HomeMy Public PortalAbout2011-016 Resolution Receiving Feasibility Rpt for Hunter Dr. SouthMember Martinson introduced the following resolution and moved its adoption: CITY OF MEDINA RESOLUTION NO.2011-16 RESOLUTION RECEIVING FEASIBILITY REPORT AND CALLING FOR PUBLIC HEARINGS ON HUNTER DRIVE SOUTH IMPROVEMENT PROJECT AND LEVYING SPECIAL ASSESSMENTS FOR SAME WHEREAS, pursuant to a resolution adopted by the city council on February 15, 2011, a feasibility report has been prepared by Bonestroo as the city's consulting engineer regarding street improvement projects on Hunter Drive South, and the report was received by the city council on March 15, 2011; and WHEREAS, the project will consist of mill and overlay work in the areas described in the report; and WHEREAS, the report provides information regarding whether the project is necessary, cost-effective and feasible. NOW, THEREFORE, BE IT RESOLVED, by the city council of the city of Medina, as follows: 1. The feasibility report is hereby accepted and the project is determined to be necessary, cost-effective and feasible. 2. The project shall be constructed using the City's 2011 materials bids for the mill and overlay portions of the work. 3. The city council shall consider the making of such improvements in accordance with the feasibility report and assessing benefited properties in accordance with the city's special assessment policy and pursuant to Minn. Stat., Chapter 429. The estimated total costs of the project is $127,026. 4. Public hearings to consider the making of such improvements and the levying of special assessments related thereto shall be held at 7:00 p.m. in the council chambers at Medina city hall on May 3, 2011. 5. City staff is authorized and directed to prepare plans and specifications for making the project. 6. City staff is directed to prepare the appropriate notices for the improvement hearing and assessment hearing and to cause the proper published and mailed notices to be given for the public hearings as required by law and in accordance with the above schedule. Resolution No. 2011-16 March 15, 2011 7. The amount of the project to be specially assessed against benefited properties in accordance with the city's special assessment policy and Minn. Stat. Chapter 429 is $27,946. 8. The city clerk, with the assistance of the city engineer, shall forthwith calculate the proper amount to be specially assessed for such improvement against every assessable lot, piece or parcel of land within the area affected without regard to cash valuation and shall file a copy of the proposed assessment in the clerk's office at city hall. Assessments shall be payable in equal annual installments extending over a period of seven years, the first installment to be payable on or before the first Monday in January, 2012 and shall bear interest at the rate of 4.50 percent per annum from the date of adoption of the assessment resolution.
