2. Additions to Agenda
If any Park Commissioner wishes to add an item to the agenda after the agenda has already been
posted, the agenda item must be proposed at this point in the meeting. The Park Commission

5. City Council Update
This is a reoccurring agenda item to have the City Council Liaison to the Park Commission give
an update at each meeting on what is happening at the Council level. City Council member John
Anderson has been appointed as the Liaison to the Park Commission for 2020.

6. Ditter Properties – 2032-2052 Holy Name Drive Comprehensive Plan Amendment,
Rezoning, Preliminary Plat, Interim Use Permit – Park Dedication Review
Jim and Tom Ditter (Ditter Properties) have submitted land use requests to allow subdivision of
4 parcels they own into 5 lots. The four existing parcels are a total of approximately 25 acres,
and each range in size from 3-8.5 acres, located east of Holy Name Drive and north of Holy
Name Cemetery. The Park and Trail plan does not identify any need for future park land or trails
in this area. As a result, staff recommends that park dedication fee of $8000 be required in-lieu
of land dedication for parks or trails. The Park Commission discussed back in April 2018 and the
consensus at the time was to recommend cash.

Recommended Action: Make recommendation to City Council on park dedication.
7. Hunter Lions Park Concept Plans
The City of Medina hired WSB to serve as the Landscape Architect to lead the process in
designing concept plans for Hunter Lions Park. The Park Commission subcommittee reviewed
preliminary concept plans with WSB on July 14th and provided a number of revisions to the
plans. WSB revised the plans to consider the subcommittees’ recommendations. Shaunna
Newton with WSB will present the updated concept plans to the Park Commission for further
feedback at the meeting. Next steps will be to solicit public feedback through a virtual platform.

Recommended Action: Review concept plans and provide feedback.

8. Hamel Athletic Club – Field Improvement Request
Hamel Athletic Club board members Andy Servi and Ryan Wilson will provide an update to the
Park Commission on the 2020 season and present a request for some additional field
improvements.

Recommended Action: Review request and potentially provide recommendation to city council.
9. Staff Report
a. 2020 Park Commission Goals. Attached is the 2020 goals list. This agenda item will
provide us an opportunity to discuss any progress we have made on our goals.
b. General Items. This agenda item is to give a verbal update on any other general park
items.
Staff representation at the August 19th Park Commission meeting will be Assistant City
Administrator Jodi Gallup, Public Works Director Steve Scherer, and Planning Director Dusty

p.m., which was held telephonically pursuant Minn. Stat. Sec. 13D.021. Park Commission Chair

5) City Council Update
City Council Member Anderson provided an update on recent City Council actions.
6) US Home Corp. (Lennar) – Meadow View Townhomes – N of Hwy 55 – S of
Meander Rd., W of CR 116 – Preliminary Plat – Park and Trail Review
Finke provided a brief staff report for the Meadow View Townhomes preliminary plat
proposal noting that the applicant had taken into consideration the Park Commissions’
comments from the concept plan review at the April meeting. He noted that the updated
plans show private trails within the development with a public trail along the future
Tamarack Drive on the west edge of the neighborhood.

Lee observed that the landscape plan did not show any trees on the south side of the
buildings between the development and Highway 55, which would make the
development very visible from Highway 55.
Sharp questioned if the residents of this neighborhood would use the future Tamarack
Drive or Meander Road as their main entrance/exit. Finke anticipates that most people
would use the future Tamarack Drive.
Jacob suggested marking crosswalks along Meander Road from this development to the
Park at Fields of Medina.
A motion was made by Lee and seconded by Sharp to recommend accepting the future
Tamarack Drive Trail as a public trail. Motion passed unanimously.

7) Hunter Lions Park Concept Plans
Gallup provided an update that the City of Medina had hired Landscape Architect
Candace Amberg with WSB to lead the process in designing concept plans for Hunter
Lions Park. The Park Commission subcommittee held an initial meeting with WSB to
review draft concept plans on July 14th. WSB received direction from the subcommittee
on recommended changes. The refined concept plans will be presented to the Park
Commission at the August 19th meeting for additional comments.
8) Lakeshore Park Concept Plans
Gallup reported that she Scherer, Gallup, and Hutchinson had met with Playground
Design company Flagship Recreation at Lakeshore Park on June 22nd. Flagship
Recreation provide a few draft playground design options and pricing for the Park
Commission to review.
Hutchinson suggested that he canvass/survey the neighborhood to find out what is wanted
in the park before pursuing an upgrade to the playground.

