AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, CHANGING, AMENDING, AND
MODIFYING THE ZONING MAP OF THE ZONING CODE OF THE CITY OF JEFFERSON, BY
REZONING FROM RU RURAL USE TO M-1 LIGHT INDUSTRIAL, PROPERTY ADDRESSED AS
3015 MILITIA DRIVE LOCATED AT THE NORTHEAST CORNER OF HIGHWAY 50 AND MILITIA
DRIVE, GENERALLY DESCRIBED AS PART OF THE NORTHWEST QUARTER AND PART OF
THE NORTHEAST QUARTER OF SECTION 30, TOWNSHIP 44 NORTH, RANGE 10 WEST,
JEFFERSON CITY, MISSOURI.
WHEREAS, It appears that the procedures set forth in the zoning code relating to zoning have in
all matters been complied with.
WHEREAS, The zoning ordinance requires consistency between the comprehensive plan and the
zoning map and the proposed zoning change would not necessitate a change to the
Comprehensive Plan Development Plan Map, as amended by the County-Wide
Thoroughfare Study.
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON,
MISSOURI, AS FOLLOWS:

• The City Council of the City of Jefferson, Missouri, will hold public a hearing on Monday,
September 18, 2006 at 6:00 p.m. in the Council Chamber of the John G. Christy

facilities, other zone changes, new growth trends, neighborhood deterioration, or
development transitions.
The general area has been targeted for industr•ial/connercial development.
The proposed rezoning is compatible with other development in the area.
C. There is a community need for the proposed rezoning.

The 1996 Comprehensive Plan did not hhchtde this area. It has been identified in
the City/County Through fare Plant and the City's ttraster plot fa•i asiewater
facilities as industrial and commercial.
C. The proposed zoning is compatible with the zoning and uses of property nearby.
The sating is compatible with the zoning to the north and the ovderall plat for
the area.
f. Public and community facilities, which may include, but are not limited to,
sanitary and storm sewers, water, electrical service,police and fire protection,
schools, parks and recreation facilities, roads, libraries, and solid waste collection
and disposal, are available and adequate to serve uses authorized under the
proposed zoning.
The developer is working with the City for the extension ofsanitary seiner to
sen-e the entire basin. All other utility needs and public sen ices are available.

A traffic impact analysis has been provided to indicate the potential number of
• new trips generated and provisions are provided to mitigate impacts of high
traffic-generating projects.
A site specific traffic impact sttndv is not being provided at this time. The primary
access to the site hill be•j•on Militia Drive with a secondart'access f•on Algoa
Spur. A sketch plat fo•the development is provided with the submittal. Tr•afc
impact data will be provided as required during the platting process.
IN. Authorized uses shall not adversely affect the capacity or safety of the street
network in the vicinity of the property.
Prelindnary meetings have been conducted with MoDOTfor access. Militia
Drive is an arterial street capable of handling any anticipated growth.
i. Potential environmental impacts (e.g., excessive storm water runoff, water
pollution, air pollution, noise pollution, excessive lighting, or other environmental
harms) of authorized uses shall be mitigated.
Environmental issues are being addressed as a part of the preliminary planning.
The permit process has been initiated with the Corns of Engineers and DNR.
Other environmental issues will be addressed with f tttn•e platting and site specific
plaits.

surrounding community to accommodate the zoning and community needs.
There is an adequate amount of land available; most of the area remains
undeveloped.

Vanderfeltz,property owners,to rezone 79.24 acres from RU Rural to M-I Light industrial to accommodate
the future development of a business park. The property is located at the northeast corner of Highway 50
and Militia Drive,generally described as Part of the Northwest Quarter and part of the Northeast Quarter of
Section 30,Township 44 North, Range 10 West,Jefferson City, Cole County, Missouri.

Location and Zonine of Subiect Site
The subject site is located northeast of the US Hwy 50/63-Militia Drive interchange, within the"Algoa"
area, annexed to the City in 2003. The Vanderfeltz ownership is divided between RU Rural Use and M-1
Light Industrial zoning. The subject site is currently used as a dairy farm and is zoned RU Rural Use.
Nat-ore of Request
The purpose of the request is to allow the development of an industrial or business park, which would be
consistent with other land uses in the vicinity.
Zonine and Use of Nearbv Properly
Property to the east, west, and south is currently zoned RU, Rural Use. An M-I Light Industrial district
• abuts the north side of the subject property. Several major industrial sites and uses exist within this
industrial area, including Chamber of Commerce industrial sites, Scholastic, Modern Litho Print, State
Emergency Management Agency,Ike Skelton Training Facility and two maximum security prisons(Algoa
Correctional Center and Jefferson City Correctional Center). immediately adjoining the site to the north is
America Building Products (Vanderplats, LLC ownership);about 1200 feet north of the site is Command
Web Offset Company and ALPLA Manufacturing.
Access/rrafiic
The applicant has indicated that primary access to the site will be from Militia Drive with a secondary access
from Algoa Road. Traffic impact data will be provided as required during the development planning and
platting process.
Allowed Uses
The RU Rural District is intended for very low density residential uses and the continued operation of
existing crop farms and ranches. No industrial uses are allowed in RU districts;however,some heavy uses
including airports, mining operations and barge docking may be conditionally permitted by the Board of
Adjustment.
The M-1 Light Industrial District accommodates limited light industries that manufacture and assemble
finished products with limited land use impacts, as well as allowing some specific commercial uses.
Examples of permitted industrial uses include manufacturing and production, machine shop welding,
wholesale sales and distribution facilities, storage and loading,and recycling operations.

• Comprehensive Plan
The 1996 Annexation Plan,incorporated as part of the City's Comprehensive Plan described the Algoa area
as the most important industrial area in the Jefferson City area because of large expanses of relatively flat
land. This area has also been identified as future industrial and/or commercial in the County-wide
Thoroughfare Study and the City's Wastewater Master Plan.
Public Facilities and Services
Public services and utilities are being planned for extension into the area.
Staff Recommendation
Support the request to rezone the property from RU to M-1.
