Senior Advisory Council Meeting Minutes February 2, 2011 The meeting was called to order at 12:00 p.m. by Chair, Lorene Reed. The agenda was duly posted as prescribed by the Brown Act. Pledge of Allegiance: Salvador Castro - Invocation: Member Barbara Battle Roll Call: Cecilia Amezquita Present: Absent: Barbara Battle Paulette Bradley D.Joyce Edner Lorene Reed Pamela Taylor Public Comments: Pearline Calderon — Pm calling to attention as 1 tried before the minutes were approved that there was in- ' ° correct information and my statement at the last meeting was not complete. There were omissions and the structuring of the words in the minutes was not appropriate. Chair Lorene Reed — 1 put the public comments up first so that you would be able to discuss anything that you wanted to Yalk about in regards to the Senior Center so anyone wanting to speak can speak at this time. . Mrs. Calderon what statement is incomplete? Pearline Calderon — Ok, you did not add to the minutes what l said about the `9 applauded Yhe seniors for coming in and addressing the issues and also more information on the TAP card." Chair L.orene Reed —Let me just make a statement, that minutes don't have to be recorded verbatim. Actually the only thing that is mandated for us to record are votes, how votes went or if there is an item to be voted on. So you will see a lot of things omitted. We don't record minutes verbatim. That was a new ruling it been like that for a while. Conrad Smith — I heard that the City Council was going to disband the Senior Advisory CounciL Is there some other body that is going to take on the same duties to look out for the seniors? Chair Lorene Reed — What's going to happen is that this body will stay in place. We will be adding others to this body. We have a number of clubs in this center. The club heads will be joining this group and we will have "at large" members. WhaYs going to happen is we're going to put it on next month's agenda. We will have staff that is currently working on a proposal to submit to City Council for approval of how the body should be set up. Once that is approved it will be covered in this meeting so everyone will know. So there will be a body in place. Marisa Cordova — We will be getYing more information by next month. Frank Calderon —The comments don't have to be verbatim but a record has to be made for iY, i Chair Lorene Reed — Mr. Calderon this happened several years ago and 1 can't remember exactly what it states. In the next meeting 1 will have the information for you. i I 1 ; Erma Dawson — This is in reference of the resYructuring that is going on. 1 just came to find out wlien iYs going to take place. Is there going to be a committee or someone that oversees it and is it going to be structured where all of the clubs are included? Is it going to be mandatory for the club to have a _ representation in this council? Marisa Cordova— When 1 give the report I will address all of that. Chair Lorene Reed — I think the goal for staff for the new body is in two months, because it has to be approved by City Council. We will meet this and next month in this forum. After that we will be restructured. We will bring in the information to you beforehand and no there is not a committee. Staff and the City Attorney are working on it. Whenever you have a body that has been appointed by Council thaYs what happens. Tina Heart — I've been coming here for over two years but lately the place is not being kept up. I've said this before and nothing has been done. The tables out here, you can run your finger across them and there is dust on them. There is dust in the pool room and everywhere. Someone doesn't go in there and clean it. This place has to be kept up. Malaqias Moreno—[Ys everyone's responsibility to keep things clean. Clarification'Regarding Senior Center Status: Chair Lorene Reed —There are a lot of rumors, such as, we are going to lose the Senior Center due to lack of programming. People are being told that the youth are going to take over the building. That is not true. The Council Members are looking into renting the facility to create revenue. IYs up to us to let them know we do not want to be disturbed. We do not want any activities going on while we are having our activities. Council meets twice a month. When City Council meets there are different items on the agenda. If you check the agenda try to make sure that if there is anything on the agenda regarding the seniors, you come in and speak on that item because they do listen to us. When they discussed this I happened to be af the meeting. We wanC the Senior Center used at times when we are not here. We also want a portion of the money to come back to the Senior Center. So we don'f have to fundraise in order to put on events. We would have money coming in from renting it out but we want some of the proceeds. The other thing they had on the proposal was to rent iC out for funeral services and we said absolutely not. The other misnomer is that the building is unsafe. We had a senior come in that was told "don't go in there the building is unsafe", while the lady that told her walked in. The lady didn't come in here for a year