SUBJECT: FINAL SUBDIVISION MAP APPROVAL FOR TRACT MAP NO. 73565, A CONDOMINIUM SUBDIVISION AT 5556 WELLAND AVENUE RECOMMENDATION: The City Council is requested to: 1. Review and approve the final subdivision map for Tract Map No. 73565 (Attachment "A"); and 2. Authorize the City Clerk to certify Tract Map No. 73565. BACKGROUND: 1. On July 28, 2015, the City received an application for a tentative tract map and major site plan review to develop six, detached residential condominium units. 2. On October 27 , 2015, the Planning Commission unanimously approved the proposed tentative tract map and major site plan review submitted by the applicant. 3. On Novembe r 9, 2015, an appeal of the Planning Commission's decision was filed with the City Clerk. 4 . On January 19, 2016, the City Council unanimously approved the proposed tentative tract map and major site plan review submitted by the applicant. 5. On March 17, 2017, the City 's Engineer completed the final map review and issued approval. City Council April 17, 2018 Page 2 of 3 6. On August 15, 2017, the Los Angeles County Fire Department completed the final map review and issued approval. 7. On December 4, 2017, the project engineer and architect were notified that the tentative tract map and major site plan review was scheduled to expire on January 19, 2018. The only remaining item for the final map approval was the demolition of the existing structures on the property. 8. On December 6, 2017, the property owner submitted a request for a time extension with Planning staff to allow additional time to complete the final map (demolish the structures on the property). 9. On February 26, 2018, demolition of the existing structures on the property were finalized. The demolition is a condition of approval, which is required prior to the final map approval. 10. On March 6, 2018, the City Council unanimously approved a time extension request for the tentative tract map and major site plan review. ANALYSIS: The tentative tract map is prepared for a condominium subdivision consisting of six, detached residential units. The tentative map was approved based upon the conclusion that the project would be consistent with the General Plan and Zoning Code. The City Engineer has certified the final map based on its mathematical accuracy, its consistency with the approved tentative map, and its consistency with the provisions of the City's Subdivision Code. The City Attorney has reviewed and approved the Covenant, Conditions, and Restrictions. The Los Angeles County Fire Department has reviewed and approved the final map. With the finding that the project has fulfilled all of the conditions of approval required for the final map, staff requests that the City Council approve the final map. Approving the final map would allow the property owner to record the map and to start the construction of the six-unit residential development. CITY STRATEGIC GOALS: Approval of final Tract Map No. 73565 will further the City's Strategic Goal of Economic Development. FISCAL IMPACT: Approval of this item will not have an impact on the City's budget for Fiscal Year 2017-18. City Council April17, 2018 Page 3 of 3 ATTACHMENTS: A.