It was discussed that a postcard could be sent to all residents in the neighborhood asking
for feedback in an online survey. The survey should also note the park amenities at Baker
Park to make sure Lakeshore Park and Baker Park’s amenities complement each other.
9) Diamond Lake Regional Trail
Thies noted that Three Rivers Park District has opened their public comment period for
the Diamond Lake Regional Trail. She asked the Park Commissioners to review the plan
options to provide comments back to Three Rivers Park District. She noted that there
were three proposed north-south trail options, which it seemed that two of the options
were mostly along existing roadways.
Morrison noted that while a roadside trail may be boring, the trails through nature areas
cause a larger environmental impact to provide a view, which must be balanced.
It was noted that a trail along Tamarack Drive would be difficult with all the wetlands.
Thies questioned if a trail along the denser area of the city or the rural areas would be
preferred?
Lee stated that he liked the eastern route along Holy Name Lake as that trail runs through
the denser areas of the city where he felt more people would use the trail.
10) 2021-2025 Capital Improvement Plan
Gallup provided an updated 2021-2025 Capital Improvement Plan noting necessary
changes to distribute the Municipal Park Fund out over the next five years.
A motion was made by Morrison and seconded by Sharp to recommend the updated
2021-2025 Capital Improvement Plan. Motion passed unanimously.
11) Staff Report
• 2020 Park Commission Goals – Park Commissioners reviewed the 2020 goals.
• General Items – Scherer reported that the playground curb had been completed at
Medina Morningside Park. Thies reported that she had looked into becoming an
Audubon City, which requires public engagement events, so she advised that
2020 was not the year to pursue this item due to COVID-19 social distancing
restrictions. Sharp reported that a number of grant opportunities had also been
delayed due to COVID-19.

Summary of Request
Jim and Tom Ditter (Ditter Properties) have submitted land use requests to allow subdivision of
4 parcels they own into 5 lots. The four existing parcels are a total of approximately 25 acres, and each
range in size from 3-8.5 acres, located east of Holy Name Drive and north of Holy Name Cemetery.
The applicant has requested approval of the following requests. Staff recommends they be
considered in the following order, since each is contingent upon the previous.
1) Comprehensive Plan Amendment. This amendment would change the future land use of
proposed Lots 1 and 4 from Rural Residential to Low Density Residential and reduce the
Metropolitan Urban Service Area (MUSA) to match reduced size of the sewered lots.
2) Rezoning of Lots 1 and 4 from Rural Residential to Suburban Residential
3) Preliminary Plat for the subdivision
4) Interim use permit to allow two homes on Lot 1 through life estate (no construction on
Lot 4 until 2nd home is demolished).
Three existing homes along with a number of outbuildings exist on the four parcels today and the
parcels share a driveway off Holy Name Drive. Much of the remaining property is wooded.
Holy Name Cemetery is located to the south, the Churchill Farms neighborhood in Plymouth is
immediately to the east, and Holy Name Lake is located to the west of Holy Name Drive. An
aerial of the site can be found at the top of the following page.
Although all of the lots are zoned rural residential (RR), two of the existing four lots are
connected to municipal sanitary sewer, having been connected when sewer was extended to
Lakeview Drive to bail-out failing septic systems along Holy Name Lake around 2000. These
lots are approximately 4.3 and 3.2 acres in size and are guided and zoned Rural Residential.
Essentially, the applicants propose to rezone two sewered lots to Suburban Residential and
shrink the lots. This additional land would allow an additional rural lot to be created.
The applicants submitted a concept plan review for comments over a year ago. The Planning
Commission and Council did not raise concerns with the request. The Park Commission
recommend cash-in-lieu of land dedication.

The applicant proposes a total of 5 lots, two of which are proposed to be zoned SR and served by
City sewer, and three lots which would be zoned RR. The lots are proposed to be served by a
private road in the location of the existing shared driveway. The following table summarizes the
proposed SR lots compared to the requirements of the district.

It appears that the proposed lots meet the minimum lot size standards of the SR and RR zoning
district as applicable.
The existing home on Lot 1 does not meet the minimum front setback from Holy Name Drive
right-of-way (existing 1-foot setback) or the side setback from the north (existing 10 foot
setback), but the subdivision does not affect this situation because these are existing exterior
property lines.
Two existing outbuildings on site are located where a proposed property line bisects the
structures and another outbuilding is located too close to proposed property lines. These
structures will ultimately need to be relocated or demolished. Two of the existing homes are
located on what is proposed to be platted as Lot 1. The applicants’ mother lives in the eastern
house and the applicants request to allow both homes to remain on Lot 1 while their mother lives
in the home. The property is subject to a life estate. After the life estate is no longer in effect, the
applicants propose to demolish the home. Until that is completed, Lot 4 would not be buildable.
The applicants have requested that the City allow them to delay demolition of the second home
and outbuilding through an Interim Use Permit.
The private road is proposed to be constructed in Outlot B, along the south of the property. The
road will be in the location of the existing driveway - but will be widened.
Park Dedication
The subdivision is subject to park dedication according to the subdivision ordinance. The City’s
subdivision regulations allow the City to require park dedication as follows:
1) Land – Up to 10% of the buildable property to be dedicated for park purposes – estimated
to be approximately 2.4 acres in this case.
2) Cash-in-lieu – The City may also choose to accept cash in-lieu of all or a portion of this
land dedication in an amount equal to 8% of the pre-developed market value, with a
minimum of $3500 and a maximum of $8000 per new lot. This would likely be $8,000 in
this case (for the new lot).
3) Combination of the above.

