BUDGET HEARING
SEPTEMBER 5, 1989 - MINUTES
A Budget Hearing was held by the Bal Harbour Village Council
on Tuesday, September 51 1989 at 5:15 P.M. at the Village Hall.
The meeting was called to order at 5:18 by Assistant Mayor Mayor
Matthew B. Blank and the roll was called. Those present were:

Also present: Richard J. Weiss, Village Attorney
Carole S. Morris, Village Manager
or Lne Tentative Budgets: Assistant Mayor
Blank announced that the proposed millage of 3 6 is 3 7% over the
rolled back millage rate Assistant Mayor Blank then opened the
public hearing for comment on this issue. Mrs. Morris then
explained that the rolled -back millage rate is that millage rate
which would be assessed this year to raise the same amount of tax
proceeds as in the prior year. Dr. Hirschl noted that property
assessments are a function of the county. Mr. Weiss added that
the process for protest of an assessment is outlined on the
estimated tax bill sent to all residents. There being no further
comment, As Mayor Blank closed the public hearing.

A motion to adopt the tentative millage rate was offered by Mr.
Boggess and seconded by Dr. Hirschl. The motion carried
unanimously (4-0).
IV. Adoption of the Tentative Budgets:Assistant Mayor Blank
opened the public hearing for questions and comments on the
tentative budgets. John Scala inquired as to the cost of living
increase, if any, provided for village employees. Mrs. Morris
responded that a 5%' increase has been budgeted, however,
agreement has not yet been reached with the police union. Mr.
Taplin inquired as to increases in the Mayor's fund. Mrs. Morris
responded that the fund name is somewhat of a misnomer, as these
expenses are not solely attributable to the Mayor. Other costs
included are gifts for retiring employees, flower bouquets to
ill/hospitalized employees, as well as Council member's expenses.
Mr. Taplin also queried the new line item, recycling costs. Mrs.
Morris explained that this is in accordance with the State Is
Solid Waste Management Act and will provide funds for the

commencement and continued operation of this service. Daniel
Holder inquired as to the possibility of installing a foot -
washing area at the 96th Street beach entrance. Mr. Boggess
requested the Village Manager check into this request as well as
installation of a foot washing -area at the Harbour House beach
entrance. The Village Manager agreed to report back at the next
meeting.. Bob Maute called on the Village to "take a lead" and
place, lifeguards on the beach. Mrs. Morris was requested to
ascertain costs. Marjorie Schell suggested that a flag system be
used. Such a system would place flagpoles at key points along
the beach. Different colored flags would then be displayed
according to water conditions. Raj Singh noted that the Sea View
currently employs.such a system. Mr. Weiss expressed concerns
relative to the Villages liability - who would evaluate water
conditions? Assistant Mayor Blank agreed to bring the flag
system up for discussion at the next general meeting of the
condominium associations. As there were no further questions,
Assistant Mayor Blank closed the public hearing. A motion to
approve the tentative general fund budget was offered by Dr.
Hirschl and seconded by Mr. Boggess. The motion carried
unanimously (4-0). A motion to approve the tentative tourism
fund budget was offered by Mr. Taplin and seconded by Dr.
Hirschl. .. The motion carried unanimously (4-D). A motion to
adopt the water fund budget was offered by Mr. Boggess and
seconded by Mr. Taplin. The motion carried unanimously (4-0).
Finally, a motion to approve the sewer fund budget was offered by
Mr. Taplin and seconded by Dr. Hirschl. The motion carried
unanimously (4-0).

VI: Announcement._ Next Budget Hearina Date Assistant Mayor
Blank announced that final budget hearing will be held on
Tuesday,.September 12th at 5:15 p.m. in the same location.
VII. Adjourn: There being no further business to
Council, a motion was offered by Mr. Boggess and
Hirschl to adjourn the meeting. The motion
meeting adjourned at 6:12 p.m.
