MINUTES OF THE BOARD OF ASSESSORS
Date : November 15 , 2018 — Regular Session

Present : Chair Belinda Eyestone ; Members G . Howard Hayes and Diane Salomone ;
Deputy Assessor James Gallagher ; Senior Department Assistant Erika Mawn
Call to Order : Ms . Eyestone called the meeting to order at 5 : 42pm .
1 . Report of the Deputy Assessor : Mr . Gallagher reported on office staffing and welcomed
the new Senior Department Assistant , Erika Mawn .
2 . Discuss Supplemental Billing (MGL Chapter 59 , Section 2D ) : The Board discussed
Supplemental Billing and the limitations of Supplemental Billing without an in- house
inspection staff. Without a more robust inspection program the town would see no benefit
from Supplemental Billing . In addition, by not opting out of Supplemental Billing the Board
of Assessors would be subject to granting more abatements . Ms . Eyestone made the motion
to recommend to the Select Board to Opt Out of Supplemental Billing (MGL Chapter 59 ,
Section 2D ) . Mr . Hayes seconds , approved unanimously .
3 . Classified Land Applications ( Chapter 61 , 61A & 61B )
Mr . Hayes moved to approve the list of Classified Land Applications as recommended by the
Deputy Assessor . Ms . Eyestone seconded motion , approved unanimously .
4 . Review and approve Regular Session Meeting Minutes
• April 19 , 2018
• October 22 , 2018
Mr . Hayes moved to approve the regular session minutes of April 19 , 2018 and October
22 , 2018 , Ms . Eyestone seconds , approved unanimously .
5 . Topics the Chair did not reasonably anticipate : Barnstable County Assessors Association
will hold its Annual Meeting on November 30 , 20181
Executive Session (To comply with or act under the authority of, any general or special law or
federal grant- in- aid requirements : MGL Chap . 59 Sec . 60 and MGL Chap . 214 Sec , 113 )
At 5 : 51pm Ms . Eyestone made the motion to go into Executive Session for the reason noted
above , not to return to regular session . Ms . Salomone seconded the motion . Roll call vote :
Hayes — Aye ; Eyestone — Aye ; Salomone — Aye ; approved unanimously .
