2.Additions to Agenda
If any Park Commissioner wishes to add an item to the agenda after the agenda has
already been posted, the agenda item must be proposed at this point in the meeting. The
Park Commission must agree to add the item by motion.

5.City Council Update
This is a reoccurring agenda item to have the City Council Liaison to the Park
Commission give an update at each meeting on what is happening at the Council level.
City Council member John Anderson has been appointed as the Liaison to the Park
Commission for 2020.

6.Hamel Athletic Club Request
Hamel Athletic Club (HAC) President Andy Servi and past president Mike Mohs will be
at the Park Commission meeting to provide an update on their program and make a
request for additional field improvements, which will be funded 100% by HAC. The
requested field improvements include installing a new fence on quad 4 to the regulation
little league size, removing parts of the existing fence, which is further out, installing new
entrance gates, and installing a new solar powered scoreboard.
See attached request.
Recommended Action: Make recommendation to City Council regarding the Hamel
Athletic Club request.
7. Diamond Lake Regional Trail – Three Rivers Park District
Three Rivers Park District will be leading the Park Commission through a trail planning
work session to identify various alternative routes for the Diamond Lake Regional trail
corridor, which will run north/south through Medina in the eastern 1/3 part of Medina,
with the entire trail spanning between Rogers and the Luce Line trail in Wayzata. A map
identifying a number of alternatives will be provided at the meeting to help start the
discussion.
See attached memo and corridor map.
Recommended Action: Identify potential issues or possibilities with various alternatives
and suggest other alternatives.

8.Staff Report
a.2020 Park Commission Goals. Attached is the updated 2020 goals list that was created at
the January meeting.
b.General Items. This agenda item is to give a verbal update on any other general park
items.
Staff representation at the February 26th Park Commission meeting will be Assistant City
Administrator Jodi Gallup and Public Works Director Steve Scherer.

A brief introduction of members took place.

A motion was made by Lee and seconded by Jacob to nominate and appoint Ann Thies as
Chair. Motion passed unanimously.

A motion was made by Lee and seconded by Bernhardt to nominate and appoint Mary
Morrison as Vice Chair. Motion passed unanimously.
A motion was made by Morrison and seconded by Lee to nominate and appoint Terry
Sharp as Secretary. Motion passed unanimously.
4) Additions to the Agenda: Lee requested a discussion of the Asset Inventory List during
the 2020 goals agenda item.

A motion was made by Lee and seconded by Thies to approve the minutes from December
18, 2019 as presented. Motion passed unanimously.

8) 2020 Park Commission Goals
The Park Commission discussed their list of annual goals for the year. The following
goals/actions were created in addition to the goals that were already on the list:
• Create a list of available parks and trails grant opportunities with timelines.
Subcommittee: Lee, Sharp, Morrison
• Municipal Park Fund. Annually review asset inventory, determine life of assets,
replacement year, and needed funds for future replacement. Establish process for
utilizing funds from the Robert G Mitchell Jr. Designated Beneficiary Fund. Look
into possibilities and potential volunteers for creating a separate foundation for
park donations. Subcommittee: Lee and Jacob
• Diamond Lake Regional Trail. Work with Three Rivers Park District to identify
possible locations for the trail. Hold public engagement event during Medina
Clean-up Day on April 25th. Subcommittee: Thies and Bernhardt
• Hunter Lions Park Future Concept Plan. Subcommittee: Lee, Jacob, Bernhardt
• Lakeshore Park Future Concept Plan. Subcommittee: Thies and Hutchinson
• Potential Land Acquisition. Look at options for park land purchase in the
Chippewa/Mohawk area. Look for connections to Baker Park. Look for

• 2020 Representation at City Council Meetings – Gallup stated that the 2020 roster
for Park Commission representation at City Council meetings was included in the
packet. She requested that commissioners add their dates to their calendars or
switch dates with another commissioner if they have a conflict. Thies encouraged
commissioners to attend the City Council meetings on their designated dates.

• General Items – Gallup reported that the Hamel Athletic Club plans to attend the
February meeting to request field improvements.

