SUBJECT: PLANNING COMMISSION ACTIONS -MEETING OF JANUARY 23 , 2018 RECOMMENDATION: The City Council is requested to receive and file the Planning Commission (Commission) actions from th eir meeting of January 23, 2018 . BACKGROUND: On January 23 , 2018 , the Commission held their regularly scheduled meeting . ANALYSIS: The follow ing is a summary of actions taken at the January 23 , 2018 meeting : 1. ROLL CALL : Present: Absent: Excused : Commissioner-Lee, O'Leary , Vice-Chair Cordes , Chair Marston Commissioner-None Commissioner -Haddad 2 . CONSENT CALENDAR The Commission approved the minutes from their regular meeting of November 28 , 2017 . City Council February 20 , 2018 Page 2 of 3 3. PUBLIC HEARING A. A REQUEST FOR A CONDITIONAL USE PERMIT FOR THE CONSTRUCTION OF A FREESTANDING , ELECTRONIC CHANGEABLE COPY SIGN The Commission approved the construct ion of a freestanding , electronic changea ble copy sign located at 4509 Temple City Boulevard . The sign will be on the northerly property line with a double-faced message board facing traffic on Temple City Boulevard. The height of the sign will be 11 feet, six inches , including a two-foot planter, a three-foot, nine inch support , and a five-foot, ten inch tall message board . The property is located in the C-2 zone , and is designated as General Commercial by the City 's General Plan . 4 . UNFINISHED BUSINESS-None 5. NEW BUSINESS-None 6. COMMUNICATIONS -None A. Zoning Code Update , Strategy and Schedule Planning Manager Reimers presented a tentative monthly schedule to adopt zoning code amendments that reflect the approved Mid -Century General Plan and fore casted the General Plan Advisory Committee 's invo lvement in public outreach . B . Short Term Rental Ordinance Planning Manager Reimers discussed various options regarding short term housing including hosted stays , un -hosted stays, vacation renta ls , rentals us ed for gatherings and commercial filming , and the option of proh ibiting short term hou sing in res id ential areas. The Commission expressed conce rns with possible negative effects on the use on si ngle-fam ily ne ighborhoods and expressed a desire to proh ibit the use . 7 . UPDATE FROM THE PLANNING MANAGER Planning Manager Reimers stated that the Terraces of Temple City development ha s been submitted for building plan c heck . He stated that the Ci ty Cou nci l approved a co ntra ct to co ndu ct a parking study for the Downtown area to address parking in the future as parking is at maximum capacity . FISCAL IMPACT: This item does not have an impact on the Fiscal Year 2017-18 City Budget.
