Staff recommends approval of the street name change as requested. There was discussion among Committee members and staff regarding street naming and how the entire length of a street should be named the same to avoid confusion. Councilman Brown moved and Councilman Berry seconded to recommend to the City Council • that the name of the surface,currently known as Jaycee Drive at West Main Street, to where it ends at MlnulesNefferson City Public Works and Planning Committee 2 April 20,2000 the T-intersection with Schellridge Drive be named Jaycee Drive, motion carried 5.3 with the following votes: • Aye: Berry, Brown, Layton, Martin, Pope Nay: Crane, Harvey, Schnitzier 2, Sanitary Sewer Replacements 20061Status of Green Meadow Pump Station (Eric Seaman) Mr. Seaman explained the sanitary sewer replacements and the status of the Green Meadow Pump Station bids and stated contracts will be forwarded to the City Council for approval at their May meetings. 3. The proposed subdivision Includes new lots fronting on a portion of the street now named Jaycee Drive. Tom and Rita Lindenbusch, have purchased the Viola Crane property east of Schellridge Road/Jaycee Drive and have joined with the Royers to request that the portion of Jaycee Drive fronting on the former Viola Crane property be renamed to Scheliridge Road. •t It appears that Schellridge Road was named concurrently with the platting of Schellridge Subdivision and that this street name should be applicable only to lots within Schellridge Subdivision, however the western Crane acreage had a Schellridge Road address, while the eastern acreage had a Jaycee,Drlve address. The Royers propose that the street name change proceed in conjunction with the approval of their proposed new subdivision and that the usual $400 filing fee for changing the name of a street be waived In this case. Staff agrees that a logical break in the street name could occur south of the existing commercial/industrial area, at approximately the stream crossing, so that the existing businesses in that area would not be affected by the street name change. If the Council wishes to proceed with renaming this portion of the street "on Its own initiative" the 4-week notification period and public hearing may also be waived. Since the only affected properties are owned by the Royers and the Lindenbusches, it seems reasonable to proceed in this manner. Planning staff would provide notification to government entities and utilities so that they may make the necessary adjustments to their maps and databases. "building a better community" The purpose of this note is to request that the section of street bordering the Viola Crane property be renamed Schellridge Road. At the present time, Schellridge Road makes a "Z"through the subdivision and in the middle of the street-- and, no one is • exactly slue where—it changes to Jaycee Drive. The home on the Crane property is addressed 322 Schellridge Road, and across the street is numbered 321 Jaycee Drive. Since the north side of the creek is zoned Industrial or commercial and south of the creek is zoned residential, it would seem logical the make the break between names at that point, rather than some point in the middle of the street. Plans are being made to develop the 21 acres on die west side of the street into Schellridge North, making it appear as an extension of the existing subdivision. We feel it would be less confusing to make the street one name, and would impact only one address, that of Tom and Rita Lindenbusch, from 321 Jaycee Drive to 321 Schellridge Road. The following comments are regarding this review; Regarding the final olat; Minor clarifications remain, A note needs to added to the plat regarding storm water overflow for proposed lots 4. 11. • and 19, e erdine infrastructure: htfrastructure is existing in the vicinity to serve the subdivision. New infrastructure is proposed including, streets, sidewalk, storm sewers, lighting, utility services and a sanitary sewer main extension for the subdivision to serve the proposed lots, Storm Water/Erosion Control- Enclosed systems are proposed to intercept drainage throughout the subdivision. An existing stormwater swale/channel is shown on the rear of the pronosed lots 7.8.9.10 and 1 1. This channel will need to be inspected to ensure it will be adequate to intercept all rear yard drainage from the above referenced lots after home construction. The channel capacity needs to be quantified and checked versus the flow proposed from the new development, If necessary. and additional Swale may needed along the corridor of the sanitary sewer main crossing lots 7-11. Permanent grade control/erosion control measures are included at outlets of the enclosed systems in lieu of stormwater detention not being required for the subdivision. Additional protection is needed due to the existing channel alibmment and to maintain bank stability of the creek where the storm sewer system ties into the creek. 