HomeMy Public PortalAboutMisc. -- 09/06/2018 Minutes Brewster Housing Trust September 6, 2018 5 : 30pm Room A, Brewster Town Hall Present : Ben deRuyter, Paul Ruchinskas, Sarah Robinson, Madalyn Hillis- Dineen, Donna Kalinick Maggie Spade-Aguilar, Tim Hackert, Jill Scalise Declaration of Trust Process : Ms . Kalinick informed members that the Select Board will sign the Declaration of Trust at their September 10th meeting . It will then be sent to Town Counsel to be recorded . Mr. Hackert noted there was an issue with the terms . At a future Town meeting, the bylaw will have to be amended to stagger the terms . This was in the original bylaw but somehow was left out in the final version . MHP Housing Trust Training : September 20 & 27 : Ms . Scalise gave an overview of the Training dates and times . Orleans, Harwich and Chatham will also be participating . Ms . Goehring from MHP provided an outline of the information she will be presenting at the Training . All trust members are planning on attending, Selectperson deRuyter cannot make the second session . Funding of Trust : CPC and Town Funding Requests : Ms . Kalinick and Ms . Scalise submitted the application and Trust members have been provided with a copy to comment on . Ms . Spade -Aguilar asked about the numbering in the application and if a section had been missed . Ms . Kalinick said she had some trouble with the formatting in the online application . Mr . Ruchinskas explained that since the CPC is working through getting their finances straightened out, they have not met . They will meet on the 12th, accept the application, determine if it is eligible and refer it to the Housing Sub-Committee for recommendation then potentially back to the full CPC on the 26th . Ms . Scalise asked if any members plan to attend any of these meetings to let her know, in case we need to post for a quorum . Initial Information about Millstone Road Parcel : Ms . Kalinick explained that the next step with the Millstone parcel would be to request technical assistance from MHP for pre -feasibility . This request would come in the form of a letter from the Select Board , The Trust will have to decide if they want to take this project on and if they want to request from the Board to transfer the land to the Trust . Ms . Scalise read the email from Shirin Everett of KP Law, explaining that either the Board could transfer the land to the Trust or direct them to work on the project, either way the Board will retain some power because the bylaw requires real property transactions over 50K to be approved by the Board . It was agreed that the Trust should make this decision after the training, but the Board could request technical assistance in the meantime to get the process started . Mr . Hackert asked for more information on the process of conveying the land to a developer. Selectperson deRuyter was in favor of transferring the land to the Trust and having the Trust direct and manage the project . Ms . Spade -Aguilar said that transferring the land is really just logistical and eliminates a step in the process . Mr. Ruchinskas said part of why he agreed to be on the Trust was due to the Millstone project . Ms . Kalinick said it is important when they discuss this with the Select Board that it be an agenda 10m as wEpwant to be as transparent CD as possible with the public as we promised at Town meeting . :Z: Brewster Housing Update : Ms . Scalise provided an update on her work which includes a house on Belmont coming up for resale, the sale of a unit on Yankee Drive, community outreach on the proposed ADU bylaw, arranging for the Trust training and CPC application and work on the Millstone Parcel . Ms . Scalise prepares a monthly report which she will send to the Trust . Ms . Robinson asked about the use of a ready to buy list . Ms . Robinson teaches a first time homebuyer class . Ms . Scalise explained that Housing Assistance Corp . keeps this list for most of the units . Housing Institute invitation : Ms . Scalise shared the Cape Housing Institute invitation which begins on 10/3 . Both Ms . Scalise and Ms . Kalinick attended last year and learned a lot of valuable information as well as making good connections with others working in housing . Any other Business : None Approval of Minutes from July 26, 2018 : Selectman deRuyter moved the minutes of July 26th, 2018, Mr. Ruchinskas second . Ms . Spade- Aguilar noted that her name was inverted in different ways throughout the minutes; Ms . Hillis- Dineen said her name was as well . Ms . Kalinick will make those changes . The minutes were approved 7-Yes, 0- No as amended . Discussion of Next Meeting and best times : The next meeting will be Thursday October 411 at 5 : 30 . Ms . Robinson will be away so we will hold on the election of officers until the November meeting . Selectman deRuyter moved to adjourn at 6 : 35pm , Mr. Hackert second . The vote was unanimous in favor .
