April 14,1952.
The regular meeting of the Town Commission was held at the
Town Hall in the Town of Gulf Stream, County of Palm Beach and
State of Florida, at -yen o'clock A.M. April 14 1952, with
Town Commissioners Lindsay, Iglehart, Clarke, koyce and Bauer
present. Town Attorney C.Y.Byrd was also present.
Mayor Lindsay opened the meeting and informed the Commission
that a notice of the holding of this meeting had been published
in the Delray Beach News in its issues of March 14,20,27th and
April 3rd 1952, and that he files with the Commission a proof
of publication of said notice -- which notice in effect notified
all interested property owners of the Town that the Town Comm-
ission would take up at this meeting for consideration the intro-
duction and passage on first reading of a complete and compre-
hensive Zoning Ordinance of the Town.
In view of the importance of the consideration of said Zoning
Ordinance:
Commissioner Royce moved that the rules governing the time for
the holding of this meeting and all other rules set forth
in the Code of Ordinances of the Town be waived, and that the
Commission proceed to conduct any and all business which may
come before it on behalf of the Town.
Commissioner Clarke seconded said motion, and on roll call
the vote was as follows: Commissioners Iglehart, Clarke, Royce,
Bauer and Lindsay voted "yes "; Commissioners voting "no" none.
Mayor Lindsay declared the motion carried by unanimous vote.
Mayor Lindsay informed the Commission that due to the wide
spread interest in the new Zoning Ordinance, and with the presencd
of the following citizens, tax payers and other interested persons,
namely:
David H. Annan Earl M. Major L.D.Kern
Fford Burchell Henry V. Pope R.L.Calamia representing
W.L.Christenson H.J.Roig Pierre L. Bailly
Wm.T.Jebb,Jr. W. Winslow
and some others
who are here for the purpose of discussing with the Commission
said new Zoning Ordinance, he suggested that the regular order of
business be dispensed with and that the Commission take up
immediately for consideration the introduction and passage, on
first reading, of the new Zoning Ordinance as prepared by the
Town Attorney.
Commissioner Clarke moved that the regular order of business of
the Town be postponed until later on in the meeting, and that the
Commission proceed with the consideration of the new Zoning Ordin-
ance. Commissioner Iglehart seconded the motion and on roll call
Commissioners Royce, Bauer, Clarke, Iglehart and Lindsay voted
"yes ", and those voting "no" none..

After more than tow hours of open discussion by the various pro -
perty owners and other interested persons who were present, and the
Commissioners, several suggested changes and amendments were agreed
upon and written into the new Zoning Ordinance, as approved by the
Commission, on the suggestion of the property owners.
Thereafter the Commission proceeded in regular session to consider
said Zoning Ordinance and Zoning Map as finally compiled and prepared
by the Town Attorney.
On motion by Commissioner Royce the new Zoning Ordinance, together
with its accompanying map of the Town of Gulf Stream,Florida, was
introduced and read in full -title to said Zoning Ordinance being as
follows:
An Ordinance to Promote the Health, Safeytgp Morals and
General Welfare of the Inhabitants of the Town of Gulf
Stream, Florida: to Facilitate the Adequate Provision
of Transportation, Sewerage, Water, Schools Parksand
other Public Requirements; To Regulate and Aestrict the
location and Use of Buildings, Structures, Land and Water for Trade, Industry, Residence er Other Purpose; to
Regulate and Restrict the erection, Construction,
Reconstruction or Alterations of Buildings; to regulate
and Restrict the Height , number of Stories, and Size of
all Buildings and Structures, and the size of all Yards and other
Open Spaces Surrounding Buildings; to Regulate and Restrict
the density of population, and for all said Purposes to
Divide the Town into Districts of sych number, Shape and
Areas as may be best Suited to Carry out these Regulations
and Amendments; to Provide for its Enforcement; Providing
for Special Exceptions in event of Hardship, and Providing
Penalties for the violations hereof.
Commissioner Clarke seconded said motion and on roll call the vote
was as follows: Commissioners Iglehart, Royce, Clarke, Bauer and
Lindsay voting "yes ", those voting "no17 none.
Commissioner Iglehart moved that said Zoning Ordinance be passed
on its first reading, and on roll call the following Commissioners
voted in favor of the motion: Commissioners Clarke, Iglehart,Royce,
Bauer and Lindsay; those voting "no" none.

The Commission then continued its regular meeting.
The reading of the minutes of the last meeting held on March 10th,
1952 were read and approved, as each Commissioner had been furnished
a typewritten copy of said minutes. Upon motion duly made, seconded
and unanimously voted, the minutes were approved and ordered filed.
The Commissioners approved the payment of the attached list of bills
paid by check numbers #1001 to #1014 inclusive.
It was reported to the meeting that 3,669,900 gallons of water had
been furnished to the Town of Gulf Stream by the Gulf Stream Golf Club
during the month of March 1952 for which the Town is to pay the Gulf
Stream Golf Club $439.08. The resale of water to individuals amounted
to $806.00

It was reported that during the month of.March 1952 one General
Contractors License had been issued .
The Bank Balance after withdrawals of checks to #1014 inclusive
was $53596.28 with checks on hand for deposit amounting to $275.20
The Mayor suggested that in view on.increased operating expenses
for the year 1952, that the tax millage for the year be increased
over last year, that the millage be increased up to but not exceed
8 mills. This met with the approval of the entire Commission.
It was upon motion duly made, seconded and unanimously carried
that the Town of Gulf Stream, Florida, enter into a Fire Protection
Contract with the City of Boynton Beach, Florida as of April 18th,
1952 for the ensuing year. The charge to be $400.00 plus additional
charge of $75.00 for each call up to 2 hours of time. Over that time
the regular rate for fireman answering calls. The Commissioners
then appointed Mayor L. Seton Lindsay and Town Clerk Wm.J. Bauer
to Negotiate said contract.
There being no further business to come before the meeting it was
voted to adjoin.
