AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, GI 'ANGING THE NAME OF
ESTABLISHING THE NAME OF
SCHELLRIDGE ROAD FOR THE 300 BLOCK OF SCHELLRIDGE ROADMAYCEE DRIVE.
WHEREAS, it is in the interest of the City in order to provide an efficient way to provide street
addresses, route law enforcement and emergency services and otherwise locate
businesses, residences and other properties within the City; and
WHEREAS, in accordance with Chapter 25,which establishes a standard for street naming and
property addressing, the City did publish a notice of name change in the Jefferson
City News Tribune as required by the Code of the City of Jefferson and the City
Council did hold a public hearing on the name change as provided in the Code of
the City of Jefferson.
BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON,MISSOURI,AS FOLLOWS:
Section 1. The 300 block of Schellridge Road Jaycee Drive. Including the street
• riaht•of--way located south of the crook(known as the North Tributary of the West Branch
of Wears Creek) and the T•intersection with Schellridge Road is hereby renamed to deyeee
Drive established as Schellridge Road.
Section 2. Adjoining and affected property owners and affected entitles shall be
notified of this change.
Section 3. Upon the passage and approval of this ordinance, the City Clerk shall
file a certified copy thereof with the Recorder of Deeds of Cole County, Missouri.
Section 4. Upon the passage and approval of this ordinance, the Director of the
Department of Community Development shall cause signs to be erected In appropriate locations
bearing the approved name.
Section 5. This Ordinance shall be in full force and effect from and after the date of
its passage And approval.

Case No, P06022•Final Plat of Schellridge North Subdivision.Application filed by Kit
and JoAnne Royer for a proposed single family residential subdivision on 21.12 acres of
property zoned RS-1 located south of Industrial Drive and west of Jaycee Drive in
Section 2, Township 44 North, Range 12 West, Jefferson City, Missouri. (Central
Missouri Professional Services).
Mr. Paul Samson, Central Missouri Professional Services,2500 E. McCarty Street,spoke
regarding this request. Mr. Samson explained that the subdivision consists of 23 lots on
21.12 acres, He staled that the final plat conforms with the preliminary plat approved by the
Commission on May 11, 2006. Mr. Samson explained that a new cul-de-sac named Drew
Perry Road will be extended from Jaycee Drive for a length of 1,200 feet, requiring a variance
since cul-de-sacs are to be no longer than 800 feet In length.
Mr. Kit Royer, 2623 Schellridge Road, spoke regarding this request. He stated that the
proposed subdivision will maintain the character of the Schellridge neighborhood. Mr. Royer
staled that although the Public Works and Planning Committee recommended that the street
name "Jaycee Drive" be retained in front of his new subdivision and that the remaining
section of street to the T-intersection be renamed Jaycee Drive, he Is proposing that the
name Schellridge Road be used in order to maintain consistency throughout the subdivision.
He staled that for consistency he is proposing the suffix of"Road"for the cul-de-sac.

The following Individuals spoke in support of retaining Schellridge Road as the street
name in the residential area and in opposition to the renaming of the 300 block of Scheliridge
Road to Jaycee Drive:
David Overfelt, 347 Schellridge Road
Wayne Linhardt, 341 Schellridge Road
Judy Warson, 340 Schellridge Road
The following concerns were voiced by affected property owners to the proposed street renaming:
1. Inconsistency with the street name in the existing residential subdivision;
2. Residents would incur cost and Inconvenience for address changes.
No one spoke in opposition to the proposed final subdivision plat and no correspondence
was received,
Ms. McMillan gave the Planning Division staff report and explained that a variance is
required for the cul-de-sac since it is proposed to be 1,200 feet in length. Regarding the
street names, she explained that the Planning and Zoning Commission wasn't required to
review street name changes, but that because of the subdivision proposal this matter has
come to the Commission. She stated that while the Commission might not make a
recommendation on the street name change, comments from those who spoke will be
Included in the minutes. Ms. McMillan explained that the developers have proposed that the
name Schellridge Road be extended so that the new lots would have Schellridge Road
addresses. She explained that when the City Council's Public Works and Planning
Committee considered the Royer's and Lindenbusch's request to rename a portion of Jaycee
Drive to Schellridge Road along the frontage of the subdivision development, they were
concerned with maintaining a consistent street name from intersection to Intersection. The
Public Works and Planning Committee's recommendation was that Jaycee Drive should be
used, instead. Ms. McMillan stated that it would be acceptable to maintain "Road" as the
suffix for the cul-de-sac, as the other streets in Schellridge Subdivision have this suffix.
Mr. Wade gave the Engineering Division staff report and stated that revisions were
received which resolved the comments outlined in his report.
Mr. Samson stated that he concurred with staff comments.
Mr. Lake moved and Mr. Bickel seconded to recommend approval of the Final
Subdivision Plat of Scheliridge North Subdivision to the City Council, subject to compliance
with the recommendations and technical corrections of the Engineering Division. The motion
passed 8-0 with the following votes:
Aye: Bickel, Deeken, Hagan, Hoskins, Jordan,Lake, Parker, Robinelt
Mr. Lake moved and Mr. Hagan seconded the motion to grant a variance to Section 33-
10.D. to permit Drew Perry Road, a dead end cul-de-sac, to exceed 800 feet in length. The
motion passed 8.0 with the following votes:

