A. Approve Appointment of Officer Dave Hall to Sergeant – The sergeant promotion
process occurred this spring. Staff recommends the appointment of Dave Hall to the open
sergeant position. Hall will attend the July 5 City Council meeting for a swearing-in
ceremony.

VII. NEW BUSINESS
A. 2382 Highway 55 Rezoning Request – Alexander Petrashov, the applicant, requests to
rezone 2382 State Hwy 55 from Commercial Highway (CH) to Business (B) on 3.28 acres.
The subject site is currently the Medina Motel, which is located west of Oakalee of Medina,
east of North Metro Landscaping, and north of State Hwy 55.
If the City Council supports the rezoning to B, the following actions could be made:
1. Move to adopt the ordinance rezoning 2382 Highway 55 to the Business zoning
district.
2. Move to adopt the resolution authorizing publication by title and summary.

four items related to the Preserve of Medina, Reflections Dental, a rezoning request, and 35

Martin read aloud the draft resolution recognizing Dave Hall for 20 years of service. 41

Nelson thanked Dave Hall for his work in the Police Department and the many duties he 43
has fulfilled during that time. 44

B. Audit Presentation 49
Martin recognized the hard work of both the audit team and City staff to prepare for the 50
audit and manage the financial details of the City. 51

Justin Nilson, Abdo, thanked the City for continuing to use Abdo for this process and 2
commended City staff for their cooperative efforts during the process. He reported a 3
clean, unmodified opinion on the 2022 financial reports. He stated that there were no 4
instances of noncompliance found. He reviewed the two findings related to the 5
preparation of financial statements, which is not a new finding and is common for small 6
cities and related to a material audit adjustment. He provided additional details on the 7
general fund, reserve fund, special revenue fund, capital project fund, and enterprise 8
funds. 9

DesLauriers noted that there are gaps in some of the funds related to cash balance and 11
required balance. 12

Nilson commented that everything within the cash reserve should be tied to a future 14
plan/project. He commented that what is a lot or a little is dependent on the plans of the 15
City in the future. 16

DesLauriers asked for comparisons to other cities. 18

Nilson commented that the cities do not compare to each other because they each have 20
different challenges and ages of infrastructure. He stated that from the perspective of 21
the enterprise fund, he does see costs going up with aging infrastructure noting that 22
some cities have planned for those expenses while others have not and will have to 23
issue debt. He stated that Medina does have a nice balance with where it sits with cash 24
balances which has been consistent throughout the past three years. He also reviewed 25
per capita and comparison information. 26

M. Approve Letter of Support for Fee Waivers for Melrose Commons 32
Johnson noted that this item does not require four votes and therefore action could occur 33
with three Council Members. 34

Cavanaugh explained that he is in support of the project in general and thinks utilizing 36
TIF is an excellent way to help the project. However, he has reviewed the financial 37
documents and still has questions and is not ready to commit to the fee waiver. 38

Martin thanked Cavanaugh for his input. She noted that in December of last year staff 40
presented a policy proposal related to how funds could be used for affordable housing 41
through a fee waiver process. She reviewed the calculation that was determined to be 42
used in order to spread those funds between different affordable housing projects. 43

Barnhart commented on the funds that are set aside for affordable housing and the 45
County program the City participates in. She confirmed that they developed an 46
equitable formula to be used that would assist in affordable housing development. 47

Finke provided additional details on the requirement for participation in the County 49
program and how the calculation was determined in order to provide equity to those 50
proposing affordable housing. 51

Cavanaugh stated that he does agree to some type of contribution in order to check the 2
box but still has some questions and wants to ensure there would be additional funds 3
available. 4

Martin noted that the overall commitment will be less because of the recent 4d property 6
tax reduction with the use of TIF. 7

DesLauriers commented that the fund has just been growing and now the City has an 9
opportunity to use some of those funds, but the fund would receive additional allocations 10
each year. 11

