APPROVAL OF MINUTES The City Council is requested to review and approve the Minutes of the City Council Regular Meeting of February 6, 2018. Recommendation: Approve. B. PLANNING COMMISSION ACTIONS The City Council is requested to review the actions of: 1. Regular Planning Commission Meeting of January 23, 2018; and 2. Regular Planning Commission Meeting of February 13, 2018. Recommendation: Receive and file. C. TRANSPORTATION AND PUBLIC SAFETY COMMISSION ACTIONS The City Council is requested to review the actions of the Regular Transportation and Public Safety Commission Meeting of January 24, 2018. Recommendation: Receive and file. D. RESOLUTION NO. 18-5315 AUTHORIZING SIGNATURES FOR THE DRAWING OF WARRANTS AND CHECKS AND SUSPENDING THE USE OF FACSIMILE SIGNATURES With the retirement of the Administrative Services Director and the appointment of an Interim Administrative Services Director, revised signatures must be authorized. In addition, the use of a Facsimile Signatures will be suspended until a permanent Administrative Services Director is appointed. Recommendation: Adopt Resolution No. 18-5315 authorizing signatures of the drawing of warrants and checks and suspending the use of facsimile signatures. E. ACCEPTANCE OF PROJECT COMPLETION FOR CONSTRUCTION ACTIVITIES AT 5800 TEMPLE CITY BOULEVARD (CIP NO. 17-05) City Council Agenda February 20, 2018 Page 3 of 6 Construction activities are now complete. City Council is requested to take formal actions to close out the project and release final payment to the contractor. Recommendation: 1. Accept project completion for construction of the new public parking lot located at 5800 Temple City Boulevard, as performed by Green Giant Landscape, Inc. with a final contract amount of $431,688.38; and 2. Authorize the City Manager to file a Notice of Completion with the County of Los Angeles Registrar-Recorder and release the retention payment within 35 days thereafter. F. VISA CARD REPORT The City Council is requested to receive and file the Visa Card Report. Recommendation: Receive and file. G. ADOPTION OF RESOLUTION NO. 18-5316 APPROVING PAYMENT OF BILLS FOR FISCAL YEAR 2017-18 The City Council is requested to adopt Resolution No. 18-5316 authorizing the payment of bills. Recommendation: Adopt Resolution No. 18-5316. 8. PUBLIC HEARING – None 9. UNFINISHED BUSINE SS – None 10. NEW BUSINESS A. CONSIDERATION OF CALLING A SPECIAL MUNICIPAL ELECTION TO AMEND THE CITY’S CHARTER TO INCLUDE THE TEMPLE CITY VOTER PARTICIPATION COMPLIANCE MEASURE The City Council is requested to consider calling a special election to amend the Charter that would change the City’s elections to achieve compliance with Senate Bill 415. Presentation: City Attorney/City Clerk Recommendation: 1. Consider City staff’s recommendation to call for a Special Municipal Election City Council Agenda February 20, 2018 Page 4 of 6 to adopt the Temple City Voter Participation Compliance Measure (the “Measure”) for the purpose of codifying in the City Charter a change to the City’s General Municipal Election Date to comply with new State law and embrace the City’s historical commitment to its diversity and the participation of eligible voters from all ages and backgrounds in elections; If the City Council determines that a Special Municipal Election is appropriate, adopt Resolution No. 18-5313 (Attachment “A”) calling a Special Municipal Election for June 5, 2018 to adopt the Measure, and setting forth certain Elections Code-required steps for adoption of the Measure, as laid out more fully in the resolution; and Adopt Resolution No. 18-5314 (Attachment “B”) requesting the Board of Supervisors of Los Angeles County to consolidate the City’s Special Municipal Election with the June 5, 2018 Statewide General Election pursuant to Section 1200 of the State Elections Code. 2. If the City Council determines it to be appropriate, direct one or more persons (either City Council Members or members of the community) to draft the argument in favor of the Measure; and 3. Provide staff with such other direction as the City Council deems appropriate. B. APPROVAL OF ORDINANCE NO. 18-1031 TO ESTABLISH A MORATORIUM ON CUTTING RECENTLY RESURFACED STREETS Many cities impose street moratoriums to prohibit pavement cutting on recently resurfaced streets in order to prolong pavement integrity and minimize degradation. The proposed ordinance would impose a three year moratorium on slurry sealed streets and a five-year moratorium on resurfaced or newly paved streets. Presentation: Community Development Director Recommendation: 1. Introduce Ordinance No. 18-1031 for first reading by title only, amending Title 6 of the Temple City Municipal Code to establish a moratorium on cutting recently resurfaced streets; 2. Waive further reading of Ordinance No. 18-1031; and 3. Schedule the second reading of Ordinance No. 18-1031 for March 6, 2018. 11.
