A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
APPROPRIATING ADDITIONAL FUNDS FOR GRAFFITI ABATEMENT AND
AUTHORIZING THE MAYOR TO SIGN A ONE YEAR AGREEMENT WITH
NATIONAL ENVIRONMENTAL SERVICE (NES) TO PERFORM WEEKEND
GRAFFITI ABATEMENT SERVICES FOR THE AMOUNT NOT-TO-EXCEED $46,800
WHEREAS, on October 21, 2010 the City released a Request for Proposals
(RFP) for Weekend Graffiti Abatement Services; and
WHEREAS, on November 18, 2010 the City received four proposals in response
to the RFP; and
WHEREAS, the purpose of the RFP was to assess the cost and feasibility of
implementing a weekend graffiti abatement service.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS:
Section 1. That the City Council appropriate $46,800 to account number
1011.45.615 to cover the cost of the weekend graffiti abatement service. The
appropriation increase will be offset by the projected revenues that the City approved on
December 7, 2010 with Clear View Media for the bus shelters advertisement.
Section 2. The Council awards a one year agreement to NES to perform
weekend graffiti abatement services as outlined in the RFP, with the form of the
agreement approved by the City Attorney.
Section 3. That after the expiration from six months of the agreement, an
evaluation be conducted of the contractor to look at the effectiveness and efficiency of
their service.
Section 4. That a cost/benefit analysis be conducted including employing
additional workers to perform the weekend graffiti abatement service.
Section 5. This Resolution shall take effect immediately upon its adoption.
PASSED, APPROVED and ADOPTED this 15 day of February, 2011.
