Mayor ProTem Man called t he City Counci l Regular Meeting to order at 7:30p.m. in the Council Chambers located at 5938 Kauffman Avenue, Temple C ity. 2. ROLL CALL PRESENT: Cou ncilmember-Chavez , Fish , Yu , Man ABSENT: Council member-Sternquist ALSO PRESENT: C ity Manager Cook , City Attorney Vail, and City Clerk Kuo Counc ilmember Yu made a motion to excuse Mayor Sternquist for cause . Seconded by Councilmember Fish . 3. INVOCATION Mr. Mohammad Ahad from Masjid Gibrael , 1301 E. Las Tunas Drive , San Gabriel , provided the invocation in Arabic and Eng l ish . 4. PLEDGE OF ALLEGIANCE C ity Manager Cook led the pledge of allegiance . 5. CEREMONIAL MATTERS-PRESENTATIONS A. TEMPLE STATION EXPLORER POST 2 50 Deputy Oscar Cantu , Explorer Coordinator, introduced the Temple Station Explorer program and Temple Station Explorer Post 250 . Councilmembers presented a certific ate recognizing the Temple Station Ex plorer program to Deputy Cantu . B. ARBOR WEEK POSTER CONTEST WINNER Councilmembers presented certificates of recognition to this year's poster contest winners : Brooklyn Perez, La Rosa Elementary S chool -3rd grade City Council Minutes March 20 , 2018 Page 2 of 6 Mikayla Soto, Cloverly Elementary School -4th grade Kacey Ly , Cloverly Elementary School-5th grade C . TEMPLE CITY HIGH SCHOOL STUDENT CLUB- FUTURE BUSINESS LEADERS OF AMERICA Councilmembers presented a certificate of recognition to the Temple City High School Future Business Leaders of America student club for their representation of their school and community at competitions . 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Lucy Liou , Temple City resident , commented on "Taking Back Our Commun ity " program . 7. CONSENT CALENDAR Councilmember Chavez made a motion to approve the remainder of the Consent Calendar Items . APPROVAL OF MINUTES The City Council is requested to review and approve : 1. Minutes of the Special City Council Meeting of March 6 , 2018 ; and 2 . Minutes of the Regular City Council Meeting of March 6 , 2018 . Action : Approved . B. PLANNING COMMISSION ACTIONS The City Council is requested to rev iew the actions of Regular Planning Comm ission Meeting of February 27 , 2018 . Action : Received and fi led . C . AFFIRMATION OF CITY COUNCIL REORGANIZATION DATE Pursuant to Sect ion 601 (c) of the City's Charter, City Council is requested to affirm the date of C ity Council reorganization . City Council Minutes March 20 , 2018 Page 3 of 6 Action : Affirmed City Council reorganization to occur on April 3, 2018 . D. FINAL SUBDIVISION MAP APPROVAL FOR PARCEL MAP NO. 73547 , A LOT SPLIT SUBDIVISION AT 9632 LEMON AVENUE Approval of the final map will allow the property owner to record the map and start construction of a single-family residence on each of the the subdivided lots . Action : 1. Reviewed and approved the final subd ivision map for Parcel Map No . 73547 ; and 2 . Authorized the City Clerk to certify Parcel Map No. 73547 . E. ADOPTION OF RESOLUTION NO . 18-5320 ORDERING THE ENGINEER 'S REPORT TO ESTABLISH LIGHTING AND MAINTENANCE DISTRICT ASSESSMENT RATES FOR FISCAL YEAR (FY) 2018-19 Pursuant to the 1972 State Lighting and Landscape Act, the City is ordering an engineer's report as required for each fiscal year in which assessments are levied and collected for its Lighting and Maintenance District. Action : F. VISA CARD REPORT Adopted Resolution No. 18-5320 ordering the preparation of the Lighting and Ma i ntenance Assessment District annual engineer's report for FY 2018-19 . The City Council is requested to receive and file the Visa Card Report. Action : Received and filed. G . ADOPTION OF RESOLUTION NO . 18-5321 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2017-18 The City Council is requested to adopt Resolution No . 18-5321 authorizing the payment of bills . UPDATE FROM CITY MANAGER Shared that he will be attend i ng a "Taking Back our Commun ity" meeting t his week and will report back to Council. 13. UPDATE FROM CITY ATTORNEY Reported on Senate Bill 827 "Transit Rich Housing Bonus". 14. COUNCIL REPORTS REGARDING AD HOC OR STANDING COMMITTEE MEETINGS A. SCHOOL DISTRICT/CITY STANDING COMMITIEE (Councilmember Cha vez and Counc ilmember Fish)-Formed 1/3/2012 Counc ilmember Chavez reported on the standing committee 's meeting on March 15 , 2018 . The standing committee discussed the potential future use of the school district headquarters park ing lot and City's assistance with school safety and security . Councilmember Fish made comments on the Temple City High School 's "National School Walkout" on March 14 . B. LAS TUNAS DOWNTOWN REVITALIZATION STANDING COMMITIEE (Councilmember Chavez and Councilmember Yu )-Formed 2/18 /2014 No report . C . COUNCILMEMBER YU Congratulated Mayor Sternquist on the del ivery of State of the City . B. MAYOR STERNQUIST -Absent C. MAYOR PRO TEM MAN Commented on the Mayor's Prayer Breakfast , the State of the City , last week 's Neighborhood Watch meeting , and invited the public to attend ne xt week 's monthly meeting with the Sheriff. He also invited the public to attend the upcoming Easter Egg Hunt event at Live Oak Park and the City Council Reorganization on April 3 . D . COUNCILMEMBER CHAVEZ Congratulated Mayor Sternquist on the delivery of the State of the City and requested that the Council meeting be adjourned in memory of June Snell and Mayor Sternquist's mother, Ysela Rodriguez . He also reported on the activities of the Youth Committee . E. COUNCILMEMBER FISH Commented on the Temple City High School musical and Mayor's first p rayer breakfast this month .
