Orleans Renewable Energy Committee

Chair Jim Hungerford called the meeting of June
13, 2013 of the Orleans Renewable Energy
Committee to order at 4:06PM in the Skaket
Meeting Room at the Orleans Town Hall. For Official Use Only
Present: Jim Hungerford, Dave Hubbard, Victor Noerdlinger. Paul Rooker,
Finance Com. Liaison. Interested public, Paul Cass.
Absent: Dick Philbrick, Chris Galazzi, David Abel, Liaisons John Jannell,
Conservation; and Sims McGrath, BOS.
• Chair Jim Hungerford opened the meeting by congratulating Sims McGrath
on becoming Chairperson of the Board of Selectmen. He then reviewed
the status of the members. Dick Philbrick has agreed to become an
associate member, Victor Noerdlinger will serve another full term of 3
years, David Abel will become a full new member for 3 years, and Paul
Cass will become an associate member for a 3 year term.
Chair gave a short update on the status of renewable energy in the State of
Massachusetts. Summarized a report that explained goals set by Governor
Patrick for solar and wind projects. Has met the solar goal but has fallen
short on the wind energy projects.
Chair explained a computer, excel spreadsheet, which has been prepared
by the Department of Environment Resources(DOER). This spreadsheet is
called the "Solar Carveout" and contains 5,999 solar projects within the
State. DOER will periodically update information within the spreadsheet.
Orleans has three projects on list.
41 Jim went over a question that was raised by Blue Wave Capital involving
Zone "1" areas around well heads and what is allowed. Jim has discussed
• with Andrew Wade of My Generation and is drafting a letter to DEP Brian
Dudley for clarification on what is allowed with in the zone.
Jim went over the article in the Cape Cod Times on the solar ventures by
CVEC and Broadway Electric which received $120M in funding. Questions
were asked to John Jannell and Ron Collins on the current status of
Orleans projects. Jim also asked John and Ron about the possibility of
Orleans joining other cape towns in a combined effort to build a larger solar
farm. Any participating towns would be able enjoy "virtual net metering
credits". Blue Wave is in the process of building a 6MW solar farm in
Plymouth MA.
Jim is still researching the possibility of getting at least two budgetary
estimates for the solar project at the water treatment plant.
Would David Abel be willing to supply committee with one ?
There will be a Climate Caucus held at the Cape Cod Community College
on 6-17-2013 from 5:30-9:OOPM. Intent is for many cape energy committee
members to attend.
The minutes of 5-9-2013 were approved with the correction of one spelling
error by 3-0-0.