Cavanaugh referenced the price point of these homes compared to existing homes. 13
14
Martin commented that part of the cost would be related to the structural steel that would 15
be needed. She commented on the difference in building townhomes compared to an 16
apartment building with underground parking. 17

Cavanaugh commented that he wants to support this and believes it would be a good 19
project for the area, but he is just not there yet. 20

Martin noted that there would be another opportunity to look at the final costs. She 22
stated that this request is simply related to the contribution. 23

Barnhart commented that the per unit reduction is not based on the money on hand but 25
is a projection of what would be accrued over time and would not prohibit the City from 26
committing to a future project. 27

Cavanaugh appreciated that but stated that he still has an issue with the cost. He stated 29
that public dollars are being requested by a private developer which would result in a 30
high-end unit price. 31

Sally Rabban from CommonBond commented that they are a nonprofit not a private 33
developer. She stated that Commonbond is the developer. She stated that 34
Commonbond typically does not do underground parking but worked with the City to 35
meet that requirement. She stated that typically their projects are four stories, whereas 36
Medina only allows three stories. She noted that the underground parking increased the 37
cost by $30,000 per unit. She stated that Commonbond is not profiting from this project, 38
only paying its staff for their work on the project. She stated that Commonbond is 39
purchasing the land, building the project, will continue ownership, and manage the 40
building. She commented on the experience Commonbond has in development. 41

DesLauriers agreed that the cost per unit is excessive but stated that he is not getting 43
caught up on that price if the fees are fixed through the policy. He stated that the 44
contribution per unit has been set, regardless of the end unit price. 45

Cavanaugh commented that he does feel more comfortable knowing it is a nonprofit. 47

Finke explained that an affordable housing project has a strategy in funding, therefore 49
having funding support from a municipality assists the project in gaining points for the 50
major funding mechanism. 51

Cavanaugh confirmed the total City contribution to be $260,000 between the fund and 2
TIF. 3

Martin commented that she believes that to be a good number that she is comfortable 5
with as long as the project does not change. 6

waivers for Melrose Commons. Motion passed unanimously. 9

VIII. NEW BUSINESS 11

A. Hackamore Road Improvement Project (7:54 p.m.) 13
Johnson stated that the City has been working on plans for this project since 2020 in 14
conjunction with the City of Corcoran. He stated that a Joint Powers Agreement has 15
been developed and it has been requested that the City Council accept the lowest 16
responsible bid for the proposed project, which came in under the engineer’s estimate. 17

Stremel stated that the City has been working on this project for several years. He 19
stated that the bids have been received and staff is asking for the project to be awarded. 20
He reviewed the project corridor and noted that the stormwater has been provided 21
offsite. He noted that the project would have four phases, as proposed, and reviewed 22
the proposed improvements. He provided details on the open house meetings held for 23
the public where they were able to answer some questions. He reviewed the total 24
project cost and noted a large portion of the project costs are being funded outside of the 25
two cities. 26

1. Resolution Accepting Bids and Awarding the Contract 29
Moved by Martin, seconded by DesLauriers, to adopt the resolution accepting the lowest 30
responsible bid and awarding the contract to Valley Paving, Inc. for the Hackamore 31
Road Improvement Project in the amount of $5,445,445.00, contingent upon approval by 32
the Corcoran City Council. Motion passed unanimously. 33
2. Joint Powers Agreement 34
Moved by Martin, seconded by Cavanaugh, to approve the Joint Powers Agreement 35
between the cities of Corcoran and Medina. Motion passed unanimously. 36

B. Updated Contract for Fire Protection with Loretto Fire Department (8:04 38
p.m.) 39
Anderson stated that the merger between the Loretto Fire Department and Hamel Fire 40
Department has been completed and therefore a new contract for services is needed. 41
He stated that this would be done by amending the existing contract for services and 42
provided an overview. 43

Martin noted a handwritten date which she did not feel appropriate and asked that date 45
be updated as of July 1, 2023. 46