To Whom it My Concern,
First, the Hamel Baseball Board of Directors would like to provide an update on our 2020 enrollment.
We have closed 2020 enrollment a full month ahead of schedule, and our enrollment numbers have
increased from the mid-420’s in 2019 to 460+ children ages 4-12 participating in our summer baseball
program at Hamel Legion Park and Hunter Park. This is wonderful news for the league and for the City
of Medina; Hamel Baseball is growing!
Our goal with this project at Legion Park is threefold:
1. Upgrade the experience for all who choose to play Hamel baseball. There are many leagues to
choose from in the West Metro, and we are constantly striving to make Hamel Little League a
premier program by increasing the quality of our facilities.
2. Enable more families to choose Hamel by increasing our field capacity. We have waitlists at
every age group in 2020, and we are turning people away to other programs. The residential
expansion in the west metro is bringing more families with children into our district, and we
would like to accommodate as many as possible.
3. Enable Hamel to host a Little League District Tournament in the future. As you will see in the
proposal, adding a new fence and scoreboard to Quad 4 will give us two, regulation Little League
fields. This will enable us to host a tournament, which will bring people from outside the
community into the City of Medina for two full weeks in mid-July.
We have invested a great deal of funds in past projects at both Legion Park and Hunter Park. These
improvements include LED lighting on our main field in 2018, and field, bullpen, and dugout
improvements to multiple fields in 2019. This project is no exception, as it will be paid for entirely by
Hamel Baseball. We are not requesting any assistance from the city.
Through these investments, we hope to build on a solid foundation of improvements made over the last
two years. Legion Park is a hub of activity from April-July, and we would appreciate your support in
creating an even better atmosphere and experience for our players.

Master Plan Park Commission Meeting

SUBJ: Diamond Lake Regional Trail Master Plan
Background
Three Rivers Park District is working with the communities of Wayzata, Long Lake, Orono,
Medina, Corcoran, Rogers, and Dayton to create a Master Plan for a future Regional Trail
between Rogers and the Luce Line trail in Wayzata.
The Master Plan process will evaluate various alternative routes through the communities to
hopefully arrive at a preferred route by early 2021. Funding and construction would not be
expected for years into the future, but establishing the route will help the communities and Park
District acquire property when there are opportunities.
The search corridor would be in the eastern 1/3 of the City, between Arrowhead Drive and
County Road 101 in the north and in the area of Tamarack Drive and Hunter Drive in the south.
Three Rivers Park District staff and consultants will provide more information at the Park
Commission meeting and will provide a map with a large number of alternatives to help start
discussion. Park Commissioners are encouraged to identify issues with the various alternatives
and suggest other alternatives.
Commissioners are encouraged to review the attached agenda and aerial photo of the search area
to start thinking about possibilities. The search area shows existing trails in solid green lines and
future City trails with dashed green lines.

Diamond Lake Regional Trail - Master Plan
Project Summary
Background:
Three Rivers Park District is kicking off the master
planning process for future development of a new
north-south regional trail through the western por-
tion of Hennepin County. Identified as the Diamond
Lake Regional Trail (DLRT), the planning process
for this 21-mile long corridor will begin January of
2020.
This future regional trail will connect the commu-
nities of Dayton, Rogers, Corcoran, Medina, Long
Lake, Orono, and Wayzata. The vision for DLRT is
for a 10-foot wide paved, multi-use trail corridor
that will connect areas of high natural resource
value, local parks or trails, and other planned or
existing regional trails in the Three Rivers network.
Users will be able to use the trail for biking, hiking,
dog-walking, running, and in-line skating. As a
regional trail, Three Rivers would be the primary
party responsible for costs related to acquisition,
development, and construction as well as future
operational and maintenance costs.
Public and City Partner Engagement:
Our first step will be to work in partnership with
city representatives to identify and evaluate po-
tential routes. Once several route options are
identified, staff from Three Rivers will visit various
community events providing project information
and soliciting feedback on route alignments. A
proj-ect website with background information,
project extents, and links to an online public survey
and interactive map tool will be developed.
Because of the complexity of the corridor and the
number of community stakeholders involved, we
will be devel-oping monthly project updates that
will be shared with city staff representatives to be
forwarded to parks commissions and city council
members.

4. Diamond Lake Regional Trail
Three Rivers Park District has begun the process in identifying land for the Diamond
Lake Regional Trail, which will run north-south through eastern Medina. The regional
trail will start on the south end in Wayzata and run north to Diamond Lake near Rogers.
Three Rivers Park District will work with staff to identify possible locations for the trail
and then bring options to the February 19th Park Commission meeting for a workshop to
determine the best route and alternative routes. The next step will be to engage the public,
which we are proposing holding an “open house” during Medina Clean-up Day on April
25th to reach a larger audience.

Mayor Martin passed along information to city staff on becoming a “Bird City”. The
attached handout provides additional information on what is involved in this process,
