SUBJECT: CONSIDERATION OF APPOINTMENT, AND CERTIFICATION OF 180-
DAY WAIT PERIOD EXCEPTION FOR APPOINTMENT, OF RETIRED
ANNUITANT TO SERVE AS INTERIM ADMINISTRATIVE SERVICES
DIRECTOR UNDER GOVERNMENT CODE SECTIONS 7522.56 AND
21221 (h).
RECOMMENDATION:
The City Council is requ ested to :
1. Consider the recommendation to appo i nt Ju l ia James to the position of Interim
Administrative Services Director effective February 26 , 2018, under the terms set
forth in the Employment Agreement For the Position of Interim Adm inistrative
Services Director. (Attachment "A ")
2 . If the City Cou nc il determines that appointment of Ms. James is appropriate , to
consider adoption of Resolution No . 18-5310 (Attac hm e nt "B") certifying that an
exception applies to the requirement that a person retired from CaiPERS (a
"ret ired annu itant") wait a period of 180 days or more before work ing for an
employer that contracts w ith CaiPERS .
3. If the C ity Co un cil adopts Reso luti on No . 18-5310, to direct City staff to submit
the necessary paperwork to CaiPERS prior to February 26 , 2018 .
4 . Provide staff with such other direction as the City Counc il deems appropriate .
BACKGROUND:
1. On January 16 , 2018 , the City's c urrent Administrative Services Director, Tracey
Hause , notified the City of her intent to retire effective February 16 , 2018 .
2 . The position of Admin istrative Services Director is responsible fo r p lann ing ,
directing , manag in g and overseeing the activities and operations of the City 's
Adm inistra tiv e Services Department, including the Finance & Purchasing , Human