Anderson confirmed that date would be updated. 48

Johnson stated that Medina has been asked to be the local government unit by the 3
Highway 55 Corridor Coalition to pursue funding for Highway 55 improvements. He 4
confirmed the consensus of the Council in support. 5

Martin noted that she attended the Long Lake Fire Department meeting earlier today and 8

SUBJECT: Sergeant Appointment
Background
A second sergeant position was included in the 2023 budget. We posted the position
internally in March. On the final day of the application period, Officer Dave Hall was the
only applicant. Officer Hall has served with the department for 20 years in multiple roles
and has a master’s degree in police leadership. Officer Hall will attend the July 5 City
Council meeting for a swearing-in ceremony.
Recommendation
We recommend the appointment of Officer Dave Hall to the position of Sergeant
effective July 1, 2023, with an hourly wage (non-exempt) of $47.57. This is a non-union
position; Officer Hall will proceed in accordance with the City Personnel Policies.

Summary of Request
Alexander Petrashov, the applicant, requests to rezone 2382 State Hwy 55 from Commercial
Highway (CH) to Business (B) on 3.28 acres. The subject site is currently the Medina Motel,
which is located west of Oakalee of Medina, east of North Metro Landscaping, and north of State
Hwy 55.
The subject property currently has a motel and outbuilding on
the lot. The applicant has indicated that they intend to
redevelop the site with construction of a warehouse,
showroom, and outdoor storage area for their construction
business. The applicant currently has his business Spotless &
Seamless Exteriors at 8715 Jefferson Hwy N. Osseo, Mn.

Access
The subject site has two frontages, one on State Hwy 55, and the other off Chippewa Road.
Access onto the site is off Chippewa Road. The applicant does not have a site layout currently
for future development of the lot.
Rezoning Request
The Applicant proposes to rezone the subject property to the Business (B) zoning district. The
subject site is currently zoned Commercial Highway and guided Business in the Comprehensive
Plan/Future Land Use Plan.
The City’s general practice is to zone property intended for Business development as either
Business (B) or Business Park (BP). The purpose statement of each district is as follows:
“Business (B) Purpose. The purpose of the Business (B) district is to provide for a zoning
district for a mix of office, high quality light industrial, and larger-scale retail and service
uses with proximity to arterial roadways. Development shall include high quality and
attractive building materials and architectural design as well as extensive landscaping to
limit impacts on surrounding land uses and shall be integrated and coordinated in a way to
most efficiently utilize site improvements and to protect the natural environment.”

“Business Park (BP) Purpose. The purpose of the Business Park (BP) district is to provide
an attractive, high quality business park primarily for office, high quality manufacturing and
assembly, and non-retail uses in developments which provide a harmonious transition to
residential development and neighborhoods by: 1) conducting all business activities and
essentially all storage inside buildings, 2) consisting of low profile, high quality and
attractive buildings which blend in with the environment, 3) providing open space, quality
landscaping and berming which achieve a park-like setting; 4) including berming and
buffering of parking, loading docks and other similar functions; and 5) protecting and
enhancing the natural environment.”

Rezoning City Council Meeting
Staff believes the rezoning to B is appropriate based on the property already being guided B in
the Comprehensive Plan, and the fact that the parcel abuts Highway 55. Property to the east is
similarly zoned B and the City recently rezoned the Cates Industrial property to the northwest as
B as well.
The City has guided much more property for Business uses than Commercial uses. The Growth
and Development map and zoning map are below for reference. The Business land use allows for
warehousing and assembly.