Staff recommends approval of the street name change as requested.
There was discussion among Committee members and staff regarding street naming and how the
entire length of a street should be named the same to avoid confusion.
Councilman Brown moved and Councilman Berry seconded to recommend to the City Council
that the name of the surface, currently known as Jaycee Drive at West Main Street, to where it ends at

Pump Station bids and stated contracts will be forwarded to the City Council for approval at their May

3. McCarty Street Corridor Update(Matt Morasch)
Mr. Morasch gave an update of the McCarty Street Corridor Traffic`: _I Ing Project. Staff has
studied the project since it has been completed and shows a 75% III He stated this
project will be presented at the spring University of MissciOri .Traffic & Safety;Conference held in
Columbia.

SUBJECT: Proposal to Rename a Portion of Jaycee Drive to Schellridge Drive
A concept plan for a new subdivision north of Schellridge Subdivision and west of Schellridge
Road/Jaycee Drive has been proposed for property formerly owned by Viola Crane by Kit and
JoAnne Royer. The proposed subdivision includes new lots fronting on a portion of the street
now named Jaycee Drive.
Tom and Rita Lindenbusch, have purchased the Viola Crane property east of Schellridge
Road/Jaycee Drive and have joined with the Royers to request that the portion of Jaycee Drive
fronting on the former Viola Crane property be renamed to Schellridge Road.
appears that Schellridge Road was named concurrently with the platting of Schellridge
sIt ubdivision and that this street name should be applicable only to lots within Schellridge
Subdivision, however the western Crane acreage had a Schellridge Road address, while the
eastern acreage had a Jaycee Drive address.
The Royers propose that the street name change proceed in conjunction with the approval of
their proposed new subdivision and that the usual $400 filing fee for changing the name of a
street be waived in this case,
Staff agrees that a logical break in the street name could occur south of the existing
commercial/industrial area, at approximately the stream crossing, so that the existing
businesses in that area would not be affected by the street name change. If the Council
wishes to proceed with renaming this portion of the street "on Its own initiative" the 4-week
notification period and public hearing may also be waived. Since the only affected properties
are owned by the Royers and the Lindenbusches, it seems reasonable to proceed in this
manner. Planning staff would provide notification to government entitles and utilities so that
they may make the necessary adjustments to their maps and databases.

The purpose of this note is to request that the section of street bordering the Viola
Crane property be renamed Schellridge Road. At the present time,Schellridge Road
makes a"Z"through the subdivision and in the middle of the street-- and, no one is
• exactly sure where—it changes to Jaycee Drive. The home on the Crane property is
addressed 322 Schellridge Road, and across the street is numbered 321 Jaycee Drive.
Since the north side of the creek is zoned Industrial or commercial and south of the creek
is zoned residential, it would seem logical the make the break between names at that
point, rather than some point in the middle of the street.
Plans are being made to develop the 21 acres on the west side of the street into
Schellridge North, making it appear as an extension of the existing subdivision. We feel
it would be less confusing to make the street one name, and would impact only one
address, that of Tom and Rita Lindenbusch, from 321 Jaycee Drive to 321 Schellridge
Road.