The City’s decision on required park dedication is guided by its Comprehensive Park, Trail, and
open space plan as well as the Master Plan. Map 6-1 from the Park, Trail, and Open Space Plan
is attached for reference. These documents do not identify any need for park land in this area of
the City.
The documents also do not identify future trails specifically on the subject properties. The plans
do identify a north-south trail between Medina Road and County Road 24 to the east of Holy
Name Lake.
The Plan does not identify the precise location of off-street trail corridors. The subject property
may provide an alternative north-south location. A large wetland on the property to the north
would prevent connecting to Medina Road. As such, it appears this alternative may not be
preferred to the connection west of Holy Name Lake.
As a result, staff recommends that park dedication fee of $8000 be required in-lieu of land
dedication for parks or trails. The Park Commission discussed back in April 2018 and the
consensus at the time was to recommend cash.
Potential Action
Move to recommend park dedication cash-in-lieu of land dedication.

Ditter Preliminary Plan Lot Proposal
Ditter Properties and Jim & Tom are submitting a preliminary plan proposing to
subdivide our existing property of 4 lots that we own into 5 lots. The 4 lots total
approximately 25 acres located east of Holy Name Drive and North of Holy Name
Cemetery. At present there are 3 homes located on 3 of the lots- 2052 Holy Name Drive
(Jim & Pam Ditter), 2042 Holy Name Drive (John & Anyce Ditter), and 2032 Holy Name
Drive (Tom & Mimi Ditter). The 4th lot is a vacant 8 acre lot in about the center of the 4
existing lots. The 1st and 2nd homes (2052 & 2042) are now connected to the existing
city sewer system. We are asking the city to consider rezoning these 2 parcels with city
sewer to Suburban Residential, which are now zoned Rural Residential. This would
allow us to reduce the size of the first 2 parcels and allow us to divide the rest of the
existing property into 3 Rural Residential lots. Most of the land is wooded, which we
hand planted a variety of trees over the course of the last 30 years. The back 3 lots are
zoned Rural Residential and they would all be on their own septic systems and separate
wells.
We would also like to ask the city to consider giving us a tree waiver for these lots. All
the trees that will be affected are trees that we personally planted back in the late 80’s
and early 90’s. We purchased the land in 1980 and immediately started planting trees
on the property. Originally we farmed the land and planted corn and beans. We
basically then turned our farm land into a tree farm. The original woods (the area with
the mature oaks, and maples) are on the far north lot where Tom & Mimi live, and that
area will not be affected by any of these changes in the new lots.
The preliminary plan shows the first house (Jim & Pam Ditter) and the 2nd house (John
& Anyce Ditter) on the first lot. The reason for this is that I – Jim Ditter, own both
property’s and our mother has Life Estate. We will not remove her home off of the
property till she is unable to stay living there on her own. At that time, when she is not
living there any longer, we would remove the home so there would only be one home on
the lot ( lot 1). The rest of the out buildings on lot 4 would also be removed at this time.
We also would not sell lot 4 until our Mother is not living there anymore and all the
buildings are removed.
We are doing our best to come up with a plan that will work well for us and the City of
Medina. We, Jim and Tom Ditter, have lived here our entire lives and plan to stay in
Medina long into the future. We also want to keep the 1st home (2052) which is the
original Ditter Homestead built in the 1880’s. We would like to preserve this home as
long as possible.