Analyzing the Request
The applicant does not have immediate plans to develop the property, but rather do general
cleanup of the site. The motel is a permitted use in the CH zoning district and a Conditional Use
in the B district. A CUP was granted for the motel under the zoning that existed prior to CH.
The change in zoning would not require additional approvals for the motel to remain until the
site is redeveloped. The applicant has indicated that their intent is that the motel will eventually
be demolished, and the site will be redeveloped as warehouse, showroom, and will have an
outdoor storage area for his construction business. Warehouses and showrooms are permitted
uses and the outdoor storage is an accessory use with restrictions that cannot exceed an area
equal to 10 percent of the gross area of the lot or 20 percent of the footprint area of the principal
structure, whichever is less. The list of requirements for outdoor storage are provided within the
pages to follow.

Planning Commission Recommendation
The Planning Commission held a public hearing on the request at their June 13 meeting. No one
spoke during the public hearing. Planning Commissioners noted that it seemed to make sense to
make the zoning more consistent with the land use guiding and recommended approval of the
rezoning from CH to Business.
Staff Recommendations/Potential Action
The City has a high level of discretion when considering requests for rezoning. As described in
Section 825.19, zoning amendments “shall only be used as a means to reflect changes in the
goals and policies of the community as reflected in the Plan or changes in conditions in the
City.”
Staff recommends approval of the rezoning request. The proposed rezoning would be consistent
with surrounding parcels and is consistent with the Comprehensive Plan. The uses (warehousing)
are also planned to the northwest of the subject property.
As such, staff recommends approval of the Rezoning subject to the following conditions:
1) A Site Plan Review is required at time of development of the lot.
2) All comments from the City Engineer shall be addressed.
3) The Applicant shall pay to the City a fee in an amount sufficient to reimburse the City for
the cost of reviewing the rezoning and related documents.
If the City Council supports the rezoning to B, the following actions could be made:
1. Move to adopt the ordinance rezoning 2382 Highway 55 to the Business zoning
district.

2382 HIGHWAY 55
THE CITY COUNCIL OF MEDINA, MINNESOTA ORDAINS AS FOLLOWS:
Section 1. The City of Medina (the “City”) has received a request to amend its zoning
map to rezone 2382 Highway 55 from the Commercial-Highway district to the Business (B)
zoning district.
Section 2. The property to be rezoned is legally described in Exhibit A, attached hereto.
Section 3. The official zoning map of the City of Medina shall be amended to change the
zoning classification of the Property to Business (B).
Section 4. The amendment to the zoning map is displayed on the map attached hereto as
Exhibit B.
Section 5. A copy of this Ordinance and the updated map shall be kept on file at Medina
City Hall.
Section 7. The City Zoning Administrator is hereby directed to make the appropriate
changes to the official zoning map of the City to reflect the change in zoning classifications as
set forth above.

Land Use Application Review
A) 2382 Highway 55 Rezoning – Alexander Petrashov has requested to rezone the subject property
from the Commercial-Highway (CH) district to the Business (B) district. The subject site is
guided Business in the City’s comprehensive plan. The Planning Commission held a public
hearing at the June 13 meeting. Staff intends to present to Council on June 20.
B) Preserve of Medina (fka Blooming Meadows) – east of Holy Name Dr, north of CR24 – Tim
Boser has requested PUD General Plan and Preliminary Plat approval for a 5-lot rural
subdivision. The applicant proposes to restore a large area of wetlands and create a wetland
bank in addition to the lots. The Planning Commission held a public hearing at the June 13
meeting and unanimously recommended approval. Staff intends to present to the Park
Commission on June 21 and City Council on July 5.
C) Reflections Dental Site Plan Review – 872 Highway 55 - Nitya Investments has applied for a
Site Plan Review to construct a new commercial building. The existing building is proposed to
be demolished and the site redeveloped. The Planning Commission reviewed at their June 13
meeting and unanimously recommended approval. Staff intends to present to the Council on
July 5.
D) School Lake Nature Preserve 3rd Addition and PUD Amendment – School Lake Nature
Preserve LLC has requested to separate the area of the formal garden from one of the lots within
the development. The garden area is proposed as a stand alone outlot. The Planning
Commission reviewed at their June 13 meeting and unanimously recommended approval. Staff
intends to present to the Council on July 5.
E) 1225 Maplewood Concept Plan – John and Lisa James have requested review of a concept plan
for a three-lot subdivision. Staff is conducting preliminary review and will schedule for a public
hearing when complete, potentially at the July 11 Planning Commission meeting.
F) Cates Industrial Park – Comprehensive Plan Amendment– Oppidan has submitted preliminary
plat and site plan review for a 310,000 square foot warehouse/office development east of
Willow Drive, north of Chippewa Road. The Planning Commission held a public hearing at the
March 14 meeting and recommended approval. The City Council adopted approval documents
on May 16. Staff will await final plat application.
G) Meander Park and Boardwalk – Meander Rd, east of Arrowhead Dr – Medina Ventures had
requested PUD General Plan and Preliminary Plat approval for a development to include four
residential units north of Meander Rd, and commercial uses south of Meander Rd including a
venue, restaurant, daycare, and speculative retail space. The City Council granted amended
PUD and Final Plat approval at the April 18 meeting. Staff will work with the applicant to
finalize the conditions of approval in anticipation of construction this summer.
H) Loram/Scannell Medina Industrial – Loram and Scannell have submitted materials for the City
to prepare an EAW for a warehouse/industrial development east of Arrowhead Drive, south of
Highway 55, to the south of Loram’s existing facility. The council granted approval of the

