The Park Commission of Medina, Minnesota met in regular session on May 20, 2020 at 7:00
p.m., which was held telephonically pursuant Minn. Stat. Sec. 13D.021. Park Commission Chair
Ann Thies presided.
1) Call to Order
Commissioners Present: Ann Thies, Terry Sharp, Mary Morrison, Steve Lee, John
Jacob, Angela Bernhardt (joined at 7:26 p.m.)

April 15, 2020 Meeting
A motion was made by Lee and seconded by Jacob to approve the minutes from April 15,
2020 as presented.

5) City Council Update
City Council Member Anderson provided an update on recent City Council actions.
6) Roehl Estate – Preliminary Plat – 1735 Medina Road – Park and Trail Review
Planning Director Dusty Finke provided a presentation on the Estate of Robert Roehl’s
request to subdivide approximately 28 acres of property into two lots at 1735 Medina
Road. He noted that the City’s park and trail plan does not identify the need for park
space in this area. The trail plan identifies bikeable shoulders along Medina Road, which
staff has determined that these shoulders could be accommodated within the dedicated
right-of-way.
Finke noted that the City’s park dedication ordinance allows land, cash, or a combination
to be dedicated for parks, trails and public open spaces purposes. The ordinance allows

up to 10% of buildable land to be dedicated, which would be 2.18 acres for this
subdivision. The cash-in-lieu of land dedication would be 8% of the pre-developed
market value up to a maximum of $8,000 per new residential units. For this application it
would be approximately $8,000.
The Park Commission discussed the subdivision; there was a consensus that there is
sufficient right-of-way for the roadside trail and there was no need for a public park at
this site.
A motion was made by Lee and seconded by Jacob to recommend cash-in-lieu of land
dedication for the Roehl Estate subdivision.

7) Park and Trail Asset Inventory
Park Commissioners began reporting on visits to their assigned parks. The following
observations and suggestions were made:
• Fields of Medina Park – suggestion to use Fibar; noted holes in rubber mats
• Tomann – tree trunk protection tubes are popping off as the trees grow; cable
hanging in northwest corner
• City Hall – Pioneer Memorial sign needs work; pavilion looked weathered;
Wolsfeld cabin has soft wood/rotting behind lilacs
• Hamel Legion Park – Lee created detailed list of all assets that will be a
supplemental spreadsheet to main spreadsheet
8) Staff Report
• 2020 Park Commission Goals – Park Commissioners reviewed the 2020 goals.
Thies asked that the city keep moving forward on hiring a consultant to start the
park concept planning for Hunter Lions Park and for Lakeshore Park.
• General Items:
o Medina Celebration Day – Gallup reported that Celebration Day has been
cancelled for 2020 as there is no way to safely social distance at this event.

o Clean-up Day – Gallup reported that the event date had been moved to
July 18th with modifications to the event to make it a limited contact
event.
o General Items: Gallup announced that the Hamel Athletic Club would be
starting their youth baseball season in June.

2. Additions to Agenda
If any Park Commissioner wishes to add an item to the agenda after the agenda has
already been posted, the agenda item must be proposed at this point in the meeting. The
Park Commission must agree to add the item by motion.

5. City Council Update
This is a reoccurring agenda item to have the City Council Liaison to the Park
Commission give an update at each meeting on what is happening at the Council level.
City Council member John Anderson has been appointed as the Liaison to the Park
Commission for 2020.

6. 2021-2025 Capital Improvement Plan (CIP)
Park Commissioners should review the updated Park Asset Inventory and the notes
section under each park prior to the meeting to discuss any final changes at the meeting.
We will go through the asset inventory at the meeting to determine which park projects
should be budgeted in the Capital Improvement Plan over the next five years. Here are a
few questions to start thinking about:
• City Hall: should we replace the memorial sign or remove it? (see picture on next
page)
• Lakeshore: should we pave an area to include basketball at this park and remove it
from Walnut park?
• Lakeshore: when do we want to start the concept plan/master plan for this park?
• Medina Morningside: will park updates be completed at this park in 2020 or do
we need to move the budgeted funds to 2021?
• Park Entrance Signs: do we need to replant all the entrance signs with perennials?
Should this be in the budget? (see picture on next page)
See attached asset inventory and CIP.
Recommended Action: Make recommendations on 2021-2025 CIP items.
7. Staff Report
a. 2020 Park Commission Goals. Attached is the 2020 goals list. This agenda item will
provide us an opportunity to discuss any progress we have made on our goals.

b. General Items. This agenda item is to give a verbal update on any other general park
items.
Staff representation at the June 17th Park Commission meeting will be Assistant City
Administrator Jodi Gallup and Public Works Director Steve Scherer.

1. List of annual and planned 2020 items
i) January 15th – Annual Goal Setting Session
ii) February 19th – Diamond Lake Regional Trail – Corridor Planning
iii) April 25th (Saturday) – Participate in Annual City Clean-up Day; have booth
promoting Diamond Lake Regional Trail (discuss in March)
iv) May meeting(s) – Annual Park Tour – May 13th (Hamel, Hunter, Rainwater Bike
Tour) and May 20th (bus tour of remaining parks) starting at 5 p.m.

2. Create a list of available parks and trails grant opportunities with timelines. Review
applicable grants as they become available.

3. Municipal Park Funding/Robert G Mitchell Jr. Designated Beneficiary Fund
Annually review Municipal Park Fund asset inventory, determine life of assets,
replacement year, and needed funds for future replacement. Establish process for utilizing
funds from the Robert G Mitchell Jr. Designated Beneficiary Fund. Look into
possibilities and potential volunteers for creating a separate foundation for park
donations.

4. Diamond Lake Regional Trail
Three Rivers Park District has begun the process in identifying land for the Diamond
Lake Regional Trail, which will run north-south through eastern Medina. The regional
trail will start on the south end in Wayzata and run north to Diamond Lake near Rogers.
Three Rivers Park District will work with staff to identify possible locations for the trail
and then bring options to the February 19th Park Commission meeting for a workshop to
determine the best route and alternative routes. The next step will be to engage the public,

Mayor Martin passed along information to city staff on becoming a “Bird City”. The
attached handout provides additional information on what is involved in this process,
