Both measurements for each lot are used to calculate the average of the 5 lots. The total of the 10 measurements adds up to 111. Divided by 10, the average front setback for the existing structures is 11.1 -feet. Please crosscheck my math. With the Helmly survey to document the measurements, it is approved at the staff level to build back 11.1 -feet from the front property line at 1511 Jones Avenue. The distance will be measured from the property line to the most protruding part of the new structure. That protrusion will be the front wall if it is a flat building. If there are stairs, piers, bay windows, deck boards, window trim, siding etc., the most protruding item is the point from which compliance will be determined. The maximum roof overhang allowed in a setback is 24- inches. If a roof overhang is greater than 24- inches, then all of the overhang is considered footprint. 1 The ordinance states, "in no case sh he front setback on new constructior less than 10- feet." At 11.1 feet back from the property line the 10 -foot requirement is exceeded. If a setback of less than 11.1 feet is to be sought, the process is to apply for a variance. We have acquired a new survey of 1511 Jones Avenue with the additional information for the properties within 200 -feet of that property. In doing the averages for the setbacks of those five properties, I have found that the average setback is 10.92 -feet. Please see the attached survey and the information below to verify. Rather than rounding the setbacks for each structure as was done in the Setback Calculations box on the diagram you provided, I used the setbacks as noted on the drawing. So A is 1' 5 ", B is 7' 11 ", etc. Using those the average of the setbacks of the lots within 200 -feet each direction is 11.93'. What was the source of the setback measurements? I would like to have the sealed /signed survey document, assuming it was done by a land surveyor. Once I know the source of the measurements I will be able to determine if the 11.93' can be an official determination. It looks as though the tin building on the 1511 Jones Avenue lot will need to be removed to allow construction. Please note a separate permit will be required for that project. The container at 1511 Jones Avenue contains salvaged and other building materials for future construction at the site. Contractor Jeffery Hucks contracted with a container corn pony, and Mr. Mowers pays Mr. Hucks a monthly fee for the unit. I explained that the container needs to either be permitted as an accessory structure (with anchoring and flood openings) or be removed from the island. Mr. Mowers said he will email Mr. Hucks (who is not living on the island and was in a bad car wreck last week) to get the contact information for the container company. Mr. Mowers wants the container relocated to property he owns off the island. He and I set a goal of immediately, and he will let me know when it is gone. After receiving an okay to proceed from Cullen Chambers of the Historic Preservation Commission, permit 12 -0513 was issued with penalties to Mack Kitchens. Property owner was Jon Mowers, cell 912 - 228 -2036. On 1/19/13 I spoke with laborers at the site who were loading salvaged materials into a storage container. The head worker said they were working for JC Hucks Horne Improvements (business license #02439), Jeffery Hucks, 912 -655 -3518, 1509 Jones Avenue. I don't have any follow up notes. I just tried to call Mr. Hucks. The number has been disconnected. 2 I exchanged emails between late April and early July with Mr. Ryan Claus of Felder & Associates (912- 777 - 3979), an architecture company, about calculation of the front setback under the 200 -foot rule for construction of a new house at 1511 Jones. Since 1513 is the next residence after the vacant lot, I concluded the property is properly identified as 1511 Jones Avenue. This property belongs to the party, Jon Scott Mowers, Jr., per the Chatham County Tax Assessor hard cards. The picture on the hard card is what I observed and took pictures while at the property.