preliminary plat and site plan review at the February 7 meeting. The Council granted final plat
approval on 5/2/2023. Staff will work with the applicant on conditions of approval. The
applicant hopes to start construction in June.
I) 3844 Linden Dr E. – Highlands PUD Amendment – Joe McCusker has requested an
amendment of the design standards of the Medina Highlands PUD to allow a deck to extend off
the side of his twinhome unit. The amendment would apply only to this lot. The Planning
Commission held a public hearing at the April 11 meeting and City Council approved on May 2.
The project will now be closed.
J) BAPS Site Plan Review – 1400 Hamel Road – BAPS Minneapolis Medina has requested an
amendment to their approved site plan review. The applicant has submitted updated
architectural information based on the City’s updated regulations pertaining to architectural
elements. The applicant has also proposed minor adjustments to the site layout previously
approved. The Council reviewed at the November 9 meeting and recommended approval. The
Council approved the amended Site Plan Review at the December 6 meeting. The applicant has
indicated that they may potentially begin construction during the fall of 2023.
K) 500 Hamel Road Apartment Concept Plan – Medina Apartments LLC has requested review of
a concept plan review for development of a 97-unit apartment building at 500 Hamel Rd. The
Planning Commission held a public hearing at their August 10 meeting and Council provided
comments on August 16. The developer met with neighbors on September 12 and the parties
have indicated that they will meet again to discuss the project.
L) Hamel Townhomes Final Plat – 342 Hamel Rd – Hamel Townhomes, LLC has requested final
plat approval for a 30-unit townhome development. The Council granted final plat approval on
August 16. Staff will work with the applicant to finalize documents prior to beginning of
construction.
M) Ditter Heating and Cooling Site Plan Review – 820 Tower Drive – Ditter Heating and Cooling
has requested a Site Plan Review for an approximately 5,000 square foot addition to its building.
The application is incomplete for review and will be scheduled for a hearing when complete.
N) Pioneer Trail Preserve – This project has been preliminarily approved and the City is awaiting
final plat application.
Other Projects
A) Vacation – I will be on vacation much of next week and be back in the office on 6/26.
B) Hackamore Road – the cities of Corcoran and Medina have executed the Joint Power
Agreement and have entered into the contract with Valley Paving. Private utilities were
planning to start work this week and street work is anticipated near the end of July.
C) Peg’s Countryside Café Addition – Rene Calle has requested Administrative Site Plan Review
for an addition to the rear of Peg’s Countryside Café. Updated materials were recently
submitted and are under review.
D) CommonBond TIF and Fee Waiver requests – staff is providing CommonBond with
supporting documentation for their application to Minnesota Housing.

