HomeMy Public PortalAbout1989-09-12 Budget Hearing245 BUDGET HEARING SEPTEMBER 12, 1989 - MINUTES A Budget Hearing was held by the Bal Harbour Village Council on Tuesday, September 12, 1989 at 5:15 P.M. at the Village Hall. The meeting was called to order at 5:20 by Mayor Estelle Stern and the roll was called. Those present were: Mayor Estelle Stern Asst. Mayor Matthew B. Blank Councilman James E. Boggess Councilman Andrew Hirschl Councilman Sol M. Taplin Also present: Richard J. Weiss, Village Attorney Carole S. Morris, Village Manager. II. Discussion of Millage Rate - 3.7% above Rolled -Bask Millage Rate: Mayor Stern announced that the proposed millage rate is 3.7% above the rolled -back millage rate. The proposed millage rate is 3.6 III. Discussion of Proposed Budgets: Mayor Stern opened, and as no one wished to speak, closed the public hearing on.the proposed budgets. IV. Adoption of Millage Rate: Mrs. Morris read, by tile, a resolution adopting a final millage rate for fiscal year 1989/90. A motion to adopt the resolution was offered by Dr. Hirschl and seconded by Assistant Mayor Blank. The motion carried unanimously (5-0) thus adopting RESOLUTION NO. 393 RESOLUTION OF BAL HARBOUR VILLAGE ADOPTING A FINAL MILLAGE RATE FOR FISCAL YEAR 1989/90; PROVIDING FOR AN EFFECTIVE DATE. Y. A"A V. Az C1L-5L. xeaulnq. An ordinance was presented for first reading approving the General.. Fund budget for fiscal year 1989/90. The ordinance was then read by title. A motion to enact the ordinance was offered by Assistant Mayor Blank and seconded by Mr. Taplin. The motion carried unanimously (5-0). An ordinance was presented for first reading approving the Tourism Fund budget for fiscal year 1989/90. The ordinance was then read by title. A motion to enact the ordinance was offered by Mr. Taplin and seconded by Dr. Hirschl. The motion carried unanimously (5-0). An ordinance was presented for first reading approving the Water Fund budget for fiscal year 1989/90. The ordinance was then read by title. A motion to enact the ordinance was offered by Mr. Boggess and seconded by Assistant Mayor Blank. The motion carried unanimously (5-0). 6 w of An ordinance was presented for first reading approving the Sewer Fund budget for fiscal year 1989/90. The ordinance was then read by title. A motion to enact the ordinance was offered by Assistant Mayor Blank and seconded by Mr. Taplin. The motion carried unanimously (5-0). VII. Other Business: Mrs. Morris noted a memorandum was distributed prior to this meeting estimating costs for provision of lifeguard services along the beach. Costs, the first year, are estimated to be in excess of $700,000 to provide staffing levels similar to those of Metro -Dade County. Mr. Weiss explained the liability problems, which might be encountered, by employing a flag system such as the one discussed at the September 5, 1989 meeting. He suggested that the Bal Harbour Condominium Association might wish to take on such a project. Mr. Taplin suggested that a notation such as "caution - dangerous undertoe may occur" in red lettering might be added to our existing "swim at your own risk" signs. Both Dr. Arschl and Assistant Mayor Blank concurred with this suggestion. Further it was agreed that such signs should be posted at the 96th Street and North (Harbour House) entrances to the beach. Mr. Weiss reported as to the tentative settlement reached with the Police Benevolent Association Union. It is anticipated that the union will ratify the contract and that the contract will be on the October agenda for Council consideration. Mr. Boggess noted that the CPI (consumer price index) is used errantly as a justification for cost -of -living increases. He noted that this index bases consumer prices against 1972 prices. He, along with Assistant Mayor Blank, expressed concern that employee salaries are continuing to compound and escalate. 'Mr. Boggess requested the Village Manager review this situation and return to the Council with alternatives. VIII. Adjourn: There being no further business to come before the Council a motion was offered by Dr. Hirschl and seconded by Mr. Boggess to adjourn the meeting.
