MINUTES OF THE BOARD OF ASSESSORS
Date : August 28 , 2018 — Regular Session BRRISTER TON CLERK
Time : 5 : 30pm
Location : 2198 Main Street, Brewster, MA 02631
Present : Members G . Howard Hayes , Diane Salomon ; Deputy Assessor James Gallagher
Call to Order : Mr . Hayes called the meeting to order at 5 : 32pm .
1 . Report of the Deputy Assessor : Mr . Gallagher gave a brief update on the Assessors ' Senior
Department Assistant vacancy . Mr . Gallagher also gave a brief update on progress and
timing leading up to setting the tax rate .
2 . Review and sign Barnstable County Commissioners County Tax Warrant
3 . Review and sign Barnstable County Commissioners Environmental Protection Fund
Tax Warrant : Ms . Salomone moved to sign the Barnstable County Commissioners County
Tax and Environmental Protection Fund Tax Warrants . Mr . Hayes seconded. Approved
unanimously .
4 . Review and confirm uncollectible Personal Property abatements from FY 2014 : As part
of reconciling the FY2014 overlay account, Mr . Gallagher located hard copies of FY2014
uncollectible personal property abatements , but could not locate them in the computer
database . Mr. Gallagher requested a confirmatory vote approving the abatements before he
entered them into the database . Mr . Hayes moved to confirm approval of the FY2014
uncollectible personal property bills . Ms . Salomon seconded . Approved unanimously .
5 . Authorization to sign Department of Revenue Forms on behalf of Board of Assessors :
Mr . Gallagher reviewed requirements for electronic submittal of forms to the Massachusetts
Department of Revenue . Mr . Hayes moved to authorize Mr . Gallagher to electronically sign
forms on behalf of the Board of Assessors . Ms . Salomone seconded . Approved
unanimously .
6 . Review and approve FY2019 Department of Revenue DLS GATEWAY Forms : Mr .
Gallagher reviewed the FY2019 forms to be submitted to the Department of Revenue,
including the LA- 3 Sales Analysis, LA- 15 Interim Year Adjustment Report, LA4
Assessment/Classification Report, and the LA43 Tax Base Levy Growth Report with
backup documents . Mr . Hayes moved to approve and submit the forms to the Department of
Revenue . Ms . Salomon seconded. Aprroved unanimously .
7. Discuss and vote Tax Rate Classification Hearing options and recommendations : The
upcoming Classification Hearing and options were discussed . The financial impacts of

various options were discussed along with the limited personnel resources available to
implement a residential exemption option. The Board agreed that no changes from previous
years ' recommendations were necessary . Mr . Hayes moved the following recommendations :
no residential/commercial split tax rate, no residential exemption, no small commercial
exemption, no open space discount. Ms . Salomone seconded . Approved unanimously .
8 . Topics the Chair did not reasonably anticipate : none
Executive Session (To comply with or act under the authority of, any general or special law or
federal grant-in- aid requirements : MGL Chap . 59 Sec . 60 and MGL Chap . 214 Sec , 1B)
At 6 : l Opm Mr . Hayes made the motion to go into Executive Session for the reason noted above,
not to return to regular session . Ms . Salomone seconded the motion. Roll call vote : Hayes —
Aye ; Salomon — Aye ; approved unanimously .