RE: Department Updates
A few weeks ago, we received our two new patrol squads. We are in the process of preparing to start
the teardown of the old squads and setting up of the new ones. After these are set up, all squads in the
fleet will have the same logo. Last year we started working on rebranding in the department and
changed our squad look like the American flag. We are excited to see our entire fleet looking the
same. We have received many positive compliments from the public about the new look.
This past week, Loretto Public Works Director Jeff Leuer retired from the City of Loretto. On July 1st
he will become the first fulltime fire chief of the West Suburban Fire District. Jeff advises he will still
do some consulting work for the City of Loretto as needed on a monthly basis until others get up to
speed on the position.
At the police department we are preparing for a busy summer/fall planning for the Cops ‘n Bobbers,
Hamel Rodeo, Nite to Unite, Medina Celebration Day, and the Loretto Fun Fest/Loretto Fire 75th
Anniversary celebration. These are all great community events where we enjoy meeting and
interacting with the public in a positive light.

On 05/31/2023 officers were dispatched to a possible domestic in the Target parking lot. It was
reported a female had hit a child, but it is unknown what was going on between the two. Upon arrival
in the area officers located the two females walking towards the Medina Inn. The females were found
to be a mother and her 11-year-old child. The mother reported recently finding out that her child had
been going to Target and stealing merchandise. Today when she came home, she realized her child
was not at the house. She went to Target and found her child inside attempting to steal again. The
child ran from the mother and the mother chased her down in the lot until catching her and was
escorting her home when police found them. Witness did observe the mother strike the child three
times while in the lot. The case has been forwarded to Hennepin County Child Protection for review.
On 06/01/2023, officer was contacted regarding a past action of damage to property at OSI. Officer
learned on Monday when returning to work they discovered someone had been doing burnouts in the
parking lot over the weekend. They reviewed video footage and were able to identify the driver and
vehicle involved. The vehicle was found to be associated with Tint Pros, a business in the
Automotorplex. OSI stated they wanted to be good neighbors with the Automotorplex and simply did
not want this conduct to happen again. Contact was made with the business owner and the driver at
the time of the incident, and both were warned that the driving conduct needed to cease. Both were
apologetic.
On 06/01/2023, officer was contacted by BCA regarding a threat that had been reported to the
FBI. Officer learned a father reported his daughter had received threatening text messages which he
believed where threats to her life. BCA was able to identify the first name of a possible suspect which
was a classmate of the victim. Investigator contacted the Wayzata School Resource Officer, and two
females were identified as being involved in the threats. Both had parents contacted and a meeting
arranged. The school was going to handle the incident.
On 06/01/2023, officer was called to a suspected intoxicated female in the Target lot. Staff reported a
female arrived to pick up an online order and was driving erratically and having difficulty getting in
and out of her vehicle. Staff reported the female had left stating the female in question had placed the
order at the Plymouth Target and came to the Medina Target instead to pick it up. The information
was forwarded to Plymouth PD who located the female at their Target and ultimately placed her under
arrest for DWI.
On 06/02/2023 at 2251 hours, officers were called to a disturbance at Hamel Legion Park. It was
reported people were hanging out after a ballgame drinking and leaving the field lights on. Officer
was able locate the group and told them they needed to leave the park now that the game was over.
They were now in the park after hours.
On 06/06/2023 at 0151 hours, officers were called to an apartment fire in Loretto. The apartment
complex at 201 Medina Street was found on fire when first responders arrived. Loretto Fire was able
to contain the fire and put it out quickly. Several residents were displaced due to smoke and fire
damage to their units and were being assisted by the Red Cross with finding alternative places to stay.
On 06/07/2023 at 2055 hours, officers were dispatched to a traffic complaint westbound on Highway
55 from Plymouth. Multiple callers reported a vehicle driving all over the road. The vehicle was
located driving the wrong way on Arrowhead Drive. When an officer attempted to stop the vehicle,
the vehicle drove off at slow speeds but refused to pull over. The officer was able to force the vehicle
to stop by pulling in front of it and braking. The driver was found to have no license and was
intoxicated. He was arrested for failing to stop for police and DWI.
On 06/08/2023 at 1320 hours, officer was called to a suspected forgery in progress at Hamel
Bank. Officer learned an elderly customer was attempting to withdraw $19,000 in cash and suspected
she was being scammed. Officer learned the bank questioned the female who reported she had
received a call from a grandchild reporting they were in an accident and needed bail money. The bank
was able to convince the female that she was being scammed and the transaction was canceled.
On 06/07/2023 officer responded to a fraud report at Site One Landscaping on Hamel Road. Officer
learned someone had called ordering a piece of expensive equipment and reported the purchase was
for Minneapolis Schools and was able to provide information that the business believed was legit. A
delivery person arrived and picked up the item and a short time later, after becoming more suspicious,
the company contacted Minneapolis Schools and found they had not ordered the piece of
equipment. The business was able to call the delivery person who brought the equipment back but
refused to take it off his trailer until he was paid for his time. Officer told the driver he could remove
it or be arrested for possession of stolen property. The driver asked to be arrested. He was arrested
and the equipment was unloaded anyway.
Investigations:
Sent case to County Attorney for charges in criminal sexual conduct case.
Continued returning stolen property back to victims in property case.
Received and closed out HRO violation as unfounded.
Sent case to County Attorney for charges in criminal sexual conduct case from 2022.
Received and closed two MAARC reports.
Assisted patrol in arrest of subject for possession of stolen property/obstruction.
Received fraud/theft case involving a riding aerator machine.
Received lost/possible stolen property case of high dollar jewelry item.
Investigations currently has 7 active/open cases.

