SUBJECT: ACCEPTANCE OF PROJECT COMPLETION FOR TRAFFIC SIGNAL
· UPGRADES, SIGNS, AND OTHER SAFETY IMPROVEMENTS AT
VARIOUS LOCATIONS (CIP NO. P15-07)
RECOMMENDATION:
The City Council is requested to:
1. Accept as complete the Traffic Signal Upgrades, Signs , and Other Safety
Improvements at Various Locations Project (HSIPL-5365(009)), Capital Improvement
Project (CIP) No. P15 -07 (the Project), as performed by Calpromax Engineering , Inc.
with a final contract amount of $144,135.73 ; and
2 . Authorize the City Manager to file a Notice of Completion with the County of Los Angeles
Registrar-Recorder and release the retention payment 35 days thereafter.
BACKGROUND:
1. On February 7, 2017 , the City Council approved the bid documents and authorized
the City Manager to conduct a formal bid process for the Project.
2 . On June 20 , 2017, the City Council authorized award of a $143 ,000 contract with
Calpromax Engineering , Inc., and authorized the City Manager to approve change
orders as needed for unanticipated project costs not to exceed 1 0 percent of the
contract amount ($14,300).
3 . On September 5 , 2017, Calpromax Engineering, Inc. commenced with work on the
Project. The Project was completed on schedule at a final cost of $144 ,135.73,
including a contract change order for $1,135.73 for unanticipated work. This total is
within the authorized change order amount.

ANALYSIS:
The Project enhanced traffic safety by installing new signs and replacing existing signs,
traffic signals, and pavement markings with improved and upgraded equipment consistent
with Caltrans standards and the California Manual on Uniform Traffic Control Devices on
the following street segments:
• Baldwin Avenue between Lower Azusa Road and Live Oak Avenue;
• Broadway between Baldwin Avenue and Acacia Street;
• El Monte Avenue between Live Oak Avenue and Lower Azusa Road; and
• Lower Azusa Road between El Monte Avenue and Baldwin Avenue.
The Project included the following specific improvements:
• Replaced 22 existing traffic signal heads with new LED lights;
• Replaced 27 existing Stop signs with larger 30-inch signs;
• Replaced existing pavement markings and striping at various locations;
• Installed 16 new Stop Ahead signs with large 30-inch signs;
• Installed six new solar powered radar speed feedback signs; and
• Installed 12 new regulatory signs.
CITY STRATEGIC GOALS:
The Project furthers the City Strategic Goals of Public Health and Safety and Sustainable
Infrastructure.
FISCAL IMPACT:
Funding for the Project is included in the approved Fiscal Year 2017-18 City Budget under
CIP No. P15-07. While the Highway Safety Improvement Program funds used for the
Project require a local match, the City received approval from Caltrans to apply Toll Credits
for the local match portion of the Project. Toll Credits are funds collected from toll roads that
can be used as a credit to match Federal funds. With the use of Toll Credits for this project,
no local match is required.
