Introduction of New Park Commissioners Medina residents Angela Bernhardt and Troy Hutchinson have been appointed to the Park Commission for a three-year term expiring December 31, 2022. We will take a few minutes at the beginning of the meeting for introductions. Troy Hutchinson will not be at this meeting, so we will do his introduction at our February meeting. No attachments for this item. 3. Appointment of Officers At the first meeting of each year, the Park Commission nominates and votes on its officers. The positions that the Park Commission will be nominating are: Chair, Vice- Chair, & Secretary. No attachments for this item. Action Required: Nominate and Vote-In Officers. 4. Additions to Agenda If any Park Commissioner wishes to add an item to the agenda after the agenda has already been posted, the agenda item must be proposed at this point in the meeting. The Park Commission must agree to add the item by motion. No attachments for this item. 7. City Council Update This is a reoccurring agenda item to have the City Council Liaison to the Park Commission give an update at each meeting on what is happening at the Council level. City Council member John Anderson has been appointed as the Liaison to the Park Commission for 2020. No attachments for this item. 8. 2020 Park Commission Goals This will be a time to brainstorm different projects the Park Commission wants to accomplish in 2020 and looking forward. Park Commissioners should spend some time creating a list of ideas prior to the meeting. At the meeting, we can discuss ideas, seek volunteer subcommittee members, and create a timeline to prioritize these projects. Staff has started to create a list of possible 2020 goals based on past discussions and direction from the City Council. Please also review the final approved 2020 Capital Improvement Plan. See attached list of ideas and 2020 CIP. 2 Recommended Action: Brainstorm ideas, volunteer for specific roles, and establish goals for 2020. 9. Staff Report a. 2020 Park Commission Representation at Council Meeting. Attached is the roster for Park Commission representation at City Council meetings for 2020. Your attendance provides a park resource and communication liaison between the Park Commission and other City government bodies. If you have a schedule conflict, please arrange a trade with another park commissioner. b. General Items. This agenda item is to give a verbal update on any other general park items. Medina Park Commission Meeting Minutes - DRAFT December 18, 2019 Medina City Hall Page 1 of 2 The Park Commission of Medina, Minnesota met in regular session on December 18, 2019 at 7:00 p.m. at Medina City Hall. Park Commission Chair Steve Lee presided. 1) Call to Order Commissioners Present: Steve Lee, Ann Thies, Terry Sharp, Elizabeth Weir, Jeff Rumsey Commissioners Absent: John Jacob, Mary Morrison Also Present: City Councilmember John Anderson, Public Works Director Steve Scherer, Assistant City Administrator Jodi Gallup 2) Additions to the Agenda: None 3) Approval of the Minutes from: November 20, 2019 Regular Meeting • Page 4, last bullet point, add sentence, “It was suggested that the siren could be moved to Rainwater Nature Area.” A motion was made by Weir and seconded by Thies to approve the minutes from November 20, 2019 as amended. Motion passed unanimously. 4) Public Comments (on items not on the agenda): None. 5) City Council Update Anderson provided an update to the Park Commission on recent City Council actions. 6) Arrowhead Holdings, LLC (OSI) – 4101 Arrowhead Drive Rezoning, Preliminary Plat, Site Plan Review, Amended Conditional Use Permit, Easement Vacation – Park Dedication Review Gallup provided an overview presentation of the applicant’s request for various land use applications to allow for a 75,000 square foot expansion of OSI’s existing building at 4101 Arrowhead Drive and construction of additional parking. Gallup stated that the park dedication ordinance allows 10% of buildable land, which would total 1.91 acres, or 8% of pre-developed market value as cash-in-lieu, which would be approximately $166,250, or a combination of land and cash. She noted that the park and trail plan identifies a future park area to the west of a large wetland, which is west of this site. She also noted that there is an existing trail along Arrowhead Drive and a future trail along Chippewa, which is shown on the north side of the road in the recent corridor study. Medina Park Commission Meeting Minutes - DRAFT December 18, 2019 Medina City Hall Page 2 of 2 Gallup stated that the applicant has requested that the park dedication be deferred on the outlot until development occurs on that site. She noted that the property being developed now is 38.7% of the total calculations, which would equate to $64,410 in park dedication dollars. The Park Commission reviewed the park and trail map and agreed that there would be no reason to take park or trail land dedication for this site. It was noted that the proposed trail along Chippewa should be on the northside of the road where there are more residential lots. A motion was made by Weir and seconded by Lee to recommend that park dedication be provided for the replatted Lot 1, Block 1 as $64,410 of cash-in-lieu fee of land dedication and that the remaining park dedication fee for the outlot deferred until development is proposed on that site. Motion passed unanimously. 7) Staff Report • 2019 Goals – The Park Commissioners reviewed the completed goals for 2019, which included updating the trail plan, completing the municipal park fund engagement events and getting funds incorporated in the 2020 budget, completion of the batting cage fencing, new dugouts at the little league field, and a presentation from the Cricket Association. It was noted that the Park Commission will be establishing their 2020 goals at the January 15th meeting. • General Items – Lee noted that Park Commissioner interviews were recently held and a recommendation for appointments would be presented at the January 7th City Council meeting. Lee thanked exiting commissioners Weir and Rumsey for their dedicated service to the city. 8) Adjourn A motion was made by Weir, seconded by Rumsey and passed unanimously, to adjourn the meeting. Municipal Park Funding The municipal park fund has been established as a park replacement fund. The Park Commission should have a subcommittee of members to annually review park assets to determine the life of assets, replacement year, and needed funds for future replacement. - Subcommittee: Lee and ? 3. Diamond Lake Regional Trail Three Rivers Park District has begun the process in identifying land for the Diamond Lake Regional Trail, which will run north-south through eastern Medina. The regional trail will start on the south end in Wayzata and run north to Diamond Lake near Rogers. Three Rivers Park District will work with staff to identify possible locations for the trail and then bring options to the February 19th Park Commission meeting for a workshop to determine the best route and alternative routes. The next step will be to engage the public, which we are proposing holding an “open house” during Medina Clean-up Day on April 25th to reach a larger audience. - Subcommittee: ? 4. Robert G Mitchell Jr. Designated Beneficiary Fund & Potential Donors The Medina City Council has requested that the Park Commission discuss the possibility of establishing a group of volunteers to lead the efforts in working with foundations to raise awareness for our park needs and the potential to donate to our park program. A next step may be setting up a separate foundation for park donations, but this cannot be run by city employees. - Subcommittee: ? 5. Bird City Minnesota Mayor Martin passed along information to city staff on becoming a “Bird City”. Next, decide on your Bird City team  A Bird City team is a collaboration of elected officials, community leaders, local bird clubs or Audubon chapters, interested residents and natural resource agencies.  Schedule an intro to Bird City with Audubon Minnesota – an introduction to becoming a Bird City and its benefits for your community. 3. Put together an application (and application fee)  Your Bird City team will use the materials and resources that they received during the presentation by Audubon Minnesota.  The application is shared with the City Council and the Mayor; the Mayor will sign before it’s submitted. We want to be sure the whole community is involved!  Submit to us for review. We will follow up and work with you to make sure your plan for becoming a Bird City is a good fit. 4.