Streets
• The Clydesdale Trail project is moving forward into phase two. There will be a full
closure near County 101 for a day or two as we work near the intersection and do a
full pavement removal. The curb has been replaced and the paving should be
complete by June 23.
• The Highlands will be paved in conjunction with the Clydesdale Trail project as we
have the same contractor and can utilize some of the same equipment mobilization.
• Public Works is busy installing gravel and dust control on the few gravel roads left in
the city.
Water/Sewer/Stormwater
• The water system is pumping a large amount of water already as we inch towards
what is likely to be another drought year. The new filter media should help keep up
with the demand. Staff will evaluate data at the end of the summer and decide if we
need to move towards the expansion of the treatment plant.
• Water and sewer extensions to the Adams Pest Control construction site are being
installed and the lift station project will begin with the force main boring in a week or
two.
Parks/Trails
• Pickleball Courts are up and running and are a big hit in the park. As you know we
have had many compliments and a few complaints. Staff plans to discuss the
feedback with the park commission at the June 21st meeting. We anticipate they will
make a recommendation for some sort of reduced hours.
• Staff will also discuss the 2024-2028 CIP with the park commission at the June 21st
meeting, and review and update the parks asset inventory.
• As time permits, Lisa is working to strengthen relationships with girl/boy scout
groups and national honor society students to offer projects (gardening, friends of the
park, pet waste awareness) that will fulfill student volunteer requirements.
• Park usage is in full swing, with that brings numerous service requests from residents.
We’re delighted to know our residents take advantage of these important amenities,
however keeping up with the inquiries is very challenging.

• Through the Friends of the Park program, Marilyn and Connie Fortin adopted the sign
monument at Hamel Legion Park. Mary Shimshock once again adopted the sign
monument at Hunter Lions Park and Rainwater Nature Area.
Personnel
• Derek is on paternity leave and all is well with the Reinking family. Joe Ende and the
guys immediately grouped to figure out a game plan for the tasks at hand. I’m
reminded again of just how devoted these guys are to their jobs, the City, and each
other. To say I’m proud of them is an understatement.
