Recording or Taping Notification : "As required by the Open Meeting Law we are informing you that the Town will be videotaping and/or audio taping this public meeting. In addition, if anyone else intends to either video or audio tape this meeting they are required to inform the chair. " We request that all cell phones be turned off or to vibrate. 1 . Discussion and votes on conditional award letters for the following : a. Cape Cod Museum of Natural History MOTION to approve the award letter with discussed revisions and subject to edits by Town Counsel. MOVED by Rollie Bassett, Seconded by Bill Klein VOTE : 7-0-0 b . Cape Rep Theater MOTION to approve draft award letter subject to edits by Town Counsel. MOVED by Rollie Bassett, Seconded by Diane Pansire VOTE : 8 -0-0 c . Brewster Affordable Housing Trust MOTION to approve draft award letter subject to edits by Town Counsel and creation of a model grant agreement for housing trusts , 1 Community Preservation Committee Minutes : October 24, 2018 MOVED by Rollie Bassett, Seconded by Faythe Ellis VOTE : 8 -0-0 2 . Review and votes on CPC Town Meeting warrant articles There are two CPC Town Meeting warrant articles . The first article is related to the four funding requests that CPC is recommending to voters at Town Meeting. The second is related to a budgetary transfer to reallocate $ 1 . 15 million in the 30% fund, with 50% going to the Open Space account, 10% going to the Housing fund, 10% going into the Historical account, and the remaining 30% remaining in the 30% fund . MOTION to approve the two CPC Town Meeting articles pending any edits by Town Counsel and to include the unexpended funds in the budget transfer article should they become available prior to Town Meeting. MOVED by Rollie Bassett, Seconded by Faythe Ellis VOTE : 8 -0-0 CPC will go before the Select Board to present articles on October 29 and before the Finance Committee on November 14 , 13 . Review and discussion of updated CPC project list . Elizabeth stated that she was unable to obtain or print the information needed for this discussion. Once obtained she will provide a copy to the Chair for review and will also provide copies for the other CPC members and the public at the November 14 meeting. 4 . Preparation for required annual public hearing on CPA needs and possible funding requests- November 14 , 2018 . The Chair explained the typical process for the annual public hearing. He explained that he will do a short presentation on the history of the CPC, how much money has come in, how much has been spent in the various areas, talk about some of the projects , and talk about what is likely expected to be available for funding . Sharon has already worked on an updated budget sheet which shows how much will be available in all the reserve funds at the end of the year should all the articles at Town Meeting be approved. Typically, at the public hearing they provide the public with a one-page document from the CPA Coalition about eligible activities , the project sheet, the budget sheet, bond payments , and CPC applications . An email was sent out to individuals who may be interested in attending the public hearing . Members who have additional individuals they would like to be included in the notification should send the names and emails to Sarah. The Chair also encouraged personal invitation by members especially for those who may be interested in submitting an application for CPC funds . Sharon asked the Chair if the public hearing would be a time to go over the percentages that are allocated to the different funds . The Chair stated that he could explain the percentages but in the 2 Community Preservation Committee Minutes : October 24, 2018 Spring may be a better time to have any discussion on potential changes to the percentages . Elizabeth explained that there can be no change until after June 30 , 2020 . 5 . Progress reports/updates on open CPC projects . Elizabeth stated there are no updates on the Long Pond land acquisition as they are still waiting to hear back from the state . However, they are going before the Cape Cod Commission on November 1 just to get the subdivision done . Closing is still scheduled for January. CPC will likely need to do short-term borrowing for this purchase . Rollie explained that the Tennis Courts are complete and the project was completed under budget by roughly $ 10, 000 . The bike ways have been completed and closed . All funds were utilized for the project. For the Legacy Historic Projects at Brewster Baptist and the Cobb House, Town Counsel has sent the historic preservation restrictions to the respective attorneys . To date only Brewster Baptist has been reviewed and there were some concerns so there are ongoing discussions . Both are slowly moving along . Jill provided an update on housing. The housing trust is up and running and has been meeting regularly. Also, the accessory dwelling unit bylaw amendment has been done by the Planning Board to be presented at Fall Town Meeting . Additionally, as far as the Subsidized Housing Inventory there was the sale of one of the affordable homes, one is also scheduled to close tomorrow ( 10/25/ 18), and six Habitat for Humanity homes were recently completed . Jill explained that she has submitted through the Commonwealth a request for certification of the housing production plan. With the Brewster Woods proposed project of 29 affordable rentals that does meet the threshold to have the housing production plan certified so that process has been started . Brewster Woods will be applying for funding from DHCD in February. The Millstone Road property the Select Board has made a request to the Mass Housing Partnership to complete a pre4easibility study. Someone from Mass Housing Partnership is coming to start that process on Friday 10/26/ 18 . The surveying has also been completed by Outermost. They are looking to join the parcels together so they will be one single parcel. 6 . Vote to approve minutes of October 10, 2018 meeting . MOTION to approve the minutes of the October 10, 2018 meeting with the discussed revisions. MOVED by Rollie Bassett, Seconded by Diane Pansire VOTE : 8-0-0 7 . Announcements None . 3 Community Preservation Committee Minutes : October 24, 2018 8 . Items that the Chair could not reasonably anticipate None . 9 .