because she felt the building was built too quickly. This is what she was told and she honestly believed it So when people tell you things please verify it. Another rumor was that the black people cadt go in the game rootn. So the other day when I saw the black people in the game room I ran and got the camera to take a picture. There is no discrimination in this building everyone is entitled to their opinion. We all get along. IYs only those people who don't want to see us get along that are creating these rumors. When I saw the people in the game room, I picked up the phone and called Marisa and informed here that there were black people in the game room. 1 ran and got my camera and took a picture as proof because this was told to City CounciL City Council came over with the City Manager to see who was in the game room because people believe what they are told. I I Malaqias Moreno — Whoever made that statement is a liar. There is a gentleman by the name of Sam that ' comes in and plays with our group. l i Carlton Fuller —1 go in the game room along with Chester Lyons and play dominoes. We have fun. i t Pearline Calderon — I don't play dominoes but [ frequenfly stop in the game room and at no moment have [ j ever felt unwanted. i I Chair Lorene Reed — I did need and want to get comments on one item and not to extend for critique on anything else that has been said. You could have asked to speak after we talked about the first and the second. I 2 ' Tina Heart —1 go to the pool room quite ofren and like you, said this place is for seniors no matter who you are or what you are. Activities Report: 1. Down Town Shopping Spree: Erma Dawson — It was a nice trip and once again I had a wonderful time. Lynn Stringfield — 1 went shopping to Los Angeles and I spent all my money it was very nice. 1 ' would love to go back. , Paulette Bradley — it was a very good trip and it jost goes to show that we can turn things around in a day or two and they happen without all the rhetoric to get these things done. More information will be coming about in regards to that. In regards Yo copies, we have a maximum of four copies that we are able to make here at the Senior Cenfer and tfiey are ten cents. For airy of the groups or clubs that have regularly scheduled meetings in a certain area at the Senior CenCer, if you wish to move the meeting date, time or location we need a 48-hour notice to give us time to be able to accommodate you if we can. From one day to the next or on the day of the meeting it's hard For us to try and accommodate you if we do not have the space available. If you have feedback or ideas for programs let us know, there have been complaints about the programming. We have put out the survey, it was included in the senior newsletter. This is your opportunity, we are asking you in the survey about the programs you would like to see. We will be going by the information we get back from the surveys. Board Orals: Paulene Bradley — This is the prime opportunity for people to get involved. We have been in operation as a Council for almost four years and it Ias been my experience that we have a large number of people who siY back and wait for someone else to take the first step. We all need to participate if you have ideas see them become a reality. Bring in activities from somewhere else, bring it here and get it off the ground. 3 I D. Joyce Edner — At the front desk the telephone rings and you pick up the line and no one is there. 'Chis has been going on since last year. We are trying to document and get it over to the right department at City Hall so they can find out who is doing this. They are playing loud music and they don't say anything. Their number doesn't show on the caller id. This is a problem that interrupts staff from working. I've always seen African American people in the game room. Another idea if you're in the computer room and you're not in a class and you're using the computer you are to sign-in at the front desk so we can get a tally of who is using our computers. These are little things that t've noticed. (Vera Jorquez — Can't you call the Police Department to inform them of the calls?) PamelaTaylor—Nocomment. Barbara Battle —[t would be important that with the new committee structure that each group sends a representative to be involved. It would promote better cohesion. Chair Lorene Reed —[ am extremely pleased to see people in the audience that are interested in what goes on. I was pleased to see people that don't normally come to the Council meetings. It's important for us to know. Believe it or not, we think we are not being heard but we are. I hope you all get your tickets for the fashion show on Friday. Consider forming a club. We need to build up the participation. We need to come up with things we all like to do. Try out some of the things, come to karaoke tomorrow, bingo or crochet. [ am moving. 1 just want to leave this place in a good state because people fought so hard to get this Senior Center. They fought so hard to get this place built. Adjournment: Member Barbara Battle made a motion to adjourn, 2" by Paulette Bradley. By unanimous consent the meeting adjourned at 12:56 p.m. 4
