Jones Clerk- Treasurer GREENCASTLE COMMON COUNCIL SPECIAL JOINT SESSION MONDAY, FEBRUARY 3, 2003 7 :00 P.M. CITY HALL The Greencastle Common Council met in a Special Joint Session with Board of Works, CACFID, Redevelopment Commission and the Park Board. Mayor Michael called the meeting to Order at 7:08 p.m.. On the Roll Call, the following Councilmembers were found to be present: Councilor Roach, Councilor Hammer, Councilor Sedlack and Councilor Liechty. Councilor Rokicki was absent. Attached is a list of members from other Boards and Commissions that were present. This meeting was held to discuss Capital Projects for the City of Greencastle. Engineer Morrow recapped the projects discussed at the May 2001 Joint Session. Mayor Michael handed out information regarding a new Agreement with USDA Rural Development on the Old Industrial Site. The Agreement is being reviewed by City Attorney Robertson. If the new Agreement is approved, it will allow the land to be used for a number of opportunities that are restricted with the current agreement. Mayor Michael stated the City has received $1.8 million dollars in grant funds from the State for Indianapolis Road. Engineer Morrow gave information on the City's cost for Indianapolis Road as follows: - Engineering Design $ 230,000.00 - Property Acquisition $ 700,000.00 (This amount applies only if we receive an Grant from INDOT to help with Property Acquisition. Otherwise, the cost of property acquisition is $3.5 million). - Construction Match 458,750.00 (Cost of construction at this time is $2.2 million) - Inspection fees $ 68,813.00 (Inspection fees are normally a percentage of the total cost of the project) Total City Share $1,457,563.00 CT Jones asked if these figures are today's dollars or if they have been projected for 2008 (which is when the project is likely to take place). Engineer Morrow stated these are in today's dollars. Bill Fehribach, A & F Engineering, stated the hardest part of a project like this is the property acquisition. The City cannot approach any property owner regarding property purchase until AFTER the design hearing. 0 Bill Dory discussed creating a TIF District in the area to help offset costs. The taxes raised off " 11 the district in the first year would probably be around $25,000.00, but could eventually end up being around $90,000.00 per year. Councilor Sedlack stated we have all heard about the dire straights of the State Budget and questioned how that will affect this project. Mr. Martin stated that these are actually Federal dollars that are filtered through the State and there should be no problem getting the money already committed to this project. The problem lies in getting INDOT to help with property acquisition. Normally INDOT only helps Third Class Cities with construction matches. We need to get them to change their policies, Mr. Martin continued. Motion to adjourn made by Councilor Hammer at 8:45 p.m., seconded by Councilor Sedlack. Vote was unanimous. ATTEST: Pamela S.
