAS TUNAS DRIVE AND ROSEMEAD BOULE-
VARD
Council authorized staff to solicit proposals from
design consultants for the landscaping of the medians on
Las Tunas Drive and Rosemead Boulevard.
G. CLAIM FOR DAMAGES: EDWARD I. PARK, AS GUARDIAN FOR
DAVID J. PARK
Council denied claim and referred it to Southern Cali-
fornia Joint Powers Insurance Authority.
H. RESOLUTION NO. 87 -2687: EMPLOYMENT OF BUDGETED PERSON-
NEL
Council adopted Resolution No. 87 -2687 authorizing the
employment of budgeted personnel.

Council adopted Resolution No. 87 -2688 authorizing the
payment of bills.
B. RECOMMENDATIONS FROM PARKS AND RECREATION COMMISSION
MEETING OF DECEMBER 17, 1986
(1) REQUEST FOR USE OF LIVE OAK PARK FACILITIES FROM
TEMPLE CITY SENIOR CITIZENS CLUB FOR THE YEAR 1987
Councilman Swain advised that the Senior Citizens
Club still has a problem in obtaining liability
insurance, but have an opportunity to receive
insurance coverage through the County of Los
Angeles and requested Director of Parks and Recrea-
tion Kobett to give Councilmembers a brief outline
of the type of insurance they are looking into.
Director of Parks and Recreation Kobett stated that
the members of the Senior Citizens Club will be
able to obtain accident insurance which would cover
the members while en route to, during attendance
at, and returning from club meetings. The cost of
the insurance is approximately $2.50 per year with
a fee of $1.00 for membership in the County Senior
Citizens Association.
Councilman Swain moved to approve the request of
the Temple City Senior Citizens. Club for use of the
facilities at Live Oak Park for their regular
Tuesday meetings, and waive the required liability
insurance, seconded by Councilman Gillanders and
unanimously carried.
Bill Eddy, President of the Senior. Citizens Club,
thanked the City Council for nermi rrion to use the
Live Oak Park facilities for the ^' fit`^' c= meetings.

7. NEW BUSINESS:
A. PUBLIC HEARING: APPEAL OF PLANNING COMMISSION ACTION ON
ZONE VARIANCE 86 -818 AT 9064 OLIVE AVENUE
City Manager Koski provided background information
stating that on December 9, 1986, the Planning Commis-
sion denied John Nettleton of 9064 Olive Avenue his
request for a zone variance as it was the opinion of the
Commission that enough space was available in front of
the existing family room for a two -car garage. The
applicant proposed to demolish an existing carport,
which extends to the rear property line, and replace it
with a 20' x 21' garage adjacent to the rear property
line.
Mayor Atkins declared the public hearing open and in-
vited anyone interested in addressing the subject to
come forward at this time.
John Nettleton, 9064 Olive Avenue, stated that building
a garage in front of his home would not conform with the
rest of the neighborhood and he would lose his 4' x 6'
picture window in his family room, thereby eliminating a
lot of the sunlight presently provided to that room. Mr.
Nettleton proposes to build his garage so that it would
have a 20-foot setback from the right -of -way and would
conform with his neighbor to the south of his property.
He also stated that all hook -ups (gas and water) are at
the rear of his property and it would be a big expense
to extend these utilities to where the Planning Commis-
sion recommended the garage be built. It is Mr. Nettle -
ton's intention with the construction of the garage to
up -grade his home to the standard of his neighbors'.
Shauna Nettleton, said that it is their desire to pro-
vide more storage for their belongings and to have their
washing machine in an enclosed area. With the construc-
tion of the proposed garage, the value of the home will
be increased and the aesthetics would also be improved.
As no one else wished to address the City Council,
Councilman Gillanders moved to close the public hearing,
seconded by Councilman Froehle and unanimously carried.
Mayor Atkins stated that, due to a personal relationship
with the Nettleton family, he will abstain from voting
on the zone variance.
Councilman Dennis stated that he had no problem in
granting the variance as long as the garage is placed 20
feet from the public right -of -way.
Councilman Swain advised that she had visited the loca-
tion and concurred that building the garage on the front
of the property would be completely out of character
with the surrounding area. In granting the requested
variance, Councilman Swain recommended that the curb cut
and parking area from the front of the house be removed.
Councilman Froehle concurred with Councilmen Dennis and
Swain and was in favor of approving the variance.
Councilman Gillanders stated he was in favor of approv-
ing the variance, but recommended that a two -hour fire -
wall be installed on the south side of the garage and
the house as a "condition of approval.

Councilman Swain moved to adopt Resolution No. 86 -2689
approving a zone variance at 9064 Olive Avenue with the
conditions that the garage is built 20 feet from the
public right -of -way; the existing curb -cut on Olive and
approximately 18 feet of driveway shall be removed and
replaced with a standard curb, gutter and sidewalk; and
a two -hour fire wall shall be installed on the south
side of the new garage, seconded by Councilman Gil -
landers and unanimously carried.
8. COMMUNICATIONS:
A. RESIGNATION OF TRAFFIC COMMISSIONER
Mayor Atkins advised that a letter of immediate resigna-
tion has been received from Traffic Commissioner Larry
Reed. Mayor Atkins commended Commissioner Reed for his
many years of service to the City.
Councilman Swain moved to accept. the resignation of
Commissioner Reed with regret and authorized the Mayor
to send a letter conveying Council's action, seconded by
Councilman Gillanders, who added that a plaque of appre-
ciation should also be given, and unanimously carried.
9. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK:
No one wished to address the City Council.
RECESS TO CRA:
At this time, Council recessed to meet as the Temple City
Community Redevelopment Agency; approved the Minutes of
their regular meeting of December 16; adopted Resolution CRA
292 approving and authorizing execution of a promissory note
made by the Agency to the City of Temple City; and adopted
Resolution CRA 291 approving payment of bills in the amount
of $33,433.54. The Minutes are set forth in full in the
records of the Agency.
10. ACTION ON REQUEST BY CRA:
A. CONSIDERATION OF AGENCY REQUEST FOR LOAN IN THE
AMOUNT OF $300,000 FOR ACQUISITION OF PROPERTY
LOCATED IN BLOCK "A" OF THE ROSEMEAD REDEVELOPMENT
PROJECT
At their regular meeting of January 6, the Temple
City Community Redevelopment Agency authorized a
request for a $300,000 loan from the City for
acquisition of property located in Block "A" of the
Rosemead Redevelopment Project.
Councilman Gillanders moved to approve a loan in
the amount of $300,000 to the Community Redevelop-
ment Agency with interest at the rate of 12% per
annum from January 6, 1987, until paid, seconded by
Councilman Dennis and unanimously carried.
11. MATTERS FROM CITY OFFICIALS:
A. LEAGUE OF CALIFORNIA CITIES - CITY MANAGERS' DEPARTMENT
ANNUAL MEETING - FEBRUARY 18 - 20, 1987
Councilman Gillanders moved to approve attendance of the
City Manager at the League of California Cities - City
Managers' Department Annual Meeting February 18 - 20,
1987, and authorize necessary expenditures, seconded by
Councilman Swain and unanimously carried.

12. ADJOURNMENT:
On motion by Councilman Dennis, seconded by Councilman
Froehle, the meeting of the City Council adjourned at 8:30
p.m. The next regular meeting will be held on Tuesday,
January 20, 1987.
