PROCEDURE TO ADDRESS CITY COUNCIL: If you wish to address the City Council,

A. APPROVAL OF MINUTES
The City Council is requested to review and approve:
1. Minutes of the City Council Regular Meeting of February 20, 2018; and
2. Minutes of the City Council Special Meeting of February 28, 2018.
Recommendation: Approve.
B. TRANSPORTATION AND PUBLIC SAFETY COMMISSION ACTIONS –
MEETING OF FEBRUARY 14, 2018
The City Council is requested to review the Transportation and Public Safety
Commission actions of their meeting of February 14, 2018.
Recommendation: Receive and file.
C. PARKS AND RECREATION COMMISSION ACTIONS – MEETING OF
FEBRUARY 21, 2018
The City Council is requested to review the Parks and Recreation Commission
actions of their meeting of February 21, 2018.
Recommendation: Receive and file.
D. SECOND READING AND ADOPTION OF ORDINANCE NO. 18-1031 TO
ESTABLISH A MORATORIUM ON CUTTING RECENTLY RESURFACED
STREETS
Ordinance No. 18-1031 was introduced on February 20, 2018, to establish a
moratorium on cutting recently resurfaced streets.
Recommendation: Waive further reading and adopt Ordinance No.
18-1031 amending Title 6 of the Temple City
Municipal Code to establish a moratorium on
cutting recently resurfaced streets.
E. SECOND AMENDMENT TO THE CONSULTANT SERVICES AGREEMENT

WITH RED 88 MEDIA FOR CITY VIDEO PRODUCTION, RECORDING,
EDITING AND SUPPORT SERVICES
City Council is requested to approve the Second Amendment to the Consultant
Services Agreement with Red 88 Media to ensure that there will not be an
interruption in City Council meeting video recording or live on-line streaming
service.
Recommendation:
1. Approve the Second Amendment to the Consultant Services Agreement with
ECS Imaging, Inc. for annual maintenance and related services for the City’s
electronic content management software; and
2. Authorize the City Manager to sign the Second Amendment.
F. SECOND AMENDMENT TO THE CONSULTANT SERVICES AGREEMENT
WITH ECS IMAGING, INC. TO PROVIDE MAINTENANCE AND RELATED
SERVICES FOR CITY’S ELECTRONIC CONTENT MANAGEMENT
SOFTWARE
City Council is requested to approve the Second Amendment to the Consultant
Services Agreement with ECS Imaging, Inc.to to continue providing
maintenance and related services for the City’s electronic content management
software.
Recommendation:
1. Approve a Second Amendment to the Consultant Services Agreement with
ECS Imaging, Inc. (ECS) (Attachment “A”), for annual maintenance and
related services for the City’s electronic content management software
(ECMS); and
2. Authorize the City Manager to sign the Second Amendment.
G. PETTY CASH REPORT
The City Council is requested to receive and file the Petty Cash Report.
Recommendation: Receive and file.
H. ADOPTION OF RESOLUTION NO. 18-5318 APPROVING PAYMENT OF
BILLS FOR FISCAL YEAR 2017-18
The City Council is requested to adopt Resolution No. 18-5318 authorizing the
payment of bills.

8. PUBLIC HEARING
A. A REQUEST FOR A TIME EXTENSION FOR TENTATIVE TRACT MAP 73565,
A CONDOMINIUM SUBDIVISION AND A MAJOR SITE PLAN REVIEW FOR A
SIX-UNIT RESIDENTIAL DEVELOPMENT LOCATED AT 5556 WELLAND
AVENUE
City Council upheld the Planning Commission’s decision on January 19, 2016
approving a proposed tentative tract map and major site plan review for a six-
unit condominium at 5556 Welland. The approval granted 24 months for the
applicant to final the subdivision map. The applicant has submitted a time
extension to allow more time to finalize the subdivision map.
Presentation: Community Development Director
Recommendation:
1. Open Public Hearing;
2. Accept public testimony from the applicant and members of the public; and
3. Adopt Resolution No. 18-5317 finding that the project is exempt from the
California Environmental Quality Act and approving File No. 17-1090, a
request to extend Tentative Tract Map 73565 and related major Site Plan
Review for one year subject to the conditions of approval.