First, the Hamel Baseball Board of Directors would like to provide an update on our 2020 enrollment.
We closed 2020 enrollment a full month ahead of schedule, and our enrollment numbers increased
from the mid-420’s in 2019 to 510 children ages 4-12 participating in our summer baseball program at
Hamel Legion Park and Hunter Park. This is wonderful news for the league and for the City of Medina;
Hamel Baseball is growing!
Like most sports associations, we were affected by the COVID-19 pandemic. Youth sports were not
allowed to begin limited practices until late May and not able to play games until early July. About 25%
of our registered players opted to take a credit or refund but many kids remained. The board of
directors worked diligently to ensure that we could create a safe return to play for 8-12 year old kids,
including working with the City to procure hand sanitizer for each of the fields. Because of the City’s
support and board’s diligence, we had teams formed and ready to practice the first day allowed.
Likewise, we had games scheduled and played as soon as they were allowed. The City of Medina and
Hamel Baseball were the subject of three broadcast news segments and several newspapers articles.
We are proud to say that through the entire season there was no reported cases of transmission
between any participants, coaches, or spectators. Because of the potential difficulty in kids of smaller
ages social distancing with each other, and the unknowns of conducting a baseball season under the
state’s guidelines, we cancelled the tee-ball and coach pitch seasons. However, after our successful 8-
to 12-year-old seasons, we felt confident we could put precautions in place and have offered a
shortened August season for these kids. Enrollment exceed expectations and capacity and we have a
waiting list of participants. Demand for Hamel Baseball is strong, in large part due to the City’s close
partnership with Hamel.
We are proposing three projects:
1. Convert quad 1 to a Little League field
a. add grass to infield
b. 46 foot mound
c. add a fence at 200 feet, similar to Quad 4 and Lighted
d. Existing 300 foot outfield fence remains (no sections removed)
e. No scoreboard
2. Create 8 mini-teeball/coach pitch fields (4 per field) to the space between the old 300 foot and
new 200 foot fences on Quad 1 and 4
a. Add the following ag-lime to each mini-field
i. 6 foot radius circle around home plate
ii. 30 inch basepaths
iii. 4 foot radius quarter circle around each base
iv. Leave existing grass infield, no mound
3. Re-convert Quad 3 to an intermediate size field
a. add 6 feet of grass to the 1-2nd and 2nd-3rd base paths
b. move mound back to 52 feet
c. Use existing 75 foot base pegs
Our goal with this project at Legion Park is several:
1. Upgrade the experience for all who choose to play Hamel baseball. There are many leagues to
choose from in the West Metro, and we are constantly striving to make Hamel Little League a
premier program by increasing the quality of our facilities. The teeball/coach pitch fields
creation will expand our capacity significantly. It will also free up the grass fields for soccer,
cricket and other activities.
2. Enable more families to choose Hamel by increasing our field capacity. We have waitlists at
every age group in 2020, and we are turning people away to other programs. The residential
expansion in the west metro is bringing more families with children into our district, and we
would like to accommodate as many as possible.
3. Expand the program past 12-year-old kids. Because of the growth in the program, we plan to
field teams at the 13-year-old level in 2021 and going forward. These kids need an intermediate
field and thus the re-conversion of Quad 3. Going forward, we plan to field 14-year-old, VFW
(9th and 10th grade) and American Legion (11th and 12th grade) teams as this class of ages, and
will utilize the Fortin field. We’re excited to provide a home for Hamel Baseball players from tee
ball through high school. We have also developed a closer collaboration with the Hamel Hawks
Town Ball team (shared field maintenance, umpiring, training/coaching).
4. Enable Hamel to host a Little League District and State Tournament in the future. As you will see
in the proposal, adding a new fence and scoreboard to Quad 1 will give us three regulation Little
League fields. This will enable us to host a tournament, which will bring people from outside the
community into the City of Medina for two full weeks in mid-July.
We have invested a great deal of funds in past projects at both Legion Park and Hunter Park. These
improvements include LED lighting on our main field in 2018, and field, bullpen, and dugout
improvements to multiple fields in 2019. This project is no exception, as it will be paid for entirely by
Hamel Baseball. We are not requesting any assistance from the city.
Through these investments, we hope to build on a solid foundation of improvements made over the last
three years. Legion Park is a hub of activity from April-August, and we would appreciate your support in
creating an even better atmosphere and experience for our players.

Annually review Municipal Park Fund asset inventory, determine life of assets,
replacement year, and needed funds for future replacement. Establish process for utilizing
funds from the Robert G Mitchell Jr. Designated Beneficiary Fund. Look into
possibilities and potential volunteers for creating a separate foundation for park
donations.

4. Diamond Lake Regional Trail
Three Rivers Park District has begun the process in identifying land for the Diamond
Lake Regional Trail, which will run north-south through eastern Medina. The regional
trail will start on the south end in Wayzata and run north to Diamond Lake near Rogers.
Three Rivers Park District will work with staff to identify possible locations for the trail
and then bring options to the February 19th Park Commission meeting for a workshop to
determine the best route and alternative routes. The next step will be to engage the public,
which we are proposing holding an “open house” during Medina Clean-up Day on April
25th to reach a larger audience.

5. Bird City Minnesota
Mayor Martin passed along information to city staff on becoming a “Bird City”. The
attached handout provides additional information on what is involved in this process,
which includes:
• Engaging people in educational activities focused on bird conservation
• Protecting, restoring, and enhancing bird habitat
