AUTHORIZING THE YEAR 2011 ALLIANCE AGREEMENT BETWEEN THE
BOROUGH OF CAR,TERET Ai\'D THE COUNTY OF MIDDLESEX
'\VHEREAS, the Interlocal Services Act, N.J.S.A. 40:8A-I et.seq. encourages counties
and municipalities to enter into interlocal contracts for the joint provisions of services in
order to effectuate economies in government costs to help reduce local property taxes and
provide legal authority and procedures to effectuate such agreements; and
'VHEREAS, the County of Middlesex, (the "County") and the Borough of Carteret (the
"Borough") are desirous of entering into such an interlocal services agreement to provide
alcoholism and drug abuse prevention and education services to 1vliddlesex County
residents who are also residents of the Borough ofCarteret; and
'WHEREAS, pursuant to said agreement, the County. is willing to provide the Borough
the sum of$20,149.00 from a trust account established with State grant :funds; and
Vi'HEREASJ pursuant to the agreement, the Borough must provide matching funds in the
amount of $20,149.00 cash and in~kind services prior to receiving the aforementioned
sum from the County; and
\VHEREAS" the County and the Borough are authorized to enter into the above
described agreement 'without public advertisement for bids for the same pursuant to
N.J.S.A40: 11-5(2); and
"'HEREAS, in accordance with N.J.S.A.40:8A.4, said proposed contract is available
and open to public inspection at the office of the Carteret Municipal Clerk, 61 Cooke
Avenue,
Carteret, New Jersey, between the hours of 8:00A.M. and 4;00 P.M.

NOW, THERFORE, BE IT RESOLVED by the Mayor and Council of the Borough of
Carteret as follows:
1. That the Year 2011 Alliance Agreement between the County of Middlesex
and the Borough ofCarteret for a period of one (1) year from January 1, 2011
to December 31, 2011.
2, That the Mayor and Clerk are hereby authorized to execute the Year 2011
Alliance Agreement.
3. That the original and three (3) copies of this executed year 2011 Alliance
Agreement, with the Borough seal affixed thereto, shall be fonvarded to the
Middlesex COlmty Alliance Coordinator, and a copy of the same shall be
forwarded to the Carteret Alliance Coordinator.
Adopted this 9" day of September, 2010 and
certified as a true copy of the original on
September 10th. 2010.
