OPPOS1NG ASSEMBLY BlLL A-2852
WHEREAS, Assembly Bill A-2852, released by the Assembly Housing and Local Government
Committee, revises requirement that library tax be assessed against equalized value of property;
and
\VHEREAS, as such, A-2852, would revise the funding mechanism for the funding of municipal
free libraries, currently the law requires that the 1/3 of a mill per dollar assessment of library
ta.xes be against the equalized value of property, and so library tax revenues automatically
i increase as equalized assessments increase, in many cases providing a library with more revenue
I than it actually needs; and
\VHEREAS, A-2852 would require the tax to be imposed against the assessed value of property
so that the equalization process does not act to inflate the library tax revenues; and
\VHEREAS, the New Jersey League of Municipalities strongly opposes AR2852 as released and
has requested that all of its members to go on record similarly opposing the same.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of
Carteret, County of Middlesex, State of New Jersey, as follows:
1. That the Borough of Carteret hereby opposes Assembly Bill A-2852 released by
the Assembly Housing and Local Govenunent Committee.
2. That a copy of this Resolution be forwarded to the New Jersey League of
Mllllicipalities.
