CALL TO ORDER: Pursuant to the Agenda posted on April 24, 1987, Mayor Gi- llanders called the adjourned meeting of the City Council to order at 7:30 p.m. on Tuesday, April 27, 1987, in the Commu- nity Room of the City Hall. 2. ROLL CALL: Present: Councilmen- Atkins, Dennis, Froehle, Swain, Gillanders Absent: Councilmen -None Also Present: City Manager Koski, Parks and Recreation Director Kobett, Acting Planning Director Tooker 3. JOINT STUDY SESSION WITH PARKS & RECREATION COMMISSION Parks & Recreation Commissioners present: Burlingame, Caswell, Crump, Shaw, Adams A. TEMPLE CITY PARK DEVELOPMENT Steve Ling, Consultant from Recreation Systems, Inc. presented the preliminary design for the construction of the picnic shelter and relocation of the Tots play equip- ment in Temple City Park. The plan was reviewed with input from members of the Parks and Recreation Commis- sion. City Council concurred that the proposed plan was in basic conformance with the design guidelines previ- ously established. On motion by Councilman Atkins, seconded by Councilman Swain, and unanimously carried, the preliminary design plans were approved. B. LIVE OAK PARK The Parks & Recreation Commission expressed their concern with controlling vandalism to the turf and irrigation system at Live Oak Park due to unauthorized vehicle entering the park during the early morning hours. Council felt that more information was needed as to what type of perimeter barricades and regulations would be adequate to deter vehicles from entering the facilities. Responding to Council inquiry, Steve Ling, Consultant, indicated that a preliminary study could be done for approximately $400 -$500. On motion by Councilman Froehle seconded by Councilman Dennis, and unanimously carried, staff was authorized to proceed with a preliminary study to identify an appropriate means to restrict vehicles from entering into the park; authorized the necessary expenditures; and amended the adopted budget in the amount of $500 accordingly. 430 Council Minutes, April 27, 1987 - Page 2 C. TEMPLE CITY UNIFIED SCHOOL DISTRICT REQUEST FOR FUNDING City Council reviewed the recommendations received from the Temple City Unified School District and staff memo of April 16 pertaining to the operation of the Swimming Pool at Temple City High School. After a review of the cur- rent operations of the pool facility, Council determined that the City should continue to support the summer swim program on a shared fifty -fifty basis with the school district. Councilman Dennis was not in agreement stating his belief that the City should pay that proportionate share that equates with the - community use and the School District should pay their proportionate share based on the school district use as it relates to their programs and activi- ties. D. BRICK DUST - MAINTENANCE OF VARSITY FIELD AT TCHS The City had earlier received correspondence from the school district requesting the City's participation in the purchase of brick dust for the varsity baseball diamond. The total cost was $1400; the City's share is $500; with the remaining portion being shared by the Temple City Unified School District and youth baseball leagues. Councilman Swain moved to authorize the expenditure of $500 as the City's contribution for maintenance of the varsity field at TCHS; amended the adopted budget accord- ingly; and authorized the $500 also be included in the FY 1987 -88 budget, seconded by Councilman Atkins and unani- mously carried. 4. JOINT MEETING WITH PLANNING COMMISSION AND DOWNTOWN REVI- TALIZATION COMMITTEE Planning Commissioners present: Abraham, Breazeal, Muto, Coolman Mayor Gillanders opened the continued public hearing. The Planning Commission, through Resolution No. 87- 1313PC, recommended to City Council, proposed amended uses in the C -1 zoning district. Rick Konrad, representing the Downtown Revitalization Committee, reviewed the correspondence ad- dressed to the City dated April 16, 1987, in which the Down- town Revitalization Committee recommended modifications to the Planning Commission Resolution No. 87- 1313PC. The most significant change recommended by the Revitalization Committee was the inclusion of business and professional office use in the C -1 Zone. Commissioner Breazeal expressed the Commissions concern regarding the inclusion of Business and Professional Office Use due to the potential parking conflict between customers and employees and also the ultimate adverse impact on the existing retail business entities. The City Council reviewed the proposed uses submitted by the Revitalization Committee in their letter of April 16. After an extensive discussion, City Council concurred with the following changes: Modify Business and professional offices (however, if the busi- ness entity is more than 1250 square feet then the use must provide the required off - street parking spaces and is subject to obtaining a conditional use permit). Council Minutes, April 27, 1987 - Page 3 Delete: Heating and Air conditioning Sales Pet Grooming General category of Retail Stores Add: Electrolysis Mail Services Mail Shops Barber Shops Beauty Shops Classes for non - professional, recreational and educa- tional services Dispensing opticians Medical Labs Councilman Atkins introduced for first reading by title only Ordinance 87 -605 an Ordinance approving a Code Amendment to Permit Additional Uses in the C -1 Zoning Classification. Councilman Swain moved to waive further reading, seconded by Councilman Dennis and unanimously carried. The City Council requested that the Planning Commission commence the review of the present zoning of C -1 -R, C -1 -0, and recommend appropriate changes to the Zoning Map and recommend development standards for commercial uses. 5. ADJOURNMENT: On motion by Councilman Froehle, seconded by Councilman Atkins, and unanimously carried, the meeting adjourned at 10:45 p.m. The next regular meeting of the City Council will be held on May 5, 1987, in the Council Chamber at 5938 North Kauffman Avenue,, Temple City.
