SUBJECT: APPOINTMENT OF DIRECTORS TO THE LOS ANGELES COMMUNITY

RECOMMENDATION:
The City Council is requested to appoint a Primary Director and two Alternate Directors to
serve on the Los Angeles Community Choice Energy (LACCE) board and adopt proposed
Resolution 18-5309 (Attachment "A") confirming the appointments .
BACKGROUND:
On December 19, 2017, the City Council adopted Ordinance No . 17-1030 authorizing
the City to enter into a Joint Powers Agreement (JPA) for LACCE (Attachment "B") and
authorized the implementation of a Community Choice Aggregation Program.
ANALYSIS:
LACCE is governed by a board of directors consisting of one director from each
member agency, such that all agencies have equal representation . Each agency is
required to appoint a Primary Director and two Alternate Directors to the board .
Section 4 .2 of the LACCE JPA (Attachment A) outlines requirements associated with
the appointment of Directors to the LACCE Board. It allows the governing body of
LACCE member cities to appoint and designate one Primary Director who shall be
authorized to act for and on behalf of the City on matters within the powers of the
Authority, as well as up to two Alternate Directors who may vote on matters when the
Primary Director is absent from a board meeting. The Primary Director must be a
Councilmember. The Alternate Directors of LACCE member cities may be a
Councilmember, an appointed member of an advisory body, a staff member, or a
member of the public with demonstrated knowledge in energy-related matters, as stated
in the JPA. All Primary Directors and Alternate Directors shall be subject to the Board's
adopted Conflict of Interest Code.
