Forbes , AICP , Community Development Director By : Hesty Liu, AICP, Associate Planner SUBJECT: FINAL SUBDIVISION MAP APPROVAL FOR PARCEL MAP NO. 73185, A FLAG LOT SUBDIVISION AT 4923 HALLOWELL AVENUE RECOMMENDATION: The City Council is requested to : 1. Review and approve the final subdivision map for Parcel Map No . 73185 (Attachment "A"); and 2 . Authorize the City Clerk to certify Parcel Map No. 73185. BACKGROUND: 1. On Novembe r 24, 2014 , the City received the tentative parcel map proposing a flag lot subdivision. The applicant also proposed to modify the house on the front lot and reconstruct a new attached garage. No development was proposed for the flag lot. 2. On June 23, 2015, at a public hearing the Planning Commission reviewed and approved the tentative parcel map . The approval gave the tentative parcel map an initial life of two years with the expiration date as June 23, 2017. 3. On May 15, 2017 , the appl icant submitted a request seeking a time extension for the approved tentative parcel map . 4. On July 11, 2017 , the Planning Commission held a public hearing to consider the time extension request. The Plann ing Commission approved a twelve month extension, which set the expiration date of the tentative parcel map to June 23 , 2018. City Council April17, 2018 Page 2 of 2 5. On October 11, 2017, the City's Engineer completed the final map review and issued approval. 6. On October 18, 2017, the applicant paid the in-lieu fee for the public right-of-way improvement. 7. On February 26, 2018, the Los Angeles County Fire Department completed the final map review and issued approval. 8. On March 8, 2018, the permit for the modification of the front house and the construction of a new garage was finaled. Thus, the project was deemed to have fulfilled all the conditions of approval required for the final map. ANALYSIS: The tentative map is for a flag lot subdivision which was approved based on the conclusion that the project would be consistent with the General Plan and Zoning Code. Review of the final map has been completed and the City Engineer has certified the map based on its mathematical accuracy, its consistency with the approved tentative map, and its consistency with the provisions of the City's Subdivision Code. The Los Angeles County Fire Department also issued approval for the final map. With the finding that the project has satisfied all of the conditions of approval, staff requests that the City Council approve the final map. Approving the final map would allow the property owner to record the map and finalize the subdivision. CITY STRATEGIC GOALS: Approval of final Parcel Map No. 73185 will further the City's Strategic Goal of Economic Development. FISCAL IMPACT: Approval of this item will not have an impact on the City's budget for Fiscal Year 2017-18. ATTACHMENTS: A.
