WHEREAS, Tom D. Smith, owner of the real estate hereinafter described, having submitted to the City Council a Preliminary and Final PUD Plan of said real estate, proposed to be platted as Lot 3, Smith Place Addition, Section Five, being located in Jefferson City, Cole County, Missouri, and more particularly described as follows: The west half of the southwest quarter of Section 3, Township 44 North, Range 12 West, Jefferson City, Cole County, Missouri. WHEREAS, it appears that the procedures set forth in the zoning code relating to zoning have in all matters been complied with, as said property owner submitted to the Planning and Zoning Commission and City Council a Preliminary and Final PUD Plan for the above referenced property. The Preliminary and Final PUD Plan submitted by Central Missouri Professional Services, Inc., on file as Case No. P06025 In the Jefferson City Planning Division is • hereby approved for the above land referenced herein. SECTION 2. The following principal land uses are approved for the site: Masonic Lodge, plus land uses of the C-1 Neighborhood Commercial Zoning District. SECTION 3. Approval is made subject to the following conditions: (1) Site plan to show ADA compliant curb ramps at handicap access aisles; (2) Modify the proposed Phase 2 drive entrance to comply with required setback; (3) Identify location and dimensions of proposed wall sign; (4) Indicate parking lot lighting that complies with lighting requirements of the C-1 zoning district; (5) Recommendations of the Engineering Division. SECTION 4. Common Areas and Public Land. No common areas are proposed and no lands are dedicated to public use with this PUD Plan. SECTION 5. The project proposes to build a single story 9100 sq.ft. building. Exterior will be concrete masonry unit with a pitched roof of composite asphalt shingles or standing seam metal finish on a 1.65 acre lot. The project would be constructed in one phase. Floor area ratio is 13%. All minimum City design requirements would be met. b. A site plan is included with the submittal. C. A three lot subdivision is included with the submittal. d. Nature of Reauest The applicant requests approval of Preliminary and Final PUD Site Plan to allow the construction ofa 9,100 square foot building to be used as a Masonic Lodge. Location The 1.65 acre property is located approximately400'west and south of the intersection of West Truman Blvd and North Ten Mile Drive.This property is proposed to be platted as Lot 3 of Smith Place Addition,Section Five. Proposed drive entrances arc 25' wide, accommodating two-way traffic. The drive entrance proposed as part of the Phase 2 parking lot expansion should be modified to meet the requirement that drive entrances be set back at least 5' from the property line, and if necessary, the radius adjusted to not encroach on the adjacent property. Reliable trip generation data for the proposed use is not available. However, the proposed use is not expected to significantly contribute to peak hour traffic volumes. Smith Place feeds directly into W Truman Blvd,a major arterial street with high traffic capacity. Staff Analvsis Permitted Uses, A PUD preliminary plan is used to establish the underlying zoning, allowed uses, density, layout,design,and phasing of the development.The applicant intends to construct a Masonic Lodge. Based on surrounding uses,the applicant proposes that the underlying zoning be C-I Neighborhood Commercial for die purpose of establishing uses allowed on the property. Building Size. The applicant proposes to construct a 9,100 square fool single-story building with a 15'eave height. The floor area to parcel area ratio(FAR)will be 0.13 or 13%. The standard maximum FAR in a PUD District is 1.0. Parkine. The parking requirement is one space per four persons, based on maximum occupancy of the building. Maximum building occupancy will be 200,so 50 parking spaces should be provided, The PUD site plan shows p king in two phases: Phase 1 18,944 s ft 50 snares Phase 2 14,062 sq ft 46 spaces Total 33,006 sq ft 96 spaces Phase i includes 50 spaces, including four handicap spaces at the main entrance to the building. ADA curb ramps should be provided at the handicap access aisles. Phase 2 will add 46 spaces and a second parking lot entrance to improve internal traffic circulation. The parking lot layout provides parking in front of the building, with 9'x 20' perpendicular parking stalls and 25' wide driving aisles. Pedestrian Walkways, A 6'-8' wide sidewalk is proposed along the front of the building. Landsca-ping. Five (5) White Ash and seven (7) Swamp White Oak are proposed to meet the parking lot shading requirement. The trees will be generally located in the front yard between the parking areas and the building. At maturity these trees will provide a canopy estimated to shade 36% of the paved area which exceeds the minimum requirement of35%. A type B bufferyard is required between this PUD-commercial use and the abutting residentially zoned cemetery. An existing 20'wide natural buffer area located along the rear • yard property line provides sufficient buffering along the south half of the property line. Siens. In PUD districts, the location,size and character ofsigms shall be established by the Commission and Council during site plan review and approval. The applicant is proposing an 8'high x 10' wide externally lit monument sign to be located toward the front of the lot,between the two drive entrances. Since the facility has more than 10 parking spaces and is expected to be used after daylight hours, appropriate parking lot lighting must be provided. Approximate light pole locations should be shown on the site plan. Sec.35-57 of the zoning code allows light fixtures in neighborhood commercial areas to be no more than 30' tall and requires fixtures to be shielded to prevent glare and light from illuminating areas beyond the site. Service Facilities. A 14' X 8' trash pad with a 6' high slatwood fence enclosure is shown at the southeast corner of the building. • Stormwater. Refer to Engineering comments. Water, sanitary sewer, gas, underground electric, telephone and cable TV lines are located in the • right-of-way of adjacent streets or nearby utility easements. Sidewalks, No public sidewalk is shown on the site plan along the street frontage of the property. No sidewalks currently exist along adjacent or nearby streets. In addition,traffic volume and speed is relatively low on Smith Place and no pedestrian generating facilities such as schools or parks are located in the area. Sidewalks are not required for this site, as It is located not a "local"street. Staff Recommendation Approve the Preliminary and Final PUD Site Plan, subject to the following conditions: 1. The following comments are regarding this review; Regarding the site plan: Storm Water- Storm water has been planned to sheet flow from the site to the south to proposed Lot 4. Permission to do this is needed from the adjacent property owner of Lot 4. The inlet modification on the street will need to be done such that the grate sits in the curb line so that water in the curb line does not bypass the grate. Erosion Control- • A MDNR Land Disturbance Permit will be necessary for this site. Erosion control measures have been incorporated into the sitelgrading plan, including temporary granular entrance and silt fence. A copy of the MDNR Land Disturbance Permit and a copy of the SWPPP will be needed with submittal of a grading permit application for the site, prior to site work occurrina. Sidewalk- Sidewalk is not required for this development. Sanitary Sewer- Facilities have been previously constructed for sanitary sewer main access for this lot. Traffic Impact- The proposed development is within a developing office development. Truman Blvd, is classified as a minor arterial roadway.(Functional classification is from the List of Functional Roadway Classification for Jefferson City,dated April 12, 2000) and the Countywide GBA Transportation Study,2003, Truman Blvd. is a three(3) lane roadway with no parking allowed and one(1) turn lane provided. • Sight distance for the proposed drive entrances onto Smith Place is adequate. '• ENGINEERING STAFF POSITION: Conditionally support, with any sl2ecific technical comments and requirements as underlined above to be addressed with a revised site plan, prior to consideration of this case by the City Council. .