40 An erosion control plan has been submitted as a part of the improvement plans, with final plat submittal. Ditch checks may need to be looked at the outlets of the storm sewers and drainage flume. • Storm drainage plans have been submitted for the final plat submittal. An inlet versus sidewalk detail is needed on the plans. The flow from Jaycee Drive into the proposed flume needs to be quantified Erosion control may be needed at the end of the flume to protect the existing channel from scour. Sanitary Sewer- Sanitary sewer main extension will be necessary to serve the proposed lots, Sewer main plans have been submitted with the final plat submittal. Minor clarifications remain. Sidewalk - A sidewalk is being proposed along one(1) side of the proposed streets. Sidewalk plans have been submitted with the final plat submittal Since Jaycee Drive is considered a collector roadway. five(5) feet wide sidewalk will be required along Jaycee Drive. This needs to be indicated on the sidewalk plans. Streets- A 28' back-to back street is proposed. Parking will be allowed on one(1)side of the street. Minor clarifications remain. • Fire Hydrants/Street Liahts- Facilities are proposed for the subdivision. Street lights need to be shown alone Jaycee Drive for the entire property frontage. Fire hydrants are shown correctly. Traffic Impact/Access- Access to the proposed subdivision will be from Jaycee Drive. Proposed lots 1, 20,21,22, and 23 could have direct access to Jaycee Drive. Jaycee Drive is classified as a collector roadway. (From City of Jefferson List of Functional Roadway Classifications, April 12, 2000). The speed limit for the existing roads in the vicinity is 30 mph. Projected trip generation for the proposed subdivsion is as follows; Estimated trip generation rates for a single family residential subdivision would be approximately ten(10) vehicle trips per unit per day. For 23 proposed lots, a rate of approximately 230 trips per day would be generated from this proposed development. Site distance for Drew Perry Road will need to be quantified upon the street plans. It appears to be adequate in both the north and south direction at the intersection of Jaycee Drive, ENGINEERING STAFF POSITION: .. Conditionally support, with specific technical comments as underlined above to be addressed on the final plat, and improvement plans prior to consideration of this case by the City Council. Descrintion of Proposed Plat Zoning: RS-1 Single Family Residential Size of Property: 21.12 acres Number of Lots: 23 Lot Sizes and Widths:Proposed lots range in size front 0.50 acres(21,780 sq. fl.)to 1.99 acres and exceed the minimum size required in RS-1 of 15,000 for interior lots and 18,000 for corner lots.A 25' front setback line is shown along Jaycee Drive and a 30' front setback line is shown and all interior tots.Most lots are 125 feet wide or wider and all lots meet or exceed the minimum lot width of 100 feel at tine front setback line. Streets:Access to the lots will be provided by Jaycee Drive and a new cul-de-sac named Drew Perry Road which will be extended from Jaycee Drive into the subdivision for a length of about 1,200 feet. All streets are shown • with a right-of-way width of 60 feet and pavement width of 28 feet to back of curb.Parking will beallowed only on one side of the street. Variance Required. Staff reported during the review of the preliminary plat(al the June meeting)that a variance to the requirement that a cul-de-sac street be no longer than 800 feet in length was required;Otis should be finalized by separate motion.(Variances from provisions may be permitted by the Planning and Zoning Commission according to Section 33-13 of the Subdivision Code). Street Names:Regarding the owners proposal to change the street name along tine property from Jaycee Drive to Schellridge Drive, the Council's Public Works and Planning Committee has recommended that this street retain the name of Jaycee Drive,and that the remaining section of street to the T-intersection be renamed Jaycee Drive (see attached minutes from the April 20, 2006 meeting of the Public Works and Planning Committee). The note on the plat that refers to the change of street name should be removed, In addition staff recommends that the naming convention for cul-de-sacs be followed,and that the suffix"Drive"be replaced with"Court"to indicate that the street is not a through street. Sidewalks: A 5' sidewalk is shown on the west side of Jaycee Drive and a 4'sidewalk is shown on one side of Drew Perry Road as required. Public Improvement Plans:Please refer to the Engineering staff report for information on the status of public improvement plans for streets, sanitary sewers,sidewalks,street lights, and storm drainage. Staff Recommendation The proposed final plat closely conforms to the preliminary plat and all conditions of preliminary plot approval have been addressed. Staff recommends separate motions to finalize the variance and then to approve the plot with conditions; 1. Approve the variance to Section 33-10.D. to permit Drew Perry"Court, "a pernumenlly designed dead-end cul-de-sac street to exceed 800 feet in length as depicted on the plat. 2. Approve the final plat, as submitted, subject to Ilia following conditions; (i) Change the name of Drew Perry Road to Drew Perry Court. (ii)Remove the note on Jaycee Drive pertaining to the proposed change of street name. (iii)Compliance with the recommendations and technical corrections of the Engineering Division.
