SUBJECT: PLANNING COMMISSION ACTIONS-MEETING OF MARCH 27, 2018 RECOMMENDATION: The City Council is requested to receive and file the Planning Commission (Commission) actions from their meeting of March 27, 2018. BACKGROUND: On March 27, 2018, the Commission held their regularly scheduled meeting . ANALYSIS: The following is a summary of actions taken at the March 27, 2018 meeting: 1. ROLL CALL: Present: Absent: Excused: Commissioner-Haddad, Lee , O'Leary Commissioner-None Commissioner-Vice-Chair Cordes, Chair Marston 2 . CONSENT CALENDAR The Commission approved the minutes from their regular meeting of February 27 , 2018. City Council April17, 2018 Page 2 of 3 3. PUBLIC HEARING A. A CONDITIONAL USE PERMIT TO ALLOW A NEW TUTORING BUSINESS WITH A MAXIMUM OF 25 STUDENTS AND THREE ONSITE TEACHERS AT ANY GIVEN TIME The Commission approved a conditional use permit at 4808 Baldwin Avenue, unit 203, for a tutoring business that will serve up to 25 students. The business will tutor for academic performance, assist with the preparation of the SAT test, and consult for the applications of college enrollment. Hours of classes are from 1:00 p.m. to 8:00 p.m. on weekdays, and from 10:00 a.m. to 5:00 p.m. on the weekends. During all school breaks in the summer, the class schedule will be from 9:00 a.m. to 6:30 p.m. Monday through Friday and Saturday from 10:00 a.m. to 5:00 p.m. The property is located in the C-2 zone, and is designated as General Commercial by the City's General Plan. B. A ONE-YEAR TIME EXTENSION REQUEST TO TENTATIVE PARCEL MAP (TPM) 72220 WITH NO PROJECT CHANGES. THE TPM WAS APPROVED IN 2016 AS A FOUR LOT COMMERCIAL CONDOMINIUM The Commission approved a time extension of one year for a tentative parcel map for a four-unit commercial subdivision at 5700 Rosemead Boulevard (Camellia Square). The approval also included the street vacation at the southern end of Myda Avenue, and the lot line adjustment along the northern property line between the site and the two neighbors east of Myda Avenue. The tentative map was originally approved by the Commission on April 12, 2016, with a two-year life and an expiration date of April 12, 2018. The City's Engineering Staff advised the Planning Staff that the plan check for the final map could not be concluded before the expiration date, thus requiring the approved time extension. The property is located in the C-2 zone, and is designated as General Commercial by the City's General Plan. 4. UNFINISHED BUSINESS-None 5. NEW BUSINESS-None 6. COMMUNICATIONS A. DISCUSSION TO UPDATE THE ZONING CODE TO CONFORM TO THE NEWLY ADOPTED MID-CENTURY GENERAL PLAN. THIS WORKSHOP WILL FOCUS ON THE ALLOWED USES AND THE STANDARDS WITHIN THE MIXED USE ZONES City Council April17, 2018 Page 3 of 3 The Commission opined and gathered public input regarding the proposed Mixed-Use Zone Districts particularly, Mixed-Use Low intensity (MU-L) and Mixed-Use Medium intensity (MU-M). The vision for the MU-L zone located near Lower Azusa Road, is to create a transition from a single-family neighborhood to a mixed-use area. The MU-M zone located along Las Tunas Drive as well as Temple City Boulevard, is proposed to have a commercial or professional office orientation with residential permitted on upper floors. Topics for each mixed-use zone were discussed such as design requirements, zone transition, massing, and permitted and conditional uses. 7. UPDATE FROM THE PLANNING MANAGER None 8. ADJOURNMENT The Commission meeting was adjourned at 9:13p.m. CITY STRATEGIC GOALS: Reviewing the Commission actions of March 27, 2018, furthers the City's Strategic Goals of Citizen Education and Communication. FISCAL IMPACT: This item does not have an impact on the Fiscal Year 2017-18 City Budget.
