Mayor Sternquist called the City Council Regular Meeting to order at 7 :36 p.m . in the Council Chambers located at 5938 Kauffman Avenue , Temple City. 2. ROLL CALL PRESENT: Councilmember -Chavez, Fish , Yu , Man , Sternqu i st ABSENT : Councilmember-None ALSO PRESENT: City Manager Cook , City Attorney Vail , Assistant City Attorney Murphy , City Clerk Kuo , Community Development Director Forbes 3. INVOCATION Bishop McKinley from Golden West Baptist Church, 4856 Golden West Avenue , provided the invocation . 4 . PLEDGE OF ALLEGIANCE Boy Scout Troop 161 led the pledge of allegiance. 5. CEREMONIAL MATTERS -PRESENTATIONS A FIREFIGHTER OF THE YEAR City Council recognized Fire Captain Andrew Clevelan as Firefighter of the Year and presented him with a plaque . B. DEPUTY OF THE YEAR City Council recognized Sergeant Ron Miranda as Deputy of the Year and presented him with a plaque . 6. CONSENT CALENDAR Mayor Pro Tern Man made a motion to approve the consent calendar items . APPROVAL OF MINUTES The City Council is requested to review and approve the Minutes of the City Council Regular Meeting of February 6 , 2018 . Action : Approved. B. PLANNING COMMISSION ACTIONS The City Council is requested to review the actions of: 1. Regula r Planning Commission Meeting of January 23, 2018; and 2 . Regular Planning Commission Meeting of February 13, 2018. Action : Received and filed . C. TRANSPORTATION AND PUBLIC SAFETY COMMISSION ACTIONS The City Council is requested to review the actions of the Regular Transportation and Public Safety Commission Meeting of January 24 , 2018 . Action : Received and filed . D . RESOLUTION NO . 18-5315 AUTHORIZING SIGNATURES FOR THE DRAWING OF WARRANTS AND CHECKS AND SUSPENDING THE USE OF FACSIMILE SIGNATURES With the retirement of the Administrative Services Director and the appointment of an Interim Administrative Services Director, revised signatures must be authorized . In addition , the use of a Facsimile Signatures will be suspended until a permanent Administrative Services Director is appointed . Action: Adopted Resolution No . 18-5315 authorizing signatures of the drawing of warrants and checks and suspending the use of facsimile signatures . E. ACCEPTANCE OF PROJECT COMPLETION FOR CONSTRUCTION City Council Minutes February 20, 2018 Page 3 of 7 ACTIVITIES AT 5800 TEMPLE CITY BOULEVARD (CIP NO . 17-05) Construction activities are now complete . City Council is requested to take formal actions to close out the project and release final payment to the contractor. Action : 1. Accepted project completion for construction of the new public park ing lot located at 5800 Temple City Boulevard, as performed by Green Giant Landscape , Inc . with a final contract amount of $431 ,688 .38 ; and 2 . Authorized the City Manager to file a Notice of Completion with the County of Los Angeles Registrar-Recorder and release the retention payment within 35 days thereafter . F . VISA CARD REPORT The City Council is requested to receive and file the Visa Card Report. Act ion : Received and filed . G . ADOPTION OF RESOLUTION NO . 18-5316 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2017-18 The City Council is requested to adopt Resolution No . 18-5316 authorizing the payment of bills. Action : Adopted Resolution No . 18-5316 . 8. PUBLIC HEARING -None 9. UNFINISHED BUSINESS -None 10. NEW BUSINESS A CONSIDERATION OF CALLING A SPECIAL MUNICIPAL ELECTION TO AMEND THE CITY'S CHARTER TO INCLUDE THE TEMPLE CITY VOTER PARTICIPATION COMPLIANCE MEASURE The City Council is requested to consider calling a special election to amend the Charter that would change the City's elections to achieve compliance with Senate Bill 415. Assistant City Attorney Murphy and City Clerk Kuo gave a brief summary of the staff report . City Council Minutes February 20, 2018 Page 4 of 7 Mayor Sternquist opened public comment. Hearing no request to speak , Mayor Sternquist closed public comment. Councilmember Chavez made a motion to : 1. Adopt Resolution No. 18-5313 calling a Special Municipal Election for June 5, 2018 to adopt the Measure , and setting forth certain Elections Code- required steps for adoption of the Measure, as laid out more fully in the resolution ; and 2 . Adopt Resolution No . 18-5314 requesting the Board of Supervisors of Los Angeles County to consolidate the City's Special Municipal Election with the June 5 , 2018 Statewide General Election pursuant to Section 1200 of the State Elections Code . Seconded by Councilmember Fish and carried by the following votes : AYES: NOES : ABSTAIN : ABSENT: Councilmember-Chavez, Fish, Yu, Man , Sternqu ist Councilmember-None Councilmember-None Councilmember-None Councilmember Chavez made a motion to appoint himself and Councilmember Yu to draft an argument in favor of the measure on behalf of the City Council. APPROVAL OF ORDINANCE NO. 18-1031 TO ESTABLISH A MORATORIUM ON CUTIING RECENTLY RESURFACED STREETS Many cities impose street moratoriums to prohibit pavement cutting on recently resurfaced streets in order to prolong pavement integrity and minimize degradation . The proposed ordinance would impose a three year moratorium on slurry sealed streets and a five-year moratorium on resurfaced or newly paved streets. Community Development Director Forbes gave a brief summary of the staff report . City Council made comments and asked questions regarding the moratorium . Mayor Sternquist opened public comment. Introduce Ordinance No . 18-103 1 for f irst read i ng by t itle only , amending Title 6 of the Temp le City Municipal Code to estab l ish a moratorium on cutting recently resurfaced streets ; 2 . Waive further read ing of Ordinance No. 18-103 1; and 3 . Schedule the second reading of Ord inance No. 18-103 1 for March 6 , 2018 . Seconded by Councilmember Yu and carried by the following votes : AYES : NOES : ABSTAIN: ABSENT: Councilmember-Chavez, Fish , Yu , Man , Sternquist Councilmember-None Councilmember-None Councilme mber-None 11 . COUNCILMEMBER FISH Commented on the upcoming Camellia Festival , Mayor's prayer breakfast, and congratulated Sergeant Miranda for being selected Deputy of the Year. C . COUNCILMEMBER YU Invited the public to attend the Mayor's State of the City Address on March 13. D. MAYOR STERNQUIST Commented on public safety in the city and encouraged residents to watch out City Council Minutes February 20 , 2018 Page 7 of 7 for each other and to stay engaged with what is happening in their neighborhood . E. COUNCILMEMBER CHAVEZ Congratulated Sergeant Miranda on being selected Deputy of the Yea r and encouraged the community to get engaged and help keep our neighborhood safe. 16.
